The 2002 Reform of the EC Common Fisheries Policy and Multilevel Governance Mamoru Inamoto῍ Abstract: Since the late 1990s, taking the opportunity of revising the EC Fisheries Regulations scheduled for 2002, the European Commission has begun to undertake a broader reappraisal of the Common Fisheries Policy (CFP). One of the key features was to reorganize the Advisory Committee on Fisheries and create the Regional Advisory Councils in order to deal with the problem of “Democratic Deficit” by increasing direct involvement of interested parties such as the fishing industry or environmentalist NGOs in decisionῌmaking processes of CFP. Its basic strategy is to adapt the EC Fisheries Policy to the de-territorialisation of the fishing industry and to Europeanize the CFP’s governance through Europe-wide reorganization of the stakeholders. It also aims to transfer the decision-making process of the fisheries management, which has been so far dominated by the national interests, to the European level. This article examines these recent developments of the CFP with regard to “Multi-level governance”, which has been widely spread in every aspect of the EU policy.
