【概要】2016 年５月に安倍総理大臣からプーチン大統領に対して「８項目の協力プラン」が提案され、同
年 12 月のプーチン大統領訪日までに日ロ間で約 100 の合意文書が結ばれた。今後の日ロ間の課題は
これらの合意文書を如何に実際のビジネスとして実現していくかにある。日本と近接するロシア極東地域
での協力プロジェクトの実現は日ロ双方の共通の利益であり、その強化・拡大が期待されている。従来、
ロシア極東での日ロ協力は石油・天然ガスといったエネルギー資源分野に限られてきたが、近年、ロシア
政府による新型経済特区（TOR）やウラジオストク自由港などロシア極東への投資誘致に向けた諸制度
の整備にともない、同地域での日ロ協力は農業、医療、自動車、再生可能エネルギーなど多様性をみせ
つつある。今回の日ロラウンドテーブルでは、ロシア極東における日ロ協力のさらなる多様化の実現に向
けて、日ロ双方の代表が意見交換を行う。

「極東の１ヘクタール」：最初の試み 【日時】7 日 9：00-10：30 【会場】B 棟 レベル 6 ホール 9 【概要】2016 年にスタートした、極東における土地の無償提供の試みであるが、これは経済的資源の基盤である土 地を介してビジネスへの意欲を向上させる取組みである。住民は法律に反しない範囲で、1 ヘクタールまでの土地 を無償で受取り、自由に活用することができる。既に 2 万 5 千人以上が土地を取得した。この現状を前提に、土地 の有効活用や制度の更なる発展に向けて議論を深めたい。 Moderator:

環境保護特別指定地域： 国家と企業にできること 【日時】7 日 11：30-13：00 【会場】A 棟 レベル 3 ホール 17 【概要】環境保護特別指定地域制度は、ロシアのユニークな自然環境を保護する上で非常に有効である。現在。連 邦政府の管轄化に 103 の国家自然保護区域、50 の国立公園、61 の国家自然保護区画が存在する。天然資源･ 環境省によれば、2020 年までに 9 つの自然保護区域、12 の国立公園、２つの自然保護区画が追加される。極東 には、「ラゾフスキー」や「シホテ･アリンスキー」などの自然保護区域、「ベリンギヤ」などの国立公園がある。これら 自然資源を研究や文化利用に、あるいはエコツーリズムに活用することが肝要である。現行の自然保護制度をい かにしてビジネスに開放していくのか、またそもそもの目的である自然保護をいかに貫徹すべきか、議論したい。 Moderator:
