北区基本構想

平成11年に北区基本構想を策定し、北区の将来像を

「ともにつくり未来につなぐ ときめきのまち−人と水とみどりの美しいふるさと北区」としました。

Kita City Basic Concept

In 1999 Kita City formulated a basic concept, which envisions the future image of the city as

 北区基本構想に掲げる将来像の実現のため、そして、経済情勢

やライフスタイルが大きく変化をするなか、将来を見据えた施策

の方向を示し、区民一人ひとりが地域への愛着を持つことができ

る「人が輝く、まちが輝く、未来が輝く ふるさと北区」の実現に向

けさらなる取り組みを進めるとともに、これを着実に次世代へ継

承し、未来へ向けて創造していくため、平成27年度から36年度の

10カ年を計画期間とした北区基本計画2015を策定し、総合的、計

画的、効率的に行政運営を展開しています。

 この計画では、

「区民とともに」の基本姿勢のもと、これまでの

基本計画・中期計画に掲げてきた４つの重点戦略や、特に、喫緊

の課題となっている３つの優先課題を進め、北区の10年後のあ

るべき将来を見据えた、取り組むべき２つの最重要課題として

「地域のきずなづくり」と「子育てファミリー層・若年層の定住化」

を設定し、積極的に対応しています。さらに、北区の新たな魅力や

価値を創出していくため、

「まちづくりの一層の推進」や「東京オリ

ンピック・パラリンピックを見据えた北区の魅力の発信」にも積極

的に取り組んでいます。

Shine and the Future Shines

In order to realize the future vision described in the basic concept for Kita City amid current economic conditions and lifestyles that have been changing, we're creating measures with an eye to the future. We want to create a place where "the people shine, towns shine and the future shines"; where each individual has an attachment to the local community. We also want to promote further efforts toward the realization of the future vision to give to the next generation. In order to continue to create it towards the future, from the fiscal year 2015 we've formulated a 10-year comprehensive master plan for FY 2015 to FY 2024 for Kita City. We will develop our administrative manage-ment comprehensively, systematically, and effectively.

 防災行政無線のデジタル化を計画的に進めるなど、防災情報

や災害情報の一元化・高度化・共有化を図るとともに、緊急時に

正確な情報を迅速かつ的確に発信するための基盤整備を行って

います。

 また、首都直下地震への対応や、北区特有の課題である集中

豪雨などによる都市型水害対策に全力で取り組んでいます。

●「災害時における情報交換に関する協定」等を締結

 埼玉県川口市と「災害時における情報交換に関する協定」及び

「北区防災行政無線局設置等に関する協定」を締結しています。こ

れは、災害時における情報交換に関して、都県境を介した近隣区市

同士であるという特性を生かし、発災後の早期の災害情報などの

交換を行い、より迅速かつ的確な災害対処を目的とするものです。

●防災訓練

 キーワードは「自主防災」。地域での日頃の訓練が重要です。地

元の自主防災組織が実施する訓練に多くの区民が参加して地域

ぐるみで震災に備えています。

●水防訓練

 区と区内三消防署（赤羽、王子、滝野川）の合同による水防訓練

を実施しています。

●地域安全・安心パトロール

 北区では、青色パトロールカーを使用し、24時間体制で巡回し

ています。また、地域のボランティア団体などと連携し、犯罪が起こ

りやすい「入りやすく見えにくい場所」を重点的にパトロールする

「ホットスポット・パトロール」実習を実施しています。

●防災センター（地震の科学館）

 昭和59年に開設された東京初の防災センターです。ここで防災

ファミリー教室などの、防災啓発事業を行っています。また、地震

の科学館では、過去に起きた地震の体験、煙の体験及び初期消

火体験などができます。

Making Utmost Efforts to Build Safe and Secure Towns against

Floods and Earthquakes

We are building an infrastructure to transmit information quickly and accurately in the event of an emergency; centralizing, upgrading and sharing preventive information about disasters and disaster information and also developing systematically the digitalization of disaster prevention administrative wireless networks.

In addition, we are making all efforts to establish measures relating to earthquakes in the Tokyo Metropolitan Area and also urban floods due to the torrential rains that are characteristic of Kita City.

●北区防災気象情報メールサービス

 気象庁等が発表する台風や豪雨などの

各種気象情報や地震情報などを、携帯電

話やパソコンに電子メールで配信するサ

ービスです。また、北区の気象情報などを、

パソコンや携帯電話のホームページでも

見ることができます（このサービスは、日本

気象協会に委託して運営しています）。

Kita City Disaster Prevention and

Weather Information Email Service

This is a service delivering information about typhoons, heavy rain, other various weather conditions, and earthquakes, which Japan Meteorological Agency announces by e-mail to cell-phones and computers. In addition, users can view weather and other information for Kita City on the Kita City websites for PC or cell-phone. (This service is operated under consignment by Japan Weather Association).

Community Patrols for Safety and Security

In Kita City, we have patrols 24 hours a day using blue patrol cars. In addition, in cooperation with volunteer organizations etc., we also patrol on foot areas that are "difficult to see but easy to enter" implementing hotspot patrol training.

●水位・雨量情報システム

 区内に水位計・雨量計や河川監視カメ

ラを設置し、24時間365日常時観測を行

い、水防に関する情報をホームページで

公開しています。

●犯罪情報等のテレビ配信

 区民の防犯対策への意識向上を図るた

め、区内三警察署と協力し、最新の犯罪発

生状況や防犯対策情報を、ケーブルテレ

ビで配信しています。

Water Level and Rainfall Information

System

Water and rain gauges as well as a river-monitoring camera are located around the city and monitored 24 hours a day, 365 days a year. Flood prevention information is opend on the city s website.

Television transmission of information

concerning public security, such as crime

occurrence, etc.

In order to raise awareness of security measures for residents, in cooperation with the three police stations in the city, we provide the latest crime situation and crime prevention measures information via cable TV.

Disaster Prevention Center (Earthquake Science Center)

This is the first disaster prevention center in Tokyo, opened in 1984. The center provides various disaster prevention courses, such as for families. In addition, in the Earthquake Science Museum, you can have some experiences, a simulated earthquake and fire (experience an earthquake caused by an earthquake machine and smoke) and putting out a fire.

Disaster Drills

The key phrase is, "voluntary disaster prevention." Regular drills at the community level are important. Preparing for earthquakes, many residents participate in disaster drills conducted by local voluntary disaster prevention groups.

Flood Prevention Training

Kita City and the three fire stations in the city (Akabane, Oji, Takinogawa) have been conducting joint flood control training.

Conclusion of an "Agreement on Information Exchange in a

Disaster"

We have concluded an agreement on information exchange at the time of a disaster as well as an "agreement on the installation of Kita City Disaster Prevention Administrative Radio Station in cooperation with Kawaguchi City, Saitama Prefecture.

The object of these agreements is to cope with a disaster more quickly and accurately, exchanging information in the event of a disaster, by taking advantage of being close city each other (since the border of Kita City with Saitama Prefecture is the border of Kawaguchi City) to exchange information in the early stages of a disaster.

 高齢者の方が住み慣れた地域でいつ

までも安心して暮らし続けられるように、

介護・福祉・健康・医療などさまざまな面

から総合的に支えるために設けられた施

設です。

●33万人健康づくり大作戦 桜ウォーク

 桜の名所の石神井川沿いを巡りなが

ら、ウォーキングの楽しさを満喫してもら

おうと、毎年春に開催しています。

Making Kita City Number One City to Enjoy a Long Life

Facing the coming unprecedented ageing society, we are promoting the "healthy life expectancy extension project" in order to enable people to live their long, healthy, happy lives. In addition, research council is being carried out on a new urban model (Kita City model), with advances in cooperation for health care. We've also established "Integrated Community Care System in Kita City" to enable the elderly to continue to live in its hometown to the end of its life with a sense of security. We are dealing with establishment of the future vision in the coming unprecedented super aging population, which is a society enable elderly to shine, and realization of number one city to enjoy a long life.

Elderly Relief Center (Comprehensive

Regional Support Center)

In order for the elderly people to continue to live in their hometown with a sense of security, this is a facility which provides comprehensive long-term care to elderly, such as nursing care, welfare support, and health and medical care.

 地域において、認知症の方とその

家族を支援するため、地域の方、専門

職など誰でも参加することができる

「認知症カフェ」を高齢者あんしんセ

ンター圏域に順次開設しています。

Dementia Café

(Café for residents with Dementia and their families)

In order to support the residents with dementia and their families in the area, several Dementia Cafés have gradually been established in the sphere of the Elderly Relief Center, where anyone, such as neighborhood, specialists, etc., can take part.

●特別養護老人ホーム

 北区には特別養護老人ホームが、区立で４施設、民間で6施設

あります。高齢者在宅サービスセンター・地域包括支援センターな

どとともに、さらに整備を進めています。

●北区在宅療養あんしんマップ

 区民の方が在宅療養を行う上で

必要となる医療社会資源を調査

し、その結果を基に「北区在宅療養

あんしんマップ」を作成しました。

●みんな元気！健やか長寿事業

 生活習慣を改善し、普段の生活に運動を取り入れることを目的に、

筋力アップ体操教室やロコモ予防講座などを実施しています。

●シニア元気塾

 シニア世代が明るく健康で充実した生活を送るため、自らが講師

やサポーターとして参加したり、新たな社会参加のきっかけとなる講

座を実施しています。

●高齢者ふれあい食事会

 食生活の改善や健康の増進、地域社会との交流や孤独感の解

消、閉じこもり予防を目的に実施しています。参加者は年間を通し

同じ会場に一同に会し、楽しく食事をしています。

Special Nursing Homes for the Elderly

There are four municipal and six private special nursing homes for the elderly in Kita City. We are promoting further development in cooperation with the Elderly Home Visiting Service Centers and the Regional Comprehensive Support Centers, and so on.

Kita City Home-visit Long-term

Care Relief Map

We have created a "Kita City Home-visit Long-term Care Relief Map based on the results of investigation into the medical social resources that are required by residents needing home-visiting long-term care.

Everybody Active! Healthy and Long-Term Projects

We provide gymnastic classes, locomotive syndrome prevention courses etc., with the goal of promoting healthy lifestyle and incorporating exercise into daily life.

Senior Genki Juku

In order to lead cheerful, healthy, and fulfilling lives, lecture courses are given that provide new opportunities for social participation, with senior residents themselves participating as instructors or supporters.

Lunch Meet-Ups for Senior Residents

Its purpose is promotion diet improvement, promotion of health, eliminate isolation from the local community and prevent people from becoming housebound. Participants are brought together in the same place throughout the year to enjoy a fun meal.

Grand Health-Building Campaign for

 子ども医療費助成の制度導入や認可保育所整備など、北区は

これまで子育て支援策を23区の先頭に立って推進してきました。

「子育てするなら北区が一番」をより確かなものにするために、産

前産後のサポートの充実を図るとともに、

「教育先進都市・北区」

（確かな学力・豊かな心・健やかな体・グローバル人材の育成／

国際理解教育の推進）を全面に打ち出し、

ち・北区」を積極的にプロモーションしていきます。

●東京都北区立中学校生徒海外交流

 北区立中学２年生の生徒が、米国カリ

フォルニア州ウォルナットクリーク市セブ

ンヒルズスクールとの相互交流を通じて、

グローバルな視点を養い、国際理解を深

めています。

●産前産後セルフケア講座

 出産前後の精神的な不安や孤立によ

る育児不安の解消を図るために、妊婦と

産後２∼３か月の産婦を対象にバラン

スボールエクササイズやコミュニケーシ

ョンワークを実施し、育児の負担軽減を

図っています。

Ensuring  Kita City as the "Number One City for

Child-rearing"

Since systems relating to authorized nursery school facilities and subsidies for children's medical expenses were introduced, Kita City has been promoted to the forefront of Tokyo 23 City in terms of child-rearing support measures. In order to ensure Kita City as the number one city for child-rearing , we are striving to enhance pre and post-natal support as well as to make Kita City educationally advanced Kita City (solid academic ability, rich mind, healthy body, development of internationally-minded people/promotion of international understanding education) in all areas. We will continue to actively promote Kita City as "child-rearing friendly city".

School International Student Exchange

Kita City's junior high school students on 2nd grade, through interaction with the Seven Hills School, Walnut Creek City, CA, the United States, can cultivate a global perspective and deepen international understanding.

 保育需要の増加や保護者のニーズの

変化に対応するため、待機児童解消に向

けた認可保育所などの整備を積極的に推

進し、子育てしやすい保育環境の充実を

図っています。

Elimination of Nursery School

Wait-ing Lists

We are actively promoting the devel-opment of authorized nursery facilities to elimi-nate nursery school waiting lists. We are also working to create an easy childcare environ-ment, in order to meet the increase in childcare demand and the changing needs of parents.

●学校の改築

 学校施設の老朽化対策と「教育先進都

市・北区」にふさわしい施設整備を図るた

め、

「北区立小・中学校改築改修計画」に

基づいて、順次計画的に改築に取り組ん

でいます。

●お茶の水女子大学連携事業（理科大好

きプロジェクト）

 相互協力協定を締結しているお茶の水

女子大学との連携により、実験などを通じ

て理科の面白さや楽しさを実感できる機

会を提供し、理科が好きな子どもを育成し

ています。

●妊婦向け相談案内カード

 妊婦健診の未受診、飛び込み出産、望

まない妊娠など児童虐待につながるおそ

れがある妊婦を早期に把握して、支援を

進めるために妊娠検査薬を販売する薬局

などと連携して妊婦向け相談カードを配

布しています。

●きたハピ（東京都北区子育て応援サイト）

 子育て世帯が子育てに関する情報を効

率的に収集するためのポータルサイトと

して、北区の子育て情報を発信する中心

的な役割を果たしていきます。

●子ども家庭支援センター（育ち愛ほっと館）

 北区における児童虐待の一義的な相

談窓口として、虐待の予防と早期発見に

向けた取組みを、関係機関と連携して進

めています。

 子どもと家庭の総合相談として、子育て

や家庭の悩みなどの相談を受けたり、乳

幼児親子が安心して遊べる場を設けてい

ます。また、安心ママヘルパー事業、子ど

もショートステイ・子どもトワイライトステ

イ、ファミリー・サポート・センター事業な

どの在宅サービスも実施しています。

School Renovation

In order to improve and develop facilities worthy of an educationally advanced Kita City , and in accordance with aging measures for school facilities, we are working on sequentially planned renovation based on the "Kita Municipal Elementary and Junior High Schools Renovation Plan".

Ochanomizu University Cooperation

Project ( We Love Science Project )

In cooperation with Ochanomizu University, we have signed a mutual cooperation agreement that provides the opportunity to experience the fun and enjoyment of science through experiments etc., We feel it's important to cultivate a love of science in children.

Consultation Guide Card for Pregnant

Women

We aim to provide early consultation on prenatal care, birth, and unwanted pregnan-cies, especially in cases which can lead to child abuse. We provide a consultation card in conjunction with pharmacies selling pregnancy tests etc., in order to offer support.

Kita Happy (Tokyo Kita City

Child-Raising Support Site)

As a portal site for households to efficiently gather information about child-rearing, it will play a central role in transmi-tting parenting information in Kita City

Child and Family Support Center

(Sodachai Hotto-Kan)

As a primary consultation on child abuse in Kita City, we are working in cooperation with related organiza-tions on efforts towards prevention and early detection of abuse.

After a comprehensive consultation on children and homes, we have established a place where you can discuss your troubles about things such as child-rearing and troubles at home, you will also find a place to let infants and children play at ease. In addition, we offer home services such a dispatching helpers for mothers, child short stays and a child twilight stays and Family Support Center activities.

Pre- and Post-Natal Self-Care Classes

In order to address anxiety in child care due to mental anxiety and isolation before or after birth, we've established sessions with balance ball exercises and communication work aimed at pregnant women and also in the 2-3 months following birth. We are working to reduce the burden of child-rearing.

 「駅周辺のまちづくり」や都市基盤整備、

「安全・安心」という観点か

らの「防災まちづくり」を中心とした面的整備を一層推進しています。

 特に、北区の中心的拠点としての王子駅周辺では、都市交通・物流

拠点としての整備、歴史・文化機能、商業機能の強化など、

「にぎわい

の拠点」としての魅力あるまちづくりを積極的に推進します。

 また、十条駅周辺では災害に強いまちづくりを進めるとともに、十

条駅西口地区市街地再開発事業や十条駅付近連続立体交差事業の

推進など、地域のにぎわいを生かしながら、相乗効果を期待できる

積極的なまちづくりを推進しています。

北区の魅力や新たな価値を創出する施策の展開

●東京都北区密集住宅市街地整備促進事業（密集事業）

 密集住宅市街地において老朽住宅等の建替えや身近な公園・

道路の整備などを促進することにより、住環境の改善と防災性の

向上などを図ることを目的としています。

●「ROUTE2020   トレセン通り」PRイベント

 赤羽駅と十条駅を結ぶ道路の愛称名を浸透・定着させ、ルート

周辺をトップアスリートのまちの拠点エリアとして全国に発信し

ていくため、平成27年9月13日にＰＲイベント（除幕式・アスリー

ト交流教室）を実施しました。

Further Promotion of Town Development

As well as urban infrastructure development and town development around the station , we aim to further promote faceted development with a focus on disaster prevention town development from the viewpoint of

safety and security .

In particular, around Oji Station, a central area of Kita City, we are actively encouraging the development of urban transport and logistics hubs with historical and cultural features and the strengthening of commercial functions, in order to build an attractive town with a base of liveliness. With promoting town development for building disaster-resistant city, we are actively promoting town development from which expecting a synergistic effects, such as the urban redevelopment project in Jujo Station West Exit District and the project for removing crossing gates to sort out traffic jams.

Promotion of Kita City s Attractiveness in View of Tokyo

Olympic and Paralympic Games

In Kita City, we have the AJINOMOTO National Training Center (NTC), the highest-level training base for Japan's top-level athletes. There is also the Tokyo Metropolitan Sports Center for the Disabled, the only facility for disabled athletes among the whole of the Tokyo 23 City.

As well as aiming to work with these valuable local resources, an area nicknamed Route 2020 Training Center Street (Toresen-Dori) has been established on the route leading to Jujo/Akabane Station from NTC, with the 2020 Olympics in mind. Also, classes for Fencing and Wheelchair Fencing etc., are being held with the aim of finding people to represent Japan at the Olympic and Paralympic games, and to enable anyone to follow their dream and challenge themselves to achieve these goals.

This project is to promote comprehensively the development of public facilities such as the community roads and disaster prevention parks, and the improvement of the disaster prevention and living environment, as well as to promote the elimination and rebuilding of the aging buildings.

'Route 2020 Training Center Street（Toresen-Dori）' PR Event

In order to promote the name of the route connecting Akabane and Jujo Stations and the surrounding area as a base for top athletes in the whole country, a PR event was held on September 13th 2015, including an unveiling ceremony and a chance to engage with the athletes.

●新河岸東公園

 浮間水再生センター上部を利用した公園で、野球場、サッカー

場、テニスコートのスポーツ施設のほかに、開放的な芝生広場や

遊具などの施設を備えています。

Shingashi Higashi Park

In the park above Ukima Water Reclamation Center, as well as facilities for baseball, soccer and tennis, there are also open lawns and playground equipment.

●飛鳥山公園「あすかパークレール」

 公園入口と山頂を結ぶモノレール。車両の愛称名アスカルゴ

は、ゆっくり登るカタツムリに似ていることが由来。北区アンバサ

ダー・倍賞千恵子さんの車内アナウンスも好評です。

Asuka Park Rail at Asukayama Park

A monorail connects the park entrance and the top of the hill. The cars, nicknamed Asukarugo , are based on the slow-moving snail. The announcement inside the cars by Kita City Ambassador Ms. Baisho Chieko is also popular.

●トップアスリート直伝教室

 味の素ナショナルトレーニングセンター

などと連携し、日本トップレベルの指導者や

選手から直接指導を受ける教室を開催して

います。

Workshops with Top Athletes

Through cooperation with the AJINOMOTO National Training Center etc., classes are held with face-to-face guidance from Japan's highest level instructors and athletes.

●キッズアスレティックス

 子どもの運動能力向上を目的として、

オリンピック出場選手など国際陸上競技

連盟（IAAF）認定コーチを区内小学校に

招き、身体運動の基礎能力向上プログラ

ムを実施しています。

In order to increase children's sporting abilities, Olympic athletes and Interna-tional Association of Athletics Federations (IAAF)-approved coaches have been invited and basic ability improvement programs for physical exercise have been offered.

●フェンシング教室・車いすフェンシング教室

 2020年東京オリンピック・パラリンピッ

クに出場する選手を輩出することを目標

に、平成27年度から通年の教室を開始し

ました。日本フェンシング協会や日本車い

すフェンシング協会の指導のもと、トレー

ニングに励んでいます。

With the goal of finding athletes who will compete at the 2020 Olympic and Paralympic Games, full-year courses have been held since 2015. Through training with the Japan Fencing Association and Japan Wheelchair Fencing Federation, everyone is striving to do their best.

welcome foreign tourists, the efforts of former Olympic athletes are being used to improve the physical fitness of elementary and junior high school students and there is also a variety of sporting events with the aim of promoting understanding of disability sports. We want to make Kita City a vibrant 'top athlete city'.

 北区には、日本のトップレベル競技者のための国内最高水準のト

レーニング拠点である味の素ナショナルトレーニングセンター（ＮＴ

Ｃ）や23区唯一の障害者スポーツの拠点である東京都障害者総合

スポーツセンターなどがあります。

 こうした貴重な地域資源と連携を図り、ＮＴＣから十条・赤羽駅に

通じるルートに、2020年を意識した「

ルートニーマルニーマル

ROUTE2020 トレセン通り」

の愛称名設定や、オリンピック・パラリンピックの日本代表選手輩出

を目指すフェンシング・車いすフェンシング教室の開催など、誰もが

夢と希望を描き、目標に向かって挑戦し活躍できるよう、さまざま施

策を展開しています。

まちづくりの一層の推進

 区民一人ひとりがゆとりと豊かさ、そして、地域への愛着を持つ

ことができる「人が輝く、まちが輝く、未来が輝く」魅力あふれる北

区づくりをめざして、区は「区民とともに」を基本姿勢に、あらゆる

場面において、協働の精神のもと区政を推進しています。

●地域のきずなづくり

 世代を超えた人々が主体的にまちづく

りに取り組み、地域で支え合えるよう、新

たな担い手づくりや町会・自治会の活性

化支援などを行っています。

 また、

「ふるさと北区区民まつり」が開催

される10月を、

「きずなづくり月間」と定

め、地域のきずなの重要性や、人と人との

つながりの大切さを改めて考え、北区へ

の愛着と誇りを深める契機となるよう普

及啓発に努めています。

●区民の声を区政に

 「区長のまちかどトーク」、

「区政モニター」、

「高校生モニター」、

「中学生モニター」、

「小学生との区政を話し合う会」などを通して、

幅広い年代層の区民ニーズを把握し区政に反映させています。

●協働によるまちづくり

 NPOやボランティア団体、グループなどが企画、実施するまち

づくりを支援しています。

●ＮＰＯ・ボランティアぷらざ（協働総合相談窓口）

 ＮＰＯ・ボランティアぷらざに、ＮＰＯやボランティア、協働に関

する相談窓口を設けています。

Together with the residents

We are aiming for an attractive community where the people shine, towns shine and the future shines . A place where people are comfortable and affluent and feel connected to the community. With a basic stance of together with the residents , we encourage local governance with a spirit of cooperation in all areas.

Creating local bonds

People across the wide generations have worked to build this community independently, and in order to support each other as a community, have supported new leaders and the revitalization of town councils and residents' associations. In addition, the Furusato Kita City Residents' Festival is held in October, which is defined as Kizuna-zukuri Month (local bond-creating Month). The importance of local bonds and connections between people are thought about, and it's also an opportunity to deepen affection and civic pride for Kita City and to strive to spread enlightenment.

City Building Through Collaboration

Support is provided for city building that is planned and implemented by NPOs, volunteer groups, and other organizations.

 区議会を構成するのは、区民によって選ばれた40名の議員

です。議会は、条例に定められた年４回の定例会と、必要に応

じて開かれる臨時会からなり、区の重要事項を議決します。議

会には、内部組織として常任委員会、特別委員会及び議会運営

委員会があります。

City Council

The city council is made up of 40 members elected by the residents. In accordance with city ordinances, there are four regular sessions a year, and extraordinary sessions are convened when necessary to vote on important city issues. The council consists of standing committees, special committees and the council steering committee.

Kita City NPO (Nonprofit Organization) and Volunteer Plaza

As a facility that is closest to the residents, the NPO Volunteer Plaza provides a counseling service for collaborative activities.

Reflecting the Opinions of Residents in City Administration

The Mayor's Street-Corner Talk, city administration monitors, senior high school monitors, junior high school monitors, meetings to discuss the city administration with elementary school pupils, and so on, the city makes efforts to understand the needs of residents in a wide range of age groups and reflect them in the city administration.
