株式会社ベネッセコーポレーション ３．後 援 新潟県高等学校長協会、新潟県私立中学高等学校協会 （申請中） 新潟県高等学校教育研究会英語部会、全国高校英語ディベート連盟(HEnDA) 日本放送協会新潟放送局、新潟日報社、株式会社 新潟放送 新潟県教育公務員弘済会、新潟県教職員厚生財団 NTT ラーニングシステムズ株式会社、株式会社アルク ４．期 日 平成 25 年 11 月 3 日（日） ５．会 場 加茂暁星高等学校 〒959-1322 新潟県加茂市学校町１６−１８ TEL 0256-52-2000 ６．参加条件 ・新潟県の高等学校、中等教育学校の後期課程在学者または高等専門学校の 3 年までに 在学の生徒 ・英語のネイティブスピーカーの参加は不可 ・以下の海外生活経験者等の条件に該当する者はチームに2 名まで可、ただし、該当生 徒で各試合に出場できるのは1 名までとする。（試合ごとの変更は可能） (1)英語を第 1 言語とする国で 12 ヶ月以上滞在経験のある生徒（就学前の滞在は不問） (2)英語を第 2 言語とする国の出身である生徒（就学前の滞在は不問） (3)家庭で常用的に英語を使っている生徒 （詳細は http://henda.sharepoint.com/Pages/dai7kaichibataikai.aspx をご 確認下さい。） ７．チーム構成 選手登録は1 チームあたり 5 名までとする。試合への出場は 4 名～3 名で試合毎のメン バーの入れ替えは可能。1 校複数チームでの参加可。但し、大会運営の都合により、チ ーム数を限定する場合があります。 ８．論 題 第 8 回全国高校生英語ディベート大会 in 長野の論題エリアです。付記事項等、詳細につい ては、全国高校英語ディベート連盟HP を参考にしてください。 ９． 日 程 11/3(日) 8:30～ 9:00 開場、受付 9:00～ 開会式、講習会 9:30～ 試合 15:30～ 表彰式、交流会 １０．競技規則 競技は全国大会「大会ルール」「ジャッジ基準」に基づいて行うものとする。「大会ルール」 「ジャッジ基準」は連盟HP にあります。 １１．大会参加申し込み 「大会参加申込書（様式１）」を10 月 18 日（金）までに下記まで送付して下さい。

１２． 賞 チームとして 1 位から 3 位までに賞状と賞品、個人としてベストディベーター賞が贈られる。 尚、優勝校には、今年12 月に長野県で開催される第 8 回全国高校生英語ディベート大会 in 長野へ新潟県代表 として参加していただきます。
また、この全国大会の優勝校には、第26 回 WSDC ( World Schools Debating Championships ) 世界大会へ の出場権が与えられます。また準優勝校には、来年８月に行われる第 19 回 IDEA ( International Debate Education Association ) Youth Forum への出場権が与えられます。

6.Participant Requirements and Restrictions
・Participants must be high school students in Niigata or students of National College of Technology in Niigata
・Native speakers of English are not allowed. Only two members, to whom the following conditions apply, are allowed in each team. If two of these students are on a team, only one of the two is allowed to take part in each game.
(1) A student with more than 12 months experience staying in a country where the first language is English
(2) A student from countries where English is not the mother language, but is one of the official languages
(3) A student who mainly uses English at home
7.Team Up to 5 members may register. Four or three members should participate in each game. Students may be exchanged in between each game. Several teams can apply from one school. * For time management, we might limit the number of teams from each school. 8. Resolution for This Year

12. Awards Prizes will be awarded to the top three debating teams and to outstanding debaters. The 1st place team will gain the right to attend All Japan High School English Debate Tournament in Nagano as the representative school of Niigata.
The 1st place team of the All Japan High School English Debate Tournament will gain
the right to attend the World Schools Debating Championships
The 2nd place team will gain the right to attend the International Debate Education Association (IDEA) Youth Forum. (Part of the admission fees and travel fees will be provided.)
