創設以来、UNCTADのイニシアティブで開かれた政府間交渉は、通商、１次 産品、債務管理、運輸、特殊なカテゴリーの途上国（special categories of devel-oping countries）などの多くの分野で国際協定の設定を導いた。
通商
・一般特恵制度（GSP）（１９７１）：GSP毎年６００億ドル以上の途上国の輸出が先進国
で特恵待遇を受けている。
・途上国間の「世界貿易特恵制度」（The Global System of Trade Preference :
GSTP）（１９８９）
・制限的商慣行（restrictive business practices）を規制する一連の原則と規則
に関する合意（１９８０）
・グローバル貿易ポイント・ネットワーク（the Global Trade Point Network : GTP Net）（１９９４） １次産品 ・ココア、砂糖、天然ゴム、ジュート、ジュート製品、熱帯木材、錫、オリーブ 油、小麦を含む国際１次産品協定 ・１次産品の緩衝在庫の運用と研究開発プロジェクトに財政支援するために設置 された１次産品共通資金（１９８９） 債務管理 ・TDBによって低所得開発途上国のODA債務の逆及調整に関する決議が１９７８年 ２４ このリストはUNCTAD事務局が広報目的で作成したものを和訳したもので、UNCTADと 貢献を網羅したものではない。 付録・参考文献 ６３
UNCTADは後発発展途上国への国際的援助を促進するために以下のように指導 的な役割を果たしてきた。 ・内陸国、通過路国そしてドナー国間の通過輸送協力のためのグローバル・ネット ワークに関する取決め（１９９５） ・後発発展途上国のための特別行動計画（１９８１） ・後発発展途上国のための行動計画（１９９０） さらに、UNCTADは以下の決定にも貢献してきた。 ・途上国一般のためにドナーGNPの０．７％（後発発展途上国には０．１５％）を含む ODA目標に関する協定
・途上国と輸出不振に対するIMFの補償財政機能（the Compensatory Financ-ing Facility : the CFF）の改善
・IMFにおけるSDRの創設
・重債務貧困国（the Heavily Indebted Poor Countries : HIPCs）の商業銀行債 務の削減

Transit countriesとは、内陸国が貿易輸送のために通過しなくてはならない、内陸国を取 り囲む国のこと。ここでは「通過路国」と訳しておく。
