世界海上保安機関実務者会合の開催について
（結 果 概 要 ）
海 上 保 安 庁 と 日 本 財 団 は 、 １ １ 月 ２ ７ 日 か ら ２ ９ 日 ま で の 間 、 東 京 （ 品 川 プ リ
ン ス ホ テ ル ） に お い て 、 世 界 ６ ６ の 国 及 び 国 際 機 関 等 （ ５ ８ か 国 、 ８ 国 際 機 関 等 ）
か ら 海 上 保 安 機 関 の 実 務 者 が 参 加 す る 「 世 界 海 上 保 安 機 関 実 務 者 会 合 」 を
共 催 し まし た 。
本 会 合 で は 、 「 情 報 共 有 手 法 の 検 討 」 、 「 海 上 保 安 国 際 人 材 育 成 」 、 「 会 合
運 営 ル ー ル の策 定 」 の ３ つ の テ ー マ に つ い て 議 論 し ま し た 。
そ の 結 果 、 世 界 を つ な ぐ 新 た な 教 育 や 研 究 の 機 会 及 び 情 報 共 有 シ ス テ ム
の 構 築 に つ い て 具 体 的 な 検 討 を 始 め る こ と で 、 実 務 者 レ ベ ル の 理 解 を 得 ら れ
る こ と が で き ま し た 。
こ の 会 合 で 得 ら れ た 結 果 を よ り 高 い レ ベ ル で 確 認 し 、 実 現 し て い く た め 、 来
年 、 日 本 に お い て 「 第 ２ 回 世 界 海 上 保 安 機 関 長 官 級 会 合 」 を 開 催 す る こ と が
決 ま り まし た 。

題： １． 会合運営ルールの策定
２． 海上保安国際人材育成
３． 情報共有手法の検討

上原総務部長は、「本会合は、昨年開催した世界海上保安機関長官級会合を経て培った世
界規模の連携をより深め、その会合における議論の内容や目標を実現していくために、実務
者の間で具体的な検討を行う場として開催するものであり、本会合を通じて、海上保安機関間
における協力の具体的な方向性が見出されるとともに、本会合が世界の海上保安機関をつな
ぐ対話と協力のプラットホームとして、さらに発展することを期待している」旨、述べました。

海野光行常務理事は、「国際的な海洋問題が世界規模で進む中、災害の大規模化や水産
資源の枯渇を止めるための初動機関(first responder)として、海上保安機関の機能や役割も
多様化する“新しい海上保安の時代”を迎えている。会合は議論のための単なるサロンではな
く、このような時代の潮流の中でのより実践的な解決策を導き、実施するためのものである」
旨、述べました。
