仕様書 １．件名 令和２年定期購読洋雑誌１３４点の調達 ２．目的 独立行政法人医薬品医療機器総合機構（以下、「機構」という。）では、職員の情報収集 の効率化を図るため、定期購読洋雑誌の調達を行う。本仕様書では、当該調達に関する仕 様を説明する。 ３．入札者の条件 （１）国、独立行政法人、政府系特殊法人、都道府県等地方公共団体、自社以外の図書館 （室）に洋書のオンラインサービス提供を請け負った実績があり、これらの実績等を証 明できること。 （２）当該委託契約を円滑に遂行するために必要な経営基盤を持ち、事業目的の達成、計 画の遂行及び事業の継続的実施に必要な組織、人員を有していること。 （３）本件の担当者として、オンラインサービスの不具合が生じた際に対応できる職員を 配置できること。 ４．雑誌名及び数量 雑誌名及び数量は、別紙「令和２年定期購読洋雑誌リスト」のとおりである。 ５．入札にあたっての注意事項 【応札について】 （１）応札は、入札単位ごととする。 （２）応札にあたっては機構の概算の職員数を 930 人、うち審査部門 560 人とする。 【提供について】 （３）原則として、オンラインサービスのみの提供とする。ただし、オンラインサービス のみで提供できない場合には、オンラインサービス＋冊子体で提供することとし、そう でなければ、冊子体のみで提供することとする。 （４）別紙「令和２年定期購読洋雑誌リスト」において、入札単位欄に記載のプラットフ ォームにて閲覧が可能となるよう提供することとする。ただし、入札単位欄に出版社名 を記載しているタイトルについては、記載の出版社が発行するサイトライセンスにて提 供することとする。 （５）別紙「令和２年定期購読洋雑誌リスト」において、「個別調達」とした洋雑誌のうち、 機構が既に契約中のオンラインサービスについては、現在使用している登録情報（接続 IP、管理者 ID・パスワード、ユーザーID・パスワードなどのプロファイル情報）を継続
して使用できるように調整を行うこととし、今回の提供により代理店が変更になった場 合についても同様とする。 （６）オンラインサービスの接続認証方式は、原則として、IP アドレス認証とする。 （７）ユーザープロファイルなどの変更を実施するための管理者向けアカウント ID や、そ の他サービスへの接続に使用するアカウント ID については、可能な限り、機構側が指定 するアカウント ID にて設定を行うものとする。 【納品について】 （８）落札業者は、入札実施後１週間以内に機構担当者へ導入担当者（少なくとも２名） 及びその連絡先を登録することとする。 （９）落札業者は、機構担当者からのオンラインサービスの閲覧不可の旨の連絡を受けた 場合、３営業日以内に閲覧可能となるよう対応しなければならないこととする。 （１０）オンラインサービス＋冊子体、または冊子体のみでの提供において、冊子体を納 品する際は、原則として、出版社から当機構への直送ではなく、落札業者が受入れをし、 納品書を添付の上、指定する場所へ納品することとする。その他の納品方法については その都度相談するものとする。 （１１）アカウント ID・パスワード及び接続環境等が記載されている用紙等の提出につい ては、原則として、出版社から当機構へ直送させるのではなく、落札業者が受入をした うえで、オンラインサービスへの接続手続き等を実施することとする。なお、出版社の 事情でどうしても対応できない場合には、予め機構担当者へ連絡の上、機構担当者が設 定作業を行うこととする。ただし、登録作業に関する問い合わせは落札業者に行うこと とし、落札業者は、問い合わせがあった場合、（９）と同様、３営業日以内に対応するこ ととする。その他の方法についてはその都度相談するものとする。 （１２）オンラインサービスについては、閲覧可能となった状態をもって納品完了する。 【その他】 （１３）本仕様書に定めのない事項であっても、本事業の実施にあたり必要な事項が発生 した場合には、機構と協議の上、誠心誠意対応することとする。 ６．契約期間 令和２年１月１日～令和２年１２月３１日 ７．ID・パスワード及び接続環境等が記載した用紙等の提出 原則、令和２年１月１０日までに提出し、令和２年１月２０日までに閲覧可能にするこ と。ただし、期日をこえて納品をすることが事前に判明している場合は、機構担当者と協 議のうえ納品期日を決定すること。 ８．冊子体の納入時期 冊子体の受渡し期日については、機構担当者と協議のうえ決定すること。 ９．納入場所 独立行政法人医薬品医療機器総合機構 経営企画部リスク管理・法務支援課 （東京都千代田区霞が関３－３－２ 新霞が関ビル１９階 東）
