Abstract
The Standards for the Establishment of Universities were made relaxed substantially in 1991. Since then, each institution of higher education has been promoting education reform in accordance with their own basic academic philosophies. Almost all of the reform measures at universities, however, seem to have aimed at improvement of professional education. Consequently, the structural base for general education has became weak.
On the other hand, the birth rate in Japan has been declining rapidly so that a variety of students with diverse educational motivations and backgrounds currently enter universities. Therefore, institutions of higher education are now in the situation that they must review thier education and research boldly and establish a new higher education system which can cope with diversification of students.
Many educational tools, such as a semester system, a credit system, a teaching assistant system, faculty development (FD) activity, an evaluation of lectures by
students, a grade point average and so on, have been transferred from the U.S.A. -
