Study on Common Space of Public Housing in Snowy District

Kaori TORIYAMA Abstract

The subject of this research clarifies the subject of the present condition of public housing that maintenance has been advanced focusing on a dwelling unit, by a survey, and there is in raising the new view of the public housing of a snow coverage area that low birthrate and longevity progress. It is considered as a conclusion with the proposal based on the result of research obtained by showing the summary of each chapter of this research.

Dwelling unit is improved and maintained for aged resident in the public housing. But the common space remains problem of snow measure. Meeting room is decided the position and the proportion by the law of public housing. But the maintenance and snow measure of the meeting room is different in each municipality in snow district. So, we searched characteristic of climate and Influence of snow and damage with snow in recent years. The region for the research was decided to Hokkaido Prefecture, Aomori Prefecture, and Niigata Prefecture.

We selected 17 public apartment housing from 7 cities for the research in snow district. There are 9 meeting rooms and 2 Life-support adviser rooms and 2 both rooms. Result of classifying meeting rooms from influence of snow, we classified the meeting room into four types. “Inside type”, ”Adjoining type”, “Gangi type”, ”Independent type”. We clarified the resident's life in winter.

As a result, the resident of public housing also has been aging, so it is necessary to spent winter actively. The estimation of dwelling unit by the resident is high, but the estimation of common space in outdoor is low by the cause of the snow. The meeting room's dimension are 123.6੍ on the average, and the Hokkaido’s meeting rooms are the largest with 188.5੍. The heater of meeting rooms Hokkaido and Aomori uses the fixed one, and Niigata use the movable one. The meeting rooms are characteristic designs, which are common to the snowy district. But snow measure in the building was insufficient. The meeting rooms were used to act publicly, and the local resident also was using it. In a part of public housing, the meeting facilities were used also for the funeral. But the snow has restricted the use of the meeting rooms in winter.

We analyzed the function and the layout of the meeting rooms from the rationality and the situation of the snow in the snowy district. The level of the snow measure is different in the form of the meeting rooms. “Independent type” is necessary snow measure for all buildings.

The purpose of use of the meeting rooms is different in each form. The ratio of “Gangi type”

and” Independent type” used for the region was high. The system of management is a problem to use the meeting rooms continuously. As for the meeting rooms, the area of the door and the storehouse was insufficient compared with it in non-snowy district. In consideration of the senior citizen's use and regional use, the adult daycare function and accommodations are necessary for the meeting rooms.

The common space used to move the meeting rooms is different in the form of the meeting rooms. The level of the snow measure is also different. “Independent type” is necessary to clear snow of passage. The indoor type common space promoted the meeting rooms use in winter. The meeting rooms of “independent type” are arranged at the center of the site. The exchange place is set up around the meeting rooms. Considering regional use, it is a problem to set up the parking lot. There is a lot of “Front of Dwelling housing type" of the parking lot with ten public housings. As for “Front of Dwelling housing with Gangi type ", the snow processing movement line is short and effective. The park for children should provide the function of the snow place and the playground in winter.

The public housing needs to fix centering on a convention facility, and it is necessary to open it also in the area as a new view of apartment houses of a snow coverage area. A convention facility is improved in consideration of use of elderly people, and taking in medical treatment, social welfare services, etc. as a life base is called for. The space equipment which snow measures is taken and induces exchange of winter is required for a convention facility and common space. A part of site of public housing is improved as a snow place, and people and snow are interchanged by opening in the residence within the sphere of a walk. A convention facility is improved according to the urbanism of a snow coverage area, or a snowy quantity, and it is considered as apartment house which gives interpreter used as an exchange control device, and has a hierarchy.
