4 趣 旨

1 9 8 0 年代の後半に世界の大都市はバブル経済の時代を経験し、 9 0 年代の今日その崩壊と再生の過程に あるとみることができる。

とくに東京は、世界都市として、最も活動的で魅力的な大都市として発展する中で、不動産投資の拡 大と大規模な土地投機を誘発し、第二次大戦後最大といわれる異常な地価高騰と、その沈静化を併せて 経験した。そのため、土地基本法の制定をはじめ、地価抑制策や土地利用規制など、さまざまな新しい 土地政策が導入され、実施されてきている。

このような都市の開発・土地利用と環境との調和・共生は、世界の先進大都市にとっても共通の課題 であって、それぞれ独自の特色ある取組みがなされてきている。都市研究所では、 1 9 9 4 年以来、都市に おける土地政策と土地利用制度に関する国際的な共同研究を組織して、東京の土地問題と土地利用政策 について内外の研究者の協力と参加のもとに研究を続けてきた。

そこで、この共同研究を総括する意味で、外国人研究者の参加をえて国際共同研究をシンポジウムの 形で開催し、土地政策や土地利用システムについて再検討するとともに、都市成長の管理方策を探ろう

というのがこのシンポジウムの趣旨である。

1 .   Purpose 

Major C i t i e s  around t h e  w o r l d  e x p e r i e n c e d  p e r i o d s  o f   e c o n o m i c  s p e c u l a t i o n  o f   t h e  l a t e  1 9 8 0 s ，  f o l l o w e d  by t h e  c o l l a p s e  o f   t h e s e  e c o n o m i c  b u b b l e s  and s u b s e q u e n t   r e g e n e r a t i o n .  

The p r o c e s s  was p a r t i c u l a r l y  d r a m a t i c  i n  Tokyo ，  w h i c h  e x p e r i e n c e d  t h e  g r e a t e s t   r i s e  i n   l a n d  p r i c i e s   s i n c e  t h e  end o f   t h e   w a r .  To a l l e v i a t e   t h i s   problem t h e  B a s i c   Land A c t  was e n a c t e d  and new l a n d  po 1 i c i e s  t o  c o n t r o l  l a n d  p r i c e  and l a n d  u s e  were  i n t r o d u c e d .  At t h e  moment ，  t h e  e s c a l a t i o n  o f  l a n d  p r i c e s  i n  Tokyo has c e a s e d  and  a  p e r i o d  o f  calm c o n t i n u e s .  

The c o o r d i n a t i o n  o f  urban d e v e l o p m e n t  and l a n d  u s e  i n   t h e  urban e n v i r o n m e n t   i s   an i s s u e  common t o  a l l   a d v a n c e d  m e t r o p o l i s e s .   I n   1 9 9 4   t h e  Tokyo M e t r o p o l i t a n   U n i v e r s i t y  C e n t e r  f o r  Urban S t u d i e s  o r g a n i z e d  a  t h r e e ‑ y e a r  r e s e a r c h  program e n t i   t l e d   I n t e r n a t i o n a l  J o i n t  R e s e a r c h  P r o j e c t  on Urban Land P o l i c i e s   and Land Use  S y s t e m s " .  

To c o n c l u d e  t h i s  program t h e  C e n t e r  f o r  Urban S t u d i e s  w i l l  i n v i t e  e x p e r t s  from  major c o u n t r i e s  t o  an i n t e r n a t i o n a l  symposium t o  r e e x a m i n e  t h e  i s s u e s  o f  l a n d  p r i c e   b u b b l e s ，  l a n d  p o l i c i e s  and l a n d  u s e  s y s t e m s  and t o  d i s c u s s  p o l i c i e s  on urban growth  management.
