VAT Compliance UK: Medical Fees Expense Type is Now Added

Overview

This is expense type is now added to cover expenses which are not covered under other 'Fees' expense types, for example, travel vaccinations.

UK VAT: A New Distance Tax Calculation Method Now Available for VAT

Overview

A new tax calculation method called Complex Distance allows the system to now calculate the potential VAT based on the lower of the HMRC Fuel Advisory Rate (stored as Distance Rate) and the client reimbursable rate, to render the correct tax calculation.

Existing compliance clients will automatically be migrated to use this new calculation method. New compliance clients will use this new calculation method. Existing non- compliance clients will have available the new Tax group ‘Mileage’ that uses this calculation method.

How The Rate is Calculated

This calculation is based on the Distance Rate (HMRC Advisory fuel rate) and the Tax Percent (currently set at 20%). In use, the potential VAT employs the lower of either

UK VAT - Car Configuration: Car Reimbursement Rates No Longer Locked

Overview

The Complex Distance tax calculation allows the system to now calculate the potential VAT on a per distance unit basis for variable reimbursement amounts. This allows calculation of the

right amount based on the lower of the tax authority fuel advisory rate (stored as Distance Rate) and the client reimbursable rate.

To support this change, car reimbursement rates are no longer locked for compliance clients, meaning this restriction has been lifted and clients are free to choose their own reimbursement rates. The VAT calculation will take the lower of the

reimbursement rates or the HMRC advisory rates to determine the correct reclaim value.

Configuration

This capability is accessed using the following procedure:

NOTE: This only affects compliance clients.

1. Go to Setup > Car Configuration.

2. Select the either the Personal Car Rates or Company Car Rates tab and click New.

3. Select the desired Vehicle Type and Effective Date. Enter the Rate and Personal Rate.

4. Click Save. A new rate is now added.

Business Purpose

This enhancement allows the admin the ability to select car reimbursement rates.

Enhanced Capability to Check for Existing Card Transactions in QuickBooks is Now Available

Overview

The following two changes have been made to the logic that is used to evaluate whether an approved card transaction is already posted in QuickBooks:

 Both the transactions dates and

posting dates are used when data comes from an automated bank feed.

 The job that checks for existing transactions in QuickBooks is triggered by a

“send data” event instead of only on a job processing interval. This ensures that the most recent information is available even if a client “sends data”

before the next job has run.

These changes result in a higher transaction match rate and prevents Concur from creating duplicate accounting transactions in QuickBooks.

When a client selected the expense type Undefined for any segment type in the Travel Integration step of the Standard Setup wizard, the client got an application error.

When the user navigated away from the Expense Types page, he/she got a message indicating that not all the account codes for expense types had been added, even if the account codes were only missing for inactive expense types.

Attendee tool was visible even though it was configured to be hidden.

All Employees Now Available in Attendee Search

Overview

NOTE: This feature is currently not available for Australia clients.

The employee using Attendee search functionality to add attendees to their expense report can now specify a search that includes every available

(Concur user) employee at their company. This change makes

available all employees for ease of search and selection as attendees.

The Search Attendees function now includes all possible employees who are Expense users in the search logic when searching for Employees. In the figure below, the user has chosen the Employee search value:

This enhancement improves ease of use by making all employees available as attendees. It also save time n data entry and allows for tracking of costs by the employee.

Receipt Store: Addition of Refresh Button to Gallery

Overview

When using the Receipt Store feature, the user can now select a Refresh button which updates the display of images. This is useful whenever you

have uploaded or emailed an image and wish to view the updated results. While there may be a slight processing delay until the image is displayed, this functionality ensures the user need not refresh the entire page, but instead click Refresh to perform the same task safely.

How It Works

This feature works by making a call to the Concur Imaging Service to determine if the current image display set should be augmented with any additional images uploaded since the Gallery was opened.

The button appears as in the figure below:

Receipt Store: New Email Address

Overview

Users can now email their receipt images to [email protected] or [email protected]. Receipts emailed to these addresses will appear within the Receipt Store area of Concurforce.

Company Card: Client Admins Can Now Deactivate and Reactivate Company Card Payment Types

Overview

Client admins can now deactivate or reactivate the following Company Card payment types:

 Company Paid Credit Card (system payment type)

 Company Paid (system payment type)

 User-managed card payment types

How This Works

A new Deactivate button replaces the current Remove button. Clients use this to deactivate card payment types not associated with a card data feed.

Deactivating a payment type immediately removes it from the report entry user- interface to prevent users from continuing to use the payment type on reports.

If the current payment batch contains reports, the batch will close according to the current batch schedule or the client can close it on-demand. After the batch is

closed, a new payment batch is created and defaults to an on-demand schedule. This batch will “catch” any in-flight reports that were not processed prior to the

deactivation of the payment type.

A new Activate button is available and allows clients to activate a previously deactivated card payment type. Activating a payment type will immediately make it visible in the report entry user-interface.

The client sees the following screen:

Business Purpose

This enhancement gives clients more control when managing specific card and Company Paid payment types. This makes it easier to deactivate and reactivate the payment types.

All deactivated payment types are listed in the Inactive Payment Types pane of the Company Card page.

NOTE: System-generated Company Paid credit card, Company Paid and user- managed types can be removed by the client admin. However, the client admin cannot remove card programs that are associated with an import job and will

continue to receive a warning message if they attempt to deactivate it. They need to contact Concur per the current process.

Employee Reimbursements Funding Account - Pre-fund: Users Now Get Correct Status

Overview

Now when a user requests a pre-fund funding account on the Employee Reimbursement page of the Setup wizard, the status he/she now gets indicates that the status is in a pending status.

Business Purpose

This enhancement fixes the status when users set up a Pre-funding fund account.

Canadian Sales Tax Rate Changes

Overview

Rates used by Concur for Canadian sales tax calculations will changes as follows. Changes are effective for

expenses with transaction from April 1st onward.

For British Columbia:

 The BC HST and associated BC RITC taxes will end March 31 2013

 The provincial sales tax (PST) will be re-implemented at a 7% tax rate and the basic Federal GST tax rate will apply in BC at 5%

For Prince Edward Island:

 Prince Edward Island will be replacing the separate Federal GST and PST taxes in favor of a single Harmonized Sales Tax (HST).

 The current Federal GST Tax rate is 5%

 The Provincial Sales Tax is currently assessed at 10% and is applicable to the base expense amount + GST sub-total… effectively a 10.5% tax rate

 The initial PEI HST tax rate will be set at 14% (in contrast to the current combined tax rate of 15.5%).

This enhancement changes tax rates used in Concur’s tax calculations to reflect changes to Canadian tax laws effective April 1st 2013.

The following features are included in this service release.

Receipt Store Email Verification Now in Profile

Overview

With this release, the process of submitting and verifying an email address for image upload to the Receipt Store has been moved to the user’s Profile. The user can access the new

Email Addresses section in Profile and add one or more email addresses from which they will email receipt images to the Receipt Store. Once received and processed, those images become available in the user’s Receipt Store Gallery for attachment to the user’s report.

Change Applies to all Features Requiring Email Notification

This change to email registration centralizes and simplifies the overall process, and applies to all features of Concur whose functionality requires the user’s email. Links associated with these features will now direct the user to the Profile > Email

Addresses section to complete the email verification process.

How It Works

A user must have a verified email in order to email receipt images to the Receipt Store. When the user goes to the Receipt Store, the system will prompt the user for a new email if no verified email exists.

Business Purpose

This enhancement centralizes the email verification process for all features.

If the user chooses to verify an email address, they are redirected to their Profile >

Email Addresses window where they can submit and then verify their email address with Concur:

Once user has added and saved a new email address, a Verify link displays

User can then verify by clicking the Verify link; Concur sends an email to the address containing a unique code.

The user enters this code into the Enter Code field and clicks OK to complete verification.

The user can now send receipts to [email protected] and they are added to the receipt store. This also works for [email protected].

Changes to Profile

There is a new section in Profile called Email Addresses. Instructional text advises the user on how to submit and verify the email address. Users will only see the Verify link if they have Expense with Imaging enabled, or another role for a feature that requires verification. For example, Travel Only clients will not see the Verify link.

Note the Following When Working With this Feature

 For Travel clients, the ability to select the email to receive Travel Notifications is still present, and not replaced by Email Notifications in Profile

 The old Receipt Store email address of [email protected] is still supported alongside the new address of [email protected]

Overview

This enhancement provides additional information on the Sync Details page, to allow the administrator to review and research data that is sent to

Overview

With this release, the user administrator role can now view, edit, and register cars on behalf of a selected user.

The administrator clicks the Company Car button on the User Details page:

The Car Registration page appears.

The admin can click New to create a new registration, or select an existing registration to edit it.

Company Card: Payment Type and Reimbursement Method Now Added to the Company Card Page

Overview

With this release, the admin can now see the Payment Type and

Reimbursement Method columns on the Company Card page. This allows an admin to have more information

available to identify the correct company card.

Company Card: Expense Pay Clients Can Now Validate Credit Card Account Numbers

Overview

Clients who use Expense Pay to pay their corporate card can now validate their card account number against the card issuer’s identification number.

The issuer identification number (also

known as BIN) refers to the first four to six digits of a credit card number. The issuer identification number (IIN) identifies the institution issuing the card and is critical to the correct matching of transactions, or in this case, payments to the issuer of the credit card.

For example, there is nothing to prevent a client from creating a card program for Bank A while the card they hold is actually issued by Bank B. Although there are other validation points within the Payment engine, they occur further downstream in the process. This new functionality allows the Administrators to validate that the program they are creating matches the card they are holding, at the time they configure the card program.

This enhancement provides additional information on the Company Card page.

This enhancement provides additional functionality to increase assurance that Expense Pay card programs are set up correctly.

How This is Done

1. On the Company Card page of Setup, select New > Automated data feed from our bank.

2. Enter the necessary information into the display.

3. To verify the issuer identification number of the card program you are entering, click the Verify IIN link.

The Verification Issuer Identification Number screen displays. This screen contains the valid ranges for the card program you entered.

4. To verify that the card's IIN is within range of the card program that is being set up, enter the 6-digit BIN number into the field and click Enter.

5. If the number is verified, the following message displays. Click OK to dismiss the message:

We verified the account number you entered is within the IIN range of the card program you are attempting to create.

If the number is not verified, the following message displays. Click OK to dismiss the message:

We are unable to verify that the account number you entered is within the IIN range of the card program you are attempting to create. Please try again or return to the setup page to confirm the information is correct for the account number entered.

6. To return to the Company Card page, click the X in the corner of either message.

7. Click Save.

This feature is only available to clients using Expense Pay.

Expense Pay: BIN Range is Checked Before a Payment Demand is Created

Overview

The Expense Pay process now verifies that the BIN number for the card

account payee matches the BIN number range for the assigned card program before creating a payment demand. If it does not match, the following error message displays in the report audit trail:

Entries due the credit card provider cannot be processed by Expense Pay because the credit card account BIN number [XXXXXX] is not valid for the card program [Master Account name or Card Program name] that is configured for batch definition [Card Batch Definition name].

Configuration

This feature is only available to clients using Expense Pay.

Business Purpose

This enhancement delivers a back-end validation of the BIN range for a

specific card before creating a payment demand.

Expense Pay: Client Can Now Opt Out Of Receiving Daily Funding Emails

Overview

With this release, the client can control if they always receive the daily funding email or only when there is a funding amount.

Currently, Expense Pay administrators

receive a daily funding email notification whether or not there is an amount to fund.

While some clients find this helpful, many clients have requested that they only receive the funding notification when there is an actual amount that must be funded.

This option is configured for each funding account.

Configuration

To set this option for a funding account:

1. Go to Setup > Employee Reimbursements.

2. Click New to set up an account or Modify to make changes to an account.

3. If you want to opt out of receiving daily emails for your funding account, clear (disable) the Receive Daily Funding Email check box.

NOTE: You will still receive a funding email for all of your funding accounts when any of them require funding.

Business Purpose

This enhancement addresses a

frequent client request to suppress the daily funding notification when there are no amounts to fund.

Company Card: Credit Card Vendor Field is Added to Accounting Tab

Overview

With this release, the admin can now enter credit card vendor information on the Accounting tab for company card programs. The new field is labeled Credit Card Vendor ID or Name. This field is editable and optional.

Configuration

This feature is available to clients using non-QuickBooks accounting software, as selected on the Introduction page of Setup.

Business Purpose

This enhancement provides additional information on the Accounting tab of the Company Card page.

Add a Time Zone Selection to Processor Search Functionality

Overview

The Processor can now optionally select a preferred time zone that applies to the search criteria for expense reports.

This feature allows greater accuracy in the returned results by matching the

Processor’s time zone search (GMT +/-) to the region in which the report and/or processor reside.

How It Works

Currently, the report submit date/time is recorded in GMT within the database so that it is location-agnostic in recording the literal time of submission. This means that, when querying for report selection, the processor in a non-GMT time zone may provide a selected date and find different reports than they might expect based on their home time zone versus the GMT date recorded.

This feature works by letting a processor select the time zone preference for their search queries, to allow the application to adjust the query parameters to match the query to the expected date/time rate based on the processor or processor’s service area time zone. For example, a processor working in Los Angeles might select the GMT Pacific Time (US & Canada) for all searches going forward. A query for 4/26/2013 would then be adjusted to include a range of 4/26/2013 08:00 GMT- 4/27/2013 08:00 GMT to find all reports submitted on 4/26/2013 from a Los Angeles time zone perspective. Since this is a preference, the system remembers the setting and applies it to all searches until the setting is changed at a later date.

The setting is available using the Preferences button, where a drop down list is available for the Time Zone field:

Move an Expense From One Unsubmitted Report to Another Report

Overview

A user can now move an expense from one expense report to another expense report. This removes the expense, and all child entries, from one report and adds it in its entirety to its new report.

This feature is useful whenever an expense is added to a report in error and then must be moved to the correct report.

How It Works

When the user decides to move an expense entry, they first select it, then click the new Move button:

This displays a list of options where the user can select to move the expense to a new report or an existing report from a list of unsubmitted reports as shown in the figure below:

Business Purpose

This enhancement saves time by allowing quick correction for expenses tied to the wrong expense report.

Compliance Controls: Submit an Expense with Affidavit

Overview

When a user must add receipt images to expense report line items, but cannot provide them, they may instead agree to digitally sign an affidavit that can be submitted instead of the actual imaged

receipts. This way, the report may be submitted in a timely manner and at the same time comply with company policy on receipt submittal. This new option automates the paper process of printing and signing an affidavit form and attaching an image of that form to the expense in lieu of the receipt image.

How It Works – What the User Sees

A user who lacks a receipt image for one or more of their report entries clicks Receipts > Missing Receipt Affidavit to open the Missing Receipt Affidavit dialog box. Here, they can view company-provided text that explains the affidavit process at the top, and the acceptance text at the bottom:

This enhancement provides automation of the missing receipt affidavit business process.

The user selects each entry requiring a receipt image where the original receipt has been lost or is otherwise not available for documentation of the expense, and then clicks Accept & Create. The system then creates an image of the affidavit

statement, attaches it to the entry or entries, and creates a record of the date, time, employee name, and other details for review purposes. A missing affidavit icon is displayed on the line entry:

Deleting and Replacing the Affidavit Receipt Image

If at a later date the correct receipt image becomes available the user simply hovers over the icon and clicks Detach From Entry. Clicking Yes in the confirmation message box removes the affidavit and the flag on this entry, returning it to its original state.

Accessing the Affidavit Option

Users who may not be aware of the affidavit option are alerted in several areas of the user interface, where they can click a link to open the Missing Receipt Affidavit dialog box. These areas include:

The applications use Concur’s Platform to add value to Concur products by providing integration and additional management tools. The App Center has two tabs:

Apps for Me: This tab contains applications that an end user can activate to authorize a secure exchange of data. TripIt is an example of this type of app.

The end user can connect their Concur account to their TripIt account to enable trips booked in Concur to automatically flow into their TripIt account.

If they do not have a TripIt account, they can learn more about the application and visit the TripIt website or the app store on their mobile device to create an account. Purchase and downloading of apps does not take place in the App Center. Additional examples include Concur Mobile and various forms of e-receipts. Open Booking users will soon be able to connect their Concur accounts with various travel suppliers via the App Center, enabling itineraries booked on the supplier’s website to flow into Concur.

Apps for My Business: This tab contains applications which serve a variety of business functions. The apps need to be authorized by a Concur

Administrator as they interact with data at a company-wide level or for multiple users. Example business apps include:

 Integrations from VAT reclaim partners who extract expense data from Concur in order to calculate and process your company’s VAT reclaim on eligible expenses.

 The Concur Connector for Salesforce which integrates contacts and opportunity data between Concur and Salesforce.com.

The App Center is not a store- the users and administrators can use it to learn about the applications and begin the procurement process. Once the user or administrator selects the app listing, they view the Details page:

Attendees Extract is Now Available for HCP/Medical Device Clients

Overview

For this release, to ensure compliance, when admins select Healthcare

Professional/Medical Device Manufacturer (HCP) from the industry list on the

Introduction page of the Setup wizard, an Attendee Extract selection becomes available under the Expense Tools

section. This tool allows administrators to run an on-demand extract of attendee information. This extract provides detailed information on attendee spending that can be used to comply with US state and federal reporting requirements. It also gives companies the ability to report on attendee spending as cost per attendee.

A new link for Attendee Extract displays on the Expense Tools menu.

Click the close now link to run the extract. Once the extract runs, it is then is available for download. The client can then click the download file link to view the current file and historical files.

Clients with multiple payment batches will receive a single extract file that contains attendee details for paid expense transactions without regard for the payee or reimbursement method.

NOTE: The first extract is constrained to only include information from expense transactions in “paid” status as of July 1, 2013 or later. Subsequent extracts will include all data in “paid” status since the prior extract.

New Process Reports User Role

Overview

With this release, admins can now provide access to the Process Reports page without giving the users full administration rights.

How this Works

NOTE: This feature is NOT in the User Import template.

To assign the Processor role:

1. Admin goes to Setup > Users and selects the desired user.

2. The admin clicks Modify.

3. In the User Permissions section, the admin selects (enables) Can Process Expense Reports.

4. The admin clicks Save.

At next login, the user now has access to the Process Reports page.

Reporting Configuration: New Match Category Functionality

Overview

With this release, an additional step called Match Category has been added to the Reporting Configuration page.

This step allows administrators to associate custom and standard expense

types to a Match Category. The Match Categories are configured by Concur, and include typical travel expenses. Once the expense types are associated, the reporting archives will attempt to match all expenses of those types to the corresponding category.

Configuration

The administrator configures this feature on the Match Category step of the Reporting Configuration page. Select the desired Match Category for each expense type.

Business Purpose

This enhancement enables user to assign standard and custom expense types to a match category.

Audit Profile Options - Policy

On the Audit Profile Options - Policy step, you can choose conditions associated with expense types as a condition of selecting a report for an audit. You can select the following:

Policy Questions: This allows you to select specific policy questions that you want to review.

Level: There are two levels for the expenses. These levels are:

 Report: This performs a process check on the expense report amount

 Line: This checks each expense item on the expense report

Expense Type(s): This is the expense types that should be compared against the question.

Min Amount (Selected country, currency): This is the minimum amount that an entry must be in order to have the policy enforced.

Quick Entry of Mileage Expenses

Overview

With this release, when the user click the Quick Expenses tab, the user can now enter their mileage journeys in the same Excel-like format as expenses.

What the User Sees

The user may enter expenses individually or via the quick expenses feature. Once the feature is enabled, the user creates the report and then clicks Quick Expenses to enter their mileage-based expense entries:

This opens the Quick Expenses window; the user then clicks the Mileage Expenses tab:

The user first chooses a vehicle using the Vehicle ID list. The window then refreshes to show all of the required fields and, by clicking the details button, other optional fields on the expense form.

This enhancement provides quick entry for mileage.

Options in the Mileage Expense tab let the user work with Google Maps by selecting the map icon ( ) They may also use the Journey Actions list to add, copy, and delete the journey row they are working with. For example, if they select Add a return journey, a new row is created directly below, with a reversal of the travel points to document the return journey.

Configuration

To display this feature:

1. On the Setup wizard, go to Compliance > Compliance Rules, and go to the bottom of the page.

2. Select Allow users to add mileage expenses via Mileage grid.

3. Continue with the rest of the compliance set up.

Setup - Australia: Employees as Attendees

Overview

Australian users can now search every (Concur user) employee at their company when adding attendees to an expense. Concur has updated the Fringe Benefit Tax feature to support the standard Employee attendee type.

Business Purpose

This enhancement extends the Fringe Benefit Tax handling for Australia to allow use of the Employees as Attendees feature.

This replaces the previous approach of creating two different attendee types to use with FBT: Employee Travelling and Employees. After this release, clients using FBT will see the Employee attendee type, and can specify whether they are travelling or not in the new Status field.

Searching for attendees

The Search Attendees function now includes all employees who are Expense users in the search logic. In the figure below, the user has chosen the Employee search value:

Status for Fringe Benefit Tax

Once the employee is added to the expense as an attendee, the user indicates the status of the employee on the attendee table. The Status field is a required field for the Employee attendee type for FBT:

Overview

The UK fuel advisory rates are now updated on petrol and diesel cars.

For engine size diesel

1400cc or less stays the same at 15p 1401cc to 2000cc is now 18p

Approval Link in Email Notification Brings Approver Directly to Report

An Approver who receives an email notification that a report is ready for their approval will see the Link to Approve Report link that lets them go directly to the report. Prior to this release, that link took the approver to the login page.

With this release, the link will now act in one of two ways when clicked by the approver, depending on whether the client is using SSO (Single Sign-On):

SSO Enabled: The approver is logged in and the report is displayed for their approval

No SSO: The approver is brought to the login screen where, after logging in, the report is displayed for their approval

Configuration

No additional configuration is required to use this feature; all links to Concur provided within the approval notification email to the approver will now have this type of link in place of the general link to the Concur system.

There is now the ability to close a non-expense pay card batch when the total amount is negative. Previously the batch would close but not include the negative transactions in the accounting extract and the negative amounts would move to the next open batch.
