 グローバリゼーションの波が押し寄せるなか、経済・産業活動は国の枠組みを超えて営まれています。特に、

アジ

アにおける経済・産業活動の発展は、

スピーディであり、

また広く拡大しています。

そこで、

さらに産業および経済振

興を推し進めるためには、STPsの持続可能な発展が不可欠といえます。

 そしてSTPsの持続可能な発展を実現するために、私たちは、

アジアの多様性と人々の社会環境に配慮したASPA

メンバー間のネットワークの重要性を認識する必要があるのではないでしょうか。

 私たちの誰もが、家庭、職場、地域、伝統、文化、宗教や国家など、それぞれ異なる環境のもとに生まれ、生活して

います。

このような人々の社会環境における 素晴らしい多様性こそが、多様な価値観を創出するのです。

そして、

こ

の多様な価値観の相互作用は、個人の創造性や新しいアイディアや技術革新のための直観力を刺激するために

なくてはならないものといえます。

 この多様な人間環境を意識したネットワーク

（＝エコ・ネットワーク）

を構築することは、STPsが、持続可能な発展

のためのグローバルプラットフォームになるための要になるでしょう。

 そこで、我々は、

日本で開催する第19回2015年ASPA年次大会のテーマを次のようにしました。

 本大会の議長として、皆さまが、大会の多くのプログラムやツアーにご参加いただきご満足いただけることを、

In the wave of globalization, economy and industrial activities are performed beyond the framework of a nation.

Especially, the development of economy and industrial activities in Asia is fast and expanding. For further

industrial and economic advancement, the sustainable development of STPs is essential.

In order to realize the sustainable development of STPs, we have to recognize the Asian diversity and the

importance of human environment conscious networks among the ASPA members.

Anyone is born and living under different environment around us, i.e, home, working place, region, tradition,

culture, religion and nation. The great diversity of this human environment produces diverse sense of values.

Interactions among diverse sense of values are indispensable to stimulate personal creativity and intuition for

new ideas and innovation.

The formation of the Diverse Human Environment Conscious Networks = Human Eco-Networks is an essential

way for STPs to be global platforms for sustainable development.

In the 19th ASPA 2015 Conference, Japan, we suggest the following theme:

 「第19回アジアサイエンスパーク協会年次大会」の開催を心からお喜び申し上げます。

アジア各国からお越しいただ

きました皆様を、心から歓迎いたします。

 アジアサイエンスパーク協会は、1997年にかながわサイエンスパークで設立されました。その後、関係者の皆様方

の努力と熱意によって発展を重ね、第19回年次大会が、かながわサイエンスパークで再び、盛大に開催されることを大

変うれしく思います。

 さて、近年、

アジア地域の経済成長率は、先進国や他の新興国を上回る水準で推移し、世界経済に占めるGDPシェア

が3割を超えるなど、著しい成長を遂げています。

また、

アジア地域の人口は世界全体の約６割を占めるだけでなく、順

調な人口増加により、若年層を多く有することから、

これまでの生産拠点としてのみならず、消費市場としても、その潜

在的な成長力に注目が集まっています。一方で、わが国をはじめ、韓国や中国では高齢化が進んでおり、それに伴う経

済成長の鈍化や社会保障制度の維持等の課題がクローズアップされています。

 そこで、神奈川県は、超高齢社会に対応するため、

「最先端医療・最新技術の追求」

と

「未病を治す」

という二つのアプ

ローチを融合し、健康寿命日本一と産業の活性化を目指す政策「ヘルスケア・ニューフロンティア」を推進しています。

 また、神奈川県には、

「京浜臨海部ライフイノベーション国際戦略総合特区」、

「さがみロボット産業特区」、

「国家戦略

特区」

という規制緩和や、その他の施策を重点的に進めていく特別な区域が３つあります。

これらの特区を最大限活用

し、関連産業の集積や企業・人材の交流・連携を一層促進してまいります。

 また、地域経済の活性化には、高い競争力と成長が見込まれる新産業の発展、その牽引役となるベンチャー企業の

育成が欠かせません。そして、そのためには、高度で先端的な研究を事業化へと繋げるサイエンスパーク間の交流・連

携を図ることが重要です。

 アジアサイエンスパーク協会の皆様が、本大会を機に相互の連携をさらに深め、アジアにおける産業・経済の発展

に向けて、力強く前進されることを期待しています。

I would like to extend my heartfelt congratulations for organizing the 19th ASPA Annual Conference and my

warmest welcome to people who came over to join us from Asian countries.

The Asia Science Park Association (ASPA) was established at the Kanagawa Science Park (KSP) in 1997. It has kept

developing consistently thanks to efforts and enthusiasm of all those involved since then. And I am extremely

pleased that the 19th ASPA Annual Conference is held here at KSP again on such a grand scale.

In recent years, the Asian region has been growing at a remarkable pace with the growth rates of Gross Domestic

Product (GDP) exceeding those in developed and emerging countries and its GDP accounting for over 30 percent

of the global economy. In addition, the population in the Asian region not only accounts for approximately 60

percent of the total global population but also has a large number of those in the young adult segment on the back

of a smooth growth in population. Given this, attention is being focused on the growth potential of the region not

only as the traditional production base but as the consumer market as well. Meanwhile, the population has been

rapidly aging in countries, namely South Korea and China, not to mention Japan; in consequence, an array of issues,

including slowing economic growth and how to maintain the social security system, comes under close scrutiny.

Against this background, in order to address a super-aging society, Kanagawa Prefecture has integrated two

approaches, namely, "pursuing of leading-edge healthcare and the latest technology" and "curing of near illness,"

and promoted the Healthcare New Frontier initiative aimed at achieving Japan's longest healthy life expectancy

and vitalizing the industry.

Furthermore, Kanagawa Prefecture has three special economic zones, where deregulation and other priority

measures are promoted intensively, that is, "Keihin Coastal Area Life Innovation Comprehensive Special Zone for

International Competitiveness Development," "Sagami Robotic Industry Special Zone" and "National Strategic

Special Zone." By making the most use of these special zones, we will further promote the accumulation of related

industries and exchange and cooperation among companies and human resources.

On top of these, to stimulate the regional economy, it is essential to develop new industries of which high-level

competitiveness and growth can be expected, and nurture venture startups that serve as the driving force for those

industries. To this end, it is important to strengthen exchange and collaboration among science parks that help

translate sophisticated and cutting-edge research into a commercial business.

I hope that all of you at the ASPA will deepen mutual collaboration further by taking advantage of this conference

and take a strong step forward with a view to propelling the development of industries and economies in Asia

Let me close my address by wishing the ASPA continued progress and all of you good health and success.

 第1回大会、第9回大会に続き、10年ぶりに再び川崎市にてASPA年次大会が開催されることを大変嬉しく思いま

す。今大会を通じて、

アジア地域の相互成長がより一層促進されることを願っております。

 今大会の開催地であります川崎市は、国や多くの自治体が人口減少に転ずる中で、首都圏の中心に位置し利便性

の高い生活都市として人口が引き続き増加するなど、人口147万人を超える大都市として発展を続けております。

 また、

日本の経済成長を牽引してきた京浜工業地帯の一翼を担い、我が国を代表する産業都市として発展してき

ましたが、1960年代から1970年代にかけて、大気汚染や水質汚濁などの甚大な公害に悩まされてきました。本市で

は、

これらの公害を克服する過程で培われた環境技術やノウハウを、

「川崎国際環境技術展」等を通じてアジア地域

をはじめ広く国内外に情報発信すると共に、国際的なビジネスマッチングによる環境技術の移転を行うことで、国際

貢献の実現と共に、広く環境分野における産業活性化を目指しております。

 更に、力強い産業都市づくりが進められている現在の本市には、世界的企業や研究開発機関が多数集積している

とともに、優れたものづくり技術を有する中小企業が数多く活躍しています。本市では、

このような市内企業の国際

競争力の強化に向けて、

アジア地域を中心とした展示会への出展支援やビジネスマッチングを行うなど、市内企業

の海外販路開拓を支援しております。

 近年では、臨海部に位置する殿町地区の「キングスカイフロント」が、国の成長戦略の一つである

「国家戦略特区」

に指定され、

ライフサイエンス・環境分野を中心に、世界最高水準の研究開発から新産業を創出するオープンイノ

ベーション拠点として整備が進められております。今後、健康・医療・福祉、環境といった産業の活性化を通じて、

日本

の成長戦略の一翼を担うとともに、世界の持続的な発展に貢献することが期待されています。

 川崎市にお越しいただいたこの機会を御活用いただき、産業都市として力強く発展し続ける「力強い産業都市

かわさき」

を実感していただきたいと存じます。

I am extremely pleased that the ASPA Annual Conference will be held here in Kawasaki City for the first time in

a decade following the 1st and 9th Conferences. I sincerely hope that mutual growth in the Asian region will be

promoted even further through this conference.

Kawasaki City, which hosts this year's conference, has witnessed continuous population growth thanks to the

convenience it offers as a dwelling city located favorably at the center of the Tokyo Metropolitan area, in contrast

to the population decline experienced by the entire nation and a large number of local governments. We have

continued to develop as a large city of over 1.47 million people.

In addition, Kawasaki has developed into one of the leading industrial cities in Japan by playing a major role

in the Keihin Industrial District, which has driven the nation's economic growth. However, serious public

issues arose, such as air pollution and water contamination, from the 1960s to the 1970s. We have acquired

environmental technology and expertise to address those issues, and have widely disseminated them through

such events as the Kawasaki International Eco-Tech Fair, not only in Asia but also in other parts of the world.

At the same time, we have transferred environmental technology by making full use of international business

matching events, with the aim of making an international contribution and stimulating the environmental

industry extensively.

On top of these, in Kawasaki where efforts and initiatives to transform the city into an industrial powerhouse

are being implemented, a large number of the world's leading companies and research and development

institutions have accumulated, and a great many small and medium-sized companies that boast of

state-of-the-art manufacturing technologies have played an active part as well. To strengthen the international

competitiveness of these companies in the city, we have supported their participation in exhibitions or trade fairs

mainly in Asia, and have assisted them in business matching. Through such efforts, we help them explore sales

channels overseas.

Recently, the King Skyfront situated in the Tonomachi district along the coastal area has been designated as

a national strategic economic growth area, one of the government's growth strategies. Centered on the life

science and environmental realms, we are getting ready as an open innovation base for the generation of new

industry from the world's leading-edge research and development. By energizing various industries, such as

those related to healthcare, medicine, welfare, and the environment, down the road, Kawasaki is expected to

play a pivotal role in Japan's growth strategy and contribute to global sustainable development.

Let me close by encouraging everyone who has come all the way to Kawasaki to take full advantage of this

opportunity and feel the power of Kawasaki technopolis firsthand, which is developing vigorously.

 第19回ASPA年次大会の開催を心よりお祝い申し上げます。

 ASPAはアジア地域の科学技術及び産業経済の共同発展を目指し、当時の㈱ケイエスピー 代表取締役社長 久

保孝雄氏のリーダーシップにより1997年に設立された国際民間機構であり、同年第1回大会が川崎で行われまし

た。私が㈱ケイエスピー代表取締役社長に在職中の2005年にも第9回大会を川崎、ＫＳＰにて開催いたしました

が、

このたびの10年振りの川崎開催にあたり、再び共同議長として参加できることに大いに喜びを感じております。

 川崎商工会議所は地域総合経済団体として、地元経済発展に向けた事業を展開いたしております。特にアジア

地域との経済交流につきましては最重要事業の一つとして位置付けて鋭意取組んでまいりました。本年12月のア

セアン経済共同体（AEC）構築を間近に控え、経済成長著しく、投資だけではなく、加盟10ヶ国6億人超の有望な市場

としても注目されている同地域のうち、

まず、

メコン地域5ヶ国（タイ・ベトナム・カンボジア・ラオス・ミャンマー）全

ての商工会議所との協力協定を締結いたしました。

 また、

アジア地域を中心とした経済ミッション団の派遣や受入れ、ビジネスマッチングや投資セミナーの開催、政

財界要人・関係機関とのネットワーク構築など、市内企業の海外展開に資する経済交流事業を積極的に推進してま

いりました。今後も川崎とアジア諸国との間における生産拠点・投資・貿易・観光促進などの発展、ハートtoハートで

Win-Winの相互互恵関係の構築を目指して、諸事業に取組んでいく所存です。

 川崎は、羽田国際空港に隣接し、川崎港を擁する臨空臨海都市であり、3つのサイエンスパーク、200を超える研

究開発拠点が立地する最先端の国際産業都市です。

さらに、

ライフサイエンス・環境分野の国家戦略特区としての

イノベーション都市でもあります。参加者の皆様方におかれましては、

この機会にそうした川崎をご覧頂くとともに

「地域対地域の交流を通じた相互協力の増進」

「技術交流と地域革新を通じたアジア地域の共同発展」等のASPA

のミッションが果たされますことを祈念いたします。

Greetings from Mr. Osamitsu Yamada, Chairman, The Kawasaki Chamber of Commerce and Industry, to be

included in the 19th ASPA Annual Conference Program (Draft)

I would like to extend my heartfelt congratulations on the convening of the 19th ASPA Annual Conference.

The Asian Science Park Association (ASPA) is an international private organization that was established in 1997

under the leadership of Mr. Takao Kubo, then-president of KSP, Inc., with the aim of jointly developing science

and technology as well as industry and economy in Asia. In that year, the 1st ASPA Annual Conference was held

here in Kawasaki City. In 2005, the 9th ASPA Annual Conference was also held at KSP in Kawasaki City, when I was

president of KSP. A decade later, I am thrilled to participate in this year's conference to be held again in Kawasaki

City as co-chair.

The Kawasaki Chamber of Commerce and Industry, as a regional comprehensive economic organization, is

pursuing various projects aimed at regional economic development. In particular, we have committed ourselves

to promoting economic exchanges with Asian countries by positioning them as one of the most important

projects. With the ASEAN Economic Community (AEC) due to be established in December this year, the ASEAN

region has seen vast economic growth and attracted significant attention as not only an investment destination

but also a promising market comprising 10 ASEAN member countries and over 600 million people. Above all, we

have concluded a cooperation agreement with the chambers of commerce and industry in all the five countries

in the Mekong region (Thailand, Vietnam, Cambodia, Laos, and Myanmar).

In addition, the Kawasaki Chamber of Commerce and Industry is aggressively promoting economic exchange

projects geared toward helping companies in the city conduct business overseas. Such projects include

sending/receiving economic missions to/from Asia and other regions, holding business matching events and

investment seminars, and building a network of relationships with key figures in political and economic circles

and related organizations. We will continue to work on various projects in a bid to develop businesses between

Asian countries and Kawasaki City in terms of production base, investment, trade, tourism, and so on, and to

build heart-to-heart, win-win, and mutually beneficial relationships.

Situated beside Tokyo Bay, Kawasaki is home to the Port of Kawasaki and adjacent to the Tokyo International

Airport. Not only is Kawasaki a state-of-the-art international industrial city where three science parks and more

than 200 research and development facilities are located, it is also a city of innovation, being designated as one

of the National Strategic Special Zones in the life science and environment fields. I very much hope that all the

participants of the 19th ASPA Annual Conference will make use of this opportunity to see the city, and that

the Conference will fulfill the missions of ASPA, namely, "promoting mutual cooperation through exchanges

between regions" and "joint development in Asia through technical exchanges and regional innovation."

Civil Engineering and received his master's degree and Ph. D. in Civil Engineering from LehighUniversity, Pennsylvania, USA. Professional Background

Dr. Kanatharana started his professional life in 1989 by working as an engineer at an engineering

consulting frm, and in 1990, he took an assistant researcher position at the National Science Foundation Research Center for Advanced Technology for Large Structural Systems, while pursuing his graduate study at Lehigh University, USA.

in 1996 graduating from the university, Chuchawal-de Weger International Co., Ltd.,

He later joined Wonderworld Products Co., Ltd. in 1998 overseeing factory operations until 2003. In 2004, the National Science and Technology Development Agency

(NSTDA) as the Director of Thailand Science Park. Since then, he has involved with all the science park development initiatives in Thailand as well as with the set up of the Thai Business Incubators& Science Parks Association (Thai-BISPA) and the so-called "Science Park Promotion Agency" under the Ministry of Science and Technology of Thailand.

Mr. Aravazhi Selvaraj is the Chief Operating Officer (COO)- Innovation and Partnership (INP) program under the aegis of Agribusiness and Innovation Platform of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT).

Education

He is a post graduate in Business Management from Tamil Nadu Agricultural University (TNAU), Coimbatore with specialization in agribusiness. He has done his Bachelor of Science (Agriculture) from Annamalai University-Chidambaram.

Professional Background

In the Incubation industry he is working in the areas of client servicing, project/program planning & management, business services, Innovation funding, impact assessment study.

He has experience in incubating innovative agricultural technologies that has high impact on the farming community. He has liaised with the companies on technology transfer and helped them in the business incubation front. He has been coordinating the program of Technology Development Board of Department of Science and Technology (DST), Govt. of India to provide funding to innovative ventures in agri-business. He is also coordinating the incubation scheme for innovative ventures supported by the Ministry of Micro, Small and Medium Enterprises (MSME), Govt. of India at ICRISAT. Besides he has experience in funds raising through Venture Capitalist in India for agri-business ventures.

He has been instrumental in developing ICRISAT's public-private partnership (PPP) inititaives under the Agribusiness and Innovation Platform (AIP). ○Agri-Business Incubation (ABI) Program was established in partnership with the Department of Science and Technology (DST), Government

of India, to promote technologies that have been developed either exclusively by ICRISAT, or jointly with collaborators; or even other agri-technologies developed by R&D centers of excellence, universities and other institutions through entrepreneurship models.

○Innovation and Partnership (INP) Program initiates public-private partnerships through collaborative research-cum-development agreements with ICRISAT scientists in the areas of plant breeding, agricultural biotechnology, natural resource management, knowledge sharing, training and value chain development that support the empowerment of the SAT farmers.

○NutriPlus Knowledge (NPK) Program was conceived as a platform that works towards new product development, technology commercialization, trainings & capacity building and R&D for the Industrial applications in the areas of high value foods and products.

Over twenty publications to his credit at the international and national levels and has travelled to more than 30 countries across the world to develop partnerships and project implementation.

現職：中国 香港特別行政区 香港サイエンス＆テクノロジーパーク CEO 最終学歴・学位  トロント大学で経済学修士号（MBA）を取得。 職歴：2013年7月に香港サイエンス＆テクノロジーパーク（香港科技園＝HKSTP）CEOに任命。CEOとして、HKSTPが運営する香港サイエンスパーク、イノセン ター、および3つの工業団地を統率・管理するとともに、HKSTPを施設重視の企業から、バリューチェーン内のR&D、設計、高度生産を対象とした、サポート ベースの付加価値サービス提供企業へと転換させた。 香港の経済改革を前進させるうえで、イノベーションとテクノロジーが重要な役割を果たすと考え、香港の競争力の向上に向けたステークホルダー間の つながりと連携の促進、ならびに中国本土との強固な協力関係の構築に尽力している。 過去30年の間、主に情報通信技術分野の複数の多国籍企業で上級幹部職を歴任。直近では、ブリティッシュ・テレコム（BT）のアジアパシフィック地域プレ ジデントとして、同地域におけるBTの存在感の回復に向け、チームを率いた。またBT入社以前は、モトローラおよびケーブル&ワイアレス香港テレコムに 勤務し、マルチメディアからモバイルおよび固定ネットワークサービスまで、様々な事業部門に携わった。 英国勅許管理会計士協会および英国勅許公認会計士協会のフェローメンバーであるほか、カナダ公認管理会計士でもある。 Current Position

Allen holds a MBA from the University of Toronto Professional Background

Allen was appointed CEO of Hong Kong Science and Technology Parks Corporation (HKSTP) in July 2013. In this role, he leads and manages Hong Kong Science Park, InnoCentre and three Industrial Estates that are entities within HKSTP, reinventing the Corporation from a facility-focused institution to a support-based provider of value-added services covering R&D, design and advanced manufacturing along the value chain.

Allen believes innovation and technology plays a key role in fuelling Hong Kong's economic transformation. He is committed to fostering connection and collaborations among stakeholders to enhance the competitiveness of Hong Kong and building stronger collaboration with Mainland China. Over the past 30 years, Allen has held senior executive positions with a number of multinational corporations primarily in the information and communications technology sector. In his most recent role, Allen worked for British Telecom Plc as President, Asia Pac where he led the team to rebuild BT's presence in the region. Prior to that, Allen worked for Motorola Inc. and C&W Hong Kong Telecom across different business units, from multi-media, to mobile and fixed network services.

Allen is a fellow member of both the Chartered Institute of Management Accountants, UK and the Association of Chartered Certified Accountants, UK. He is also a Certified Management Accountant of Canada.
