The Land s expropriating Policy and the Change of Peasants life
―A Case Study of Shunyi District in Beijing, China―

Abstract
A large amount of expropriating of the suburbs farmland has progressed with urbanization and industrialization in China now.
A so−called the land’s expropriating deprived peasants’ life base, and a new subject will be brought to countryside in China.
This study is to clarify the change of peasants’ life (including the employment & the social security) and the characteristic of the land’s expropriating & compensatory policy. The study area is Shunyi district where the development of urbanization is the most remarkable regions in the suburbs of Beijing, China.
The land’s expropriating & compensatory policy in Shunyi district, Beijing and the peasants’ correspondence on this study in- cludes 3 cases.
1. Case where land in the village is almost expropriated−Xixiaoying village, Zhaoquanying town ; 2. Case where a part of land in the village is expropriated−Niulanshan town ;
3. Use of land in the stocks system of village−Beilangzhong village, Zhaoquanying town.
Then, there are some patterns for the employment, for the monetary, for the welfare system, and for the social security (no la- bor ability person and senior citizen) according to the changing of the time.
But, the problems have been actualized (the unemployment risk is high, the amount of monetary of amends is low, and the difference in wages is large etc.) Unified and fully equipped medical security & social security doesn’t exist completely and it is basically to depended on the peasants’ self−responsibility. The problem of the peasants’ life with the land’s expropriating is an urgent, important subject that should be solved by the central and local government.
