Start of the EUIJ EU

Courses Program

With the summer semester 2005 (at ICU: spring trimester) the EUIJ has started it’sEU Courses Pro-gram. Tsuda College had already offered three courses during winter semester 2004, which are also a part of the program.

The EU Courses Program is an EU-related educa-tional program of shared courses which is open to all students of the four EUIJ member-universities who have finished their first year of studies. ICU students who have enrolled in the autumn trimester may start after the 2nd trimester. (For details on requirements and application procedure please see our homepage: http://euij-tc.org/pg/curriculum.html.) Students who have completed the whole program are awarded with a Cer-tificate of European Studies. To earn the CerCer-tificate, a student has to take at least 12 credits, which corre-sponds to 6 courses, and has to fulfill his graduation requirements.

for? Considering the EU’s increasing political and eco-nomical role, knowledge of the EU is getting more and more important for students who are looking for a job in the fields of business or administration. The Certificate of European Studies provides an official credential to demonstrate that its holder has a certain level of knowl-edge about the institutions, law, economy and policies, as well as cultural aspects of the European Union.

Of course, also students who don’t intend to com-plete the whole program can attend some courses of their choice and increase their knowledge of the EU.

For students who are interested in first hand insights in EU matters, we offer two intensive courses held by scholars invited from Europe every year. This year’s courses are: “The EU Economy and its reform” by Prof. Corrado Molteni from Bocconi University, Milan, Italy, and “Special Topics on the EU (External Rela-tions)” by Dr. Fraser Cameron, Director of Studies at the European Policy Centre, Brussels.

on Business Cycles

in Japan and the EU

“Business Cycles in Japan and the EU” was the ti-tle of an International Worksop hosted by the Insti-tute of Economic Research (IER) of Hitotsubashi Uni-versity together with the EU Institute in Japan. The workshop, which took place at Hitotsubashi University on March 16, 2004, brought together specialists on business cycle research from Germany (Prof. Dr. Udo Ludwig, Halle Institute for Economic Research, and Prof. Dr. Wolfram Schrettl, Free University of Berlin) with a research group lead by Prof. Dr. h. c. Masaaki Kuboniwa, Director of the IER (Prof. Kazumi Asako, Prof. Dr. Tsutomu Watanabe, Prof. Dr. Satoru Kanoh, all IER, Hitotsubashi University, and Prof. Tsutomu Miyagawa, Gakushuin University).

The workshop was motivated by the project of the IER research group to found an independent Cen-ter for Business Cycle Research based at Hitotsub-ashi University. As Prof. Kuboniwa and Prof. Asako ex-plained, this center’s objective is not only to “provide high quality business forecasts and policy analysis” in-dependent from the Cabinett Office, but also to “be a nexus for Japanese and international collaboration among academics, policy makers and economists”. In cooperation with the EUIJ, this centre is especially in-terested in establishing links to European institutes.

The lectures and discussions, which at the end were summarized by Prof. György Széll (IER & EUIJ), in-cluded German and Japanese case studies as well as fundamental debates about the study of business cyles. This book is the first-ever genuine survey on European Legal History published in Japan, which thoroughly cov-ers the development of law and legal systems in Europe ranging from ancient times to modern times. It has been widely used as textbooks in classes at law schools and faculties of law of universities throughout the country since it was published last year. This book is outstanding among other books with similar materials. Especially because it is written with a perspective of view over an entire Europe deeply influenced by its postwar history, which is symbolized by the formation of the European Union. For example: Why Roman Law is so important for the culture of European law? What a role did Christian-ity play in the development of the code of legal

proce-dures? What was brought about by modern civil law system developed in Europe? Many subjects focus-ing on whole Europe are raised in this book. For the curious reader, at each end of chapter a variety of ref-erence books are introduced, ranging from light history books to heavy and challenging academic books.

TUFS Open Lecture

Co-hosted by the EUIJ and the Société Franco-Japonaise de Science Politique, Tokyo University of Foreign Studies organized a series of two Open Lec-tures on EU International Relations. On 22 March 2005 Frédéric Bozo, Professor of History of International Re-lations at University of Nantes (France) and research associate at the French Institute of International Rela-tions spoke about “La politique de defense commune de l’Union Européenne et la France”. One week later, on 30 March 2005, Professor Ludger Kühnhardt, Di-rector of the Center for European Integration Studies in Bonn (Germany), held a lecture on “The Enlarged Eu-ropean Union: Towards a Construction based Global Political Role”.

EUIJ、 日仏政治学会の 共催に よ り 、 EUと 国際関 係 に お け る 二つ の 公開講座が 東京外国語大学で 行わ れ た 。 2005年₃月₂₂日に は フ ラ ン ス_Nantes大学・ 国際関 係史教授なら び に フ ラ ン ス国際関 係研究 所・ 研究 部長 を 兼任す る Frederic Bozo氏が 「 欧州共通防衛 政策と フ ラ ン ス」 と 題して 講義 を 行っ た 。 ま た 一 週間 後の ₂₀₀₅ 年₃月₃₀日に は ドイ ツの ボ ン に 本拠を 置く 欧州統合研 究 セン ター 所長を 務め る Ludger Kühnhardt氏に よ る 講 義 が 行わ れ た 。 演 題は 「 拡大す る EU:グロ ー バ ル な政 治的役割 を 基 盤と した 構築に む け て 」 で あ っ た 。

The EU from the Nordic Perspectives

The Nordic countries have built a reputation as “the re-luctant Europeans”. Although Denmark was the first Nordic member country of the EU in 1972, she has been called a ‘footnote country’ because she often protests against the plans of the EU mainstream and her objections are written in the footnotes of EU docu-ments. In Sweden and Finland, who became members of the EU in 1995, the governmental proposals were carried by a narrow majority in national referendums in sharp contrast with the Eastern European cases in 2004. Moreover, Denmark and Sweden are not able to introduce the Euro as a result of their national ref-erendums. Norway, due to the Yes-side’s defeats in national referendums in 1972 and 1994, is still not a formal member of the EU. Why are the Nordic coun-tries ‘reluctant Europeans’, in an organization at the heart of European society?

One answer to this question may be history. Nordic countries, as northernmost Europe, who maintain wel-fare states, security, and their own culture are effec-tively ‘turning their backs’ on the continent. Some may point out that Scandinavian social democracy, which helped build a rich and equal Nordic society after the Second World War, is fundamentally irreconcilable with the capitalistic economy of the EU. The popular Nordic skepticism of the EU comes from their under-standing that the EU system is inferior to the Nordic ones in democracy, environment, consumer, minor-ity, and gender-free policy. In particular the fear that

the decision-making process of the EU lacks of trans-parency is widespread. But these concerns about the EU are not only theirs. We can find them in the most EU countries, as each county has its own issues.

In the EUIJ Joint Research Program of Tokyo Uni-versity of Foreign Studies and Tsuda College, “The EU and Regions”, Prof. Kitami, Tsuda College presented a paper entitled, “The EU from the Perspectives of the Left: the Case of ‘Attac”’. According to his argument, the bone of contention for ‘Attac’ is the EU’s lack of democracy, which is close to the Nordic point of view. The difference between them is that Attac, as a left-ist movement, consleft-istently protests against the French government while in the Nordic nations such opinions are common and impact upon government policy. Of course even in the Nordic countries it is true that the bureaucratic elites and politicians are absorbed in pro-EU campaign, but they can not ignore the grassroots antipathy of their people. However we can see that the Nordic case is not special in Europe.

Although at the same time we note that a positive attitude towards the EU is growing even among the Nordic pessimistic circle, supporters have high hopes for mediation diplomacy of EU in the outside area or economic or social aid towards the new member coun-tries. Interestingly, these types of diplomacies are cen-ter parts of the Nordic foreign policy.

Can the Nordic countries distinguish their way from the EU and find a niche for themselves? And how much can the EU hear the Small Powers’ opinion? I will observe events as a staff of Tsuda College, ‘a small power of EUIJ’.

津田塾大学助教授  大島  美穂 北欧諸国は 長ら く 「 気 の 進ま ない ヨ ー ロ ッパ 人」 と し て 名声を 轟か せ て き た 。 デン マ ー クが _EC（ 当時） に 加 盟した の は ₁₉₇₂年で あ る が 、 そ れ か ら の デン マ ー クは EU主要国の 計画に 反対す る 言動が 多く 、 EC文書の 注 に 反対意 見を 載せ ら れ る 「 脚 注国家」 と 呼ば れ て い た し、 1994年に EU加盟を 果た した スウ ェー デン 、 フ ィ ン ラ ン ドも 、 国民投票で は 僅差で あ り 、 そ の 後加盟を 果 た した 東欧諸国と は 対照的で あ っ た 。 デン マ ー ク、 ス ウ ェー デン は 国民投票の 意 を 受け て ユ ー ロ に も 加わ っ て い ない 。 さ ら に ノ ル ウ ェー に い た っ て は 、₂度の 国民 投票で 2回と も 加盟支持派が 破れ 、 未だ 加盟を 果た し て い ない 。 EU加盟が ヨ ー ロ ッパ の 社会的構成員 で あ る よ う な状況の 中で 、 なぜ 、 北欧諸国は EUに 対して 「 気 が 進ま ない 」 の だ ろ う か 。   こ れ に は 、 ヨ ー ロ ッパ の 北端と して 、 む しろ ヨ ー

ロ ッパ に 背を 向け る こ と で 自ら の 安 全を 守り 、 社会、 経 済、 文化的な特色を 維 持して き た 北欧独自の 歴史が 関 係して い る 。 さ ら に 、 第二次世界大戦後北欧の 豊か な 福祉政策を 築い て き た 北欧社会民主主義 が _EUの 中心 で あ る 資本主義 経済論理と 根本的に 相容れ ない こ と も あ る で あ ろ う 。 しか し、 こ う した 懸念は 北欧の みに 特 有の も の で あ ろ う か 。 北欧諸国が ど の 国も 共通して _EU に 懐疑 的で あ る の は 、 北欧の レ ベ ル と 比べ て 、 EUの 諸 制度が 民主主義 政策、 環 境や 消費者、 マ イ ノ リ ティ ー 保護政策、 ジェン ダー フ リ ー 政策へ の 取り 組みなど が 劣っ て い る の で は ない か 、 と い う 懸念か ら で あ る 。 特 に _EUの 政策決定過程の 不透明性へ の 懸念は 、 北欧の 人々 の 間 に 大き い 。 そ して 、 こ う した _EUへ の 懸念は 、 EUの 新旧 加盟国の ど こ で も 力点こ そ 違え 、 聞か れ る も の で あ る 。   津田が 東京外国語大学と 共に 行っ て い る 「 _EUと 地 域 」 の 共同研究 で 本学北見秀司氏が フ ラ ン スの Attacに 関 す る 報告を 行っ た が 、 そ こ で の 論点は 北欧諸国の そ れ と 類似す る も の で あ っ た 。 恐ら く 、 北欧諸国と フ ラ ン スの 違い は 、 左翼運 動と して の Attacが フ ラ ン ス政 府の 政策に 一 貫 して 反対して い る の に 異 なっ て い る の に 対して 、 北欧で は こ う した 見解を 国民の 多く が 共有 し、 政府の 政策に 影 響を 与え て い る 点に あ る で あ ろ う 。 む ろ ん 、 デン マ ー クを は じ め と して 北欧諸国の 政府官 僚・ 政治家は 国民の 「 素朴な反感 」 と は 一 線を 画しプ ロ EU・ キャ ン ペ ー ン に 余念が ない が 、 国民の 意 向は 無視 で き ない で い る 。 つ ま り 、 北欧の 国民の _EUに 対す る 懸念は 、 決して 北欧に 特殊なも の で は ない 、 と 言う こ と が で き る 。   しか し他方で 、 北欧諸国に お い て も _EUへ の 積極 的な姿勢が む しろ EUに 懐疑 的な見解を 持つ 部分か ら 生ま れ て い る の は 特筆す べ き で あ ろ う 。 そ れ は 、 _EU域 外で の 紛争の 仲介や 新規 加盟国へ の 援 助と して 現れ て い る 。 北欧は EUの 隙間 産業と して 、 そ の 北欧的な特 徴を 生か す こ と が で き る だ ろ う か 。 そ して EUは 小国 の 声に ど こ ま で 耳を 傾け る こ と が で き る だ ろ う か 。 津 田塾大学が EUIJの 「 小大学」 と して 隙間 産業の 発展を 遂げ る こ と が で き る か 、 我々 の 立場に も なぞ ら え なが ら 、 見守っ て い き た い 。

Minister of State, Mr. Noel Treacy, T.D.

(Ire-land) visits the EUIJ

On Tuesday 29 March 2005, Mr. Noel Treacy T.D., Minister of State at the Department of the Taoiseach (with special responsibility for European Af-fairs) of Ireland visited the EUIJ. He was accomponied by Mr. Tim Mawe, Counsellor, from the Irish Embassy.

Mr. Treacy gave an overview of the history and cur-rent status of Ireland in the EU. He emphasized the special commitment of Ireland to the EU and the ad-vantages that membership of the EU has brought. Then Mr. Treacy and Mr. Mawe answered questions on various topics, in particular on the Euro and on the Eu-ropean constitution.

The meeting was particularly fruitful for the EUIJ, as Mr. Treacy offered support for cooperation with aca-demic institutions in Ireland and pointed out advan-tages for scholars or scholarship students to chose Ire-land for study because it is an English-speaking coun-try, in the Euro-zone, and has close ties to the EU and to EU institutions.

2005年₃月₂₉日ア イ ル ラ ン ド共和国の ノ エル ・ ト レ ー シー ・ 外務省兼首相府国務大臣₍ヨ ー ロ ッパ 関 係問 題特別顧問)が 同国大使館 の Tim Mawe参事官 に 伴わ れ て EUIJを 訪問さ れ た 。 大臣は EUに お け る 現在の ア イ ル ラ ン ドの 位 置付け お よ び ア イ ル ラ ン ドの 歴史に つ い て 大ま か に 述べ ら れ た 後、 EUに 対して こ れ か ら ア イ ル ラ ン ドが 為 し得る こ と に つ い て 言及 し、 さ ら に は _EUの 加盟国で あ る こ と か ら 得ら れ る 恩恵に 関 して 力説さ れ た 。 大臣と 参事官 は EUの 公式貨幣・ euroなら び に ヨ ー ロ ッパ 憲法も 含 む 様々 な問題に 関 す る 質問に 丁寧に お 答え に なら れ た 。

How to reach the world’s 2nd largest market? The “EU-Japan Bridge” the essential guide for EU business

In March of this year the Centre published a unique guide, “EU-Japan Bridge”, for European companies wishing to work with Japan. The “EU-Japan Bridge” is a directory of economic, industrial, technological, scientific and cultural links between each of the 25 EU Member States and Japan and is aimed at EU companies or individuals interested in starting or developing existing activities in Japan. This is the first such guide to sources of information in 26 countries. Sorted by country, most of the governmental and non-governmental organisations, located in EU and Japan and active in the EU-Japan cooperation, are listed with information on their contact details and the type of business support they offer to European companies wishing to work with Japan.

Thanks to this guide, classified by country and by or-ganisation, EU companies will be able to find without any difficulties the right contact and details of the or-ganisations active in providing assistance to European businesses oriented towards Japan.
