Abstract
The Act on the Protection of Personal Information Held by Administrative Organs should impose upon the administrative agencies the same level of responsibilities and regulations applied to a business operator handling personal information.
Although the direction of underlying policies runs counter to this, the laws on the pro-tection of personal information and information disclosure by administrative agencies uti-lize the same foundational concepts, “Administrative Documents.”
