北区は、江戸時代から飛鳥山の桜、石神井川の滝や紅葉

といった四季の変化を楽しむことができる行楽地として知られ

ていました。現在も、これらの自然をはじめ、荒川や石神井

川などの4つの河川に恵まれた緑あふれるうるおいのまちで

す。そして、JR や地下鉄、都電が区内を走り、商店街がにぎ

わう便利で活気のあるまちであり、区民一人ひとりが輝き、い

きいきと暮らす活力のあるまちです。

人と自然、そして交通利便性の高さ、これらの恵まれた北

区の資産を活かし、区民の皆さまが「ふるさと北区」を誇り

に思い、住みたいまち、選ばれる自治体となることを目標に、

より個性豊かで、魅力的なまちづくりを進めています。

急速に進行する少子高齢化、集中豪雨や首都直下地震な

どを踏まえた防災・減災対策、公共施設の更新需要など、北

区が抱えるこれらの課題に対し、

「地域のきずなづくり」と「子

育てファミリー層・若年層の定住化」を北区の2つの最重要課

題として位置づけるとともに、「子育てするなら北区が一番」、

「長生きするなら北区が一番」、「地震・水害に強い安全・安

心なまちづくり」を 3 つの優先課題とし、積極的な取組みを

進めています。また、北区の魅力や新たな価値を創出してい

くため、「まちづくりの一層の推進」や「東京オリンピック・パ

ラリンピックを見据えた北区の魅力の発信」にも、積極的に取

り組んでいます。

北区基本構想の将来像「ともにつくり未来につなぐとき

めきのまち−人と水とみどりの美しいふるさと北区」の実現の

ために、「区民とともに」という区政運営における基本姿勢の

もと、「人が輝く、まちが輝く、未来が輝くふるさと北区」を

創り上げてまいります。

この要覧を通じ、多くの方々に、私たちのまち北区の魅力

を知っていただき、区政についての理解を深めていただけれ

ば幸いです。

Greetings from

Yosota Hanakawa, Mayor of Kita City

Since the Edo period, Kita City has been known as a resort area where one can enjoy the changes of the four seasons, such as the cherry blossoms at Asukayama, and the waterfalls and red or yellow leaves of autumn along the Shakujiigawa River. Even today, along with these natural attractions, Kita City is a city ﬁlled with greenery and warmth having four rivers in it such as the Arakawa River and the Shakujiigawa River. Furthermore, it is a city which is very convenient and vivid due to Japan Railway Company (JR), subway, and Toei Streetcar (Toden) Arakawa Lines running through and to its lively shopping streets. This is an energetic city where every individual resident shines and lives actively.

Using the great assets of Kita City, such as its people and nature as well as its convenient transportation, we aim to continue developing an appealing and even more unique community where residents can be proud of their Kita City Hometown which is locally governed and a place that people choose and want to live in.

Kita City faces various challenges; such as a declining birthrate and a rapidly aging society, disaster management against torrential rain and earthquakes whose epicenter is directly below Tokyo and renewed demand of existing public facilities. Based on these challenges, we've identified the two most important issues for Kita City in "Creating local bonds" and "Promoting settlement of child-rearing families and young people." Furthermore, the three top priority issues are identified as "the number one city for child-rearing", the number one city to enjoy a long life , as well as building strong, safe and secure towns against floods and earthquakes. And we are taking proactive approaches with regards to these issues.

In addition, in order to continue to ﬁnd existing attractions and create new values for Kita City, we are working actively "to further promote town develop-ment" and "to promote Kita City's attractiveness in view of the Tokyo Olympic and Paralympic Games".

In order to realize the future Kita City basic concept Our beautiful hometown Kita City, a community of water and greenery created by all of us for our future, we are building Kita City, the hometown where the people shine, the towns shine, and the future shines, , based on the fundamental attitude in the town administration that it should be done together with the residents.

Through this guide, we hope to share the appeal of our Kita City, with everyone and for people to gain a deeper understanding of the city administration.
