12. 参加資格 UCI 加盟国内連盟のライセンスを所持する者（臨時登録者も含む） Eligibility ※ただし下記に該当する者は参加不可。 当該年に、UCI 登録チームに所属している競技者 当該年に、世界選手権大会、オリンピック競技大会、大陸選手権大会または大陸競技大会、 地域競技大会、コモンウェルズゲームズ、ワールドカップのいずれかに出場している競技者。 予選大会時点で、いかなる競技部門においても UCI ポイント保持している競技者。
UCI affiliated national federation license holders (including Day license) ※If any of below applies to you, you are not eligible to entry.
Any rider who has been a member of a team registered with the UCI during the current year.
Any rider who has taken part in a World championships, the Olympic Games, Continental Championships or Games, Regional Games, the Commonwealth Games, or a World Cup during the current year.
Any rider who has UCI points in any discipline at the moment of the qualifier event.

14. 表彰 各カテゴリー上位３位までの選手にメダル及び賞品を表彰台上にて授与する。
Awards 山岳賞地点を１位で通過した選手には、山岳賞として賞を授与する。スプリント賞地点を１位
で通過した選手には、スプリント賞として賞を授与する。
At a podium ceremony, the top 3 riders of each category will receive medals and prizes. The King of the Mountains (KOM) prize will be awarded to the first rider over the KOM counting point.
Sprint prize will be awarded to the first rider over the Sprint counting point.

Specific Regulations of Niseko Classic Road Race
１． 主催者／Organizer2017 ニセコクラシックは、国際自転車競技連合（UCI）の規制の下に、一般社団法人北海道イベンツにより主催さ れ、（公財）日本自転車競技連盟により競技を主管される。当大会は 2017 年 7 月 9 日に行われる。
The 2017 Niseko Classic is organized by Hokkaido Events Corporation under the regulations of the Union Cycliste Internationale (UCI) and managed by the Japan Cycling Federation (JCF). It is to take place on 9th
July 2017. ２． 大会の形式／Event Format この大会は、UCI 加盟国内連盟の登録競技者が参加できる。この大会は UCI グランフォンドワールドシリーズ競技 日程に登録されている。 当大会は北海道自転車競技連盟のポイントレースであり、UCI グランフォンドワールドシリーズランキングの他に下 記のポイントが付与される。※ポイントクラスは A（150P）クラスとする。
The Niseko Classic 2017 is open to riders who are the members of a UCI affiliated national federations. This event is registered in the UCI Gran Fond World Series (UGFWS) calendar.
This event provides Hokkaido Cycling Federation (HCF) ranking points. Furthermore, other points will be awarded as follows besides the UGFWS rankings. ※HCF race points are A150 points.
３． 参加資格と参加区分／Eligibility for Participation and Category
16 歳（高校生年齢）以上の男女で UCI 加盟国内連盟の登録競技者及び、臨時登録者とする。年齢は、各暦年中に 達する年齢で区分けする。
Men and women aged 16 (high-schoolers) and older who are the members of a UCI affiliated national federations or hold day licenses. Participants will be classified according to how old he/she turns or turned within the year.
４． 大会競技本部／Race Headquarter
スタート時の大会本部は下記の場所に、2017 年 7 月 9 日（日）の 5:00 から 18:00 まで開設される。 【ニセコグラン・ヒラフ】スタート／フィニッシュ地点
At starting time, the Race Headquarter shall be open at the following location from 5:30 am to 18:00 pm on 7th July 2017. 【Niseko Grand Hirafu】Start/Finish point
５． 受付／Assembly
参加選手は、ニセコグラン・ヒラフ・ドットベースにてライセンスコントロールを行い、ボディナンバー・フレームプレー ト・計測チップを受け取らなければならない。※7 月 8 日（土）9:00～15:00
ライセンスコントロール後、コミセールパネル出席の下で開催されるライダーズミーティンングへ出席し説明を受けな ければならない。※7 月 8 日（土）15:00～15:50
Participants must undergo license-control and be handed body numbers, frame plates and timing transponders at Niseko Grand Hirafu .Base. *8th (Sat) July 9:00 am – 15:00 pm
After the registration, all participants must attend the riders meeting held in the presence of the Commissaires’ Panel and receive guidance. *8th (Sat) July 15:00 pm – 15:50 pm
６． 選手召集・出走登録／Rider Assembly & Sign-up
140km コース・70km コースともに、参加選手はそれぞれの会場内に設置された、サインシートへ選手本人が直接 署名し出走意思を確認する。その後指示に従いスタート地点へ移動する。
Every riders who registered 140 km or 70 km races should sign the sign-up sheet prepared in the event venue in order to confirm his/her start. After that, riders should be instructed to move to the starting point.
７． 共通機材支援／Neutral Support
ニュートラルサービス（共通機材サービス）競技上の支援は、アメアスポーツジャパン（マビック）およびシマノにより 行われ、ニュートラルモトとニュートラルカーを用意する。フリーホイール・ギアカセットはカンパニョーロおよびシマノ、
10 速、11 速とする。
There will be neutral support by Amer Sports Japan, Inc., (MAVIC) and SHIMANO. Also, neutral support motorbikes and vehicles will be provided. The prepared freewheel shall be Campagnolo and Shimano gear cassette. (10-speed, 11-speed)
８． 補給場所・グリーンゾーン／Feed Zone・Green Zone
140km クラスの飲食料補給区間を約 72km 地点・よしくに自然公園に設置し、140km・70km クラスの飲食料補給 区間を、約 123km 地点・黄金温泉にて設置する。
For 140 km race, the feed zone will be set up at 72 km point in Yoshikuni Natural Park. For 140 km race, 70km race, feed zone will be set up at 123 km point in Kogane Onsen. ９． 制限時間／Time Limits コース上で棄権した競技者は収容車が来るまで道路の左側で待ち、収容車に乗って大会本部まで戻ってこなけれ ばならない。 先頭競技者より一定時間遅れて走行している競技者へはサグワゴン審判員より競技失格を告げる。 主催者は関門を設ける。全てのレースにはコース上に関門を設け、予め決められた制限時間内に通過できない競 技者は関門において失格とし、その競技から除外する。 第一関門 神仙沼レストハウス 9:10 am 第二関門 よしくに自然公園 9:50 am 第三関門 日の出交点（復路） 11:15 am 第四関門 ニセコパークゴルフ場 11:50 am
Riders who have abandoned the race must wait at the left side of the road for the sag wagon to arrive, be picked up and carried to the Race Headquarter.
Riders who have dropped a certain time behind the leading rider will be disqualified by the commissaires who board on the sag wagon.
The organizer shall set checkpoints. With setting checkpoints along the course for every race, the organizer will have the discretion to disqualify riders who have not reached the checkpoints within the predesignated time and eliminate them from the race.
1st Checkpoint Shinsen Marsh Rest House 9:10 am 2nd Checkpoint Yoshikuni Natural Park. 9:50 am 3rd Checkpoint Hinode Intersection (return route) 11:15 am 4th Checkpoint Niseko Park Golf Course 11:50 am
関門において失格になった者は、ボディナンバー・フレームプレート・計測チップを所定の場所において外し、返却す ること。競技者と自転車は主催者が用意した収容車で大会本部まで輸送するので、失格後コースを走行しないこと。 自転車は大会本部に設けられた「自転車引き渡し所」で 14:00 までに受け取ること。
Those who are disqualified at the checkpoints should remove body numbers, frame plates as well as timing transponders at a designated place and return them. Riders and their bikes will be transported to the Race Headquarter by the sag wagon prepared by the organizer. Therefore riders should not ride on the course after being disqualified. Transported bikes should be picked up at the pick-up point located within the Race Headquarter before 14:00 pm. １０． 山岳賞／Mountains Classification 山岳賞順位は、140km パノラマライン神仙沼の対象登坂および 70km 蘭越新見の対象登坂で競われる。 山岳賞地点を１位で通過した競技者には、山岳賞として賞を授与する。 ただし、この賞は UCI 規則に則したものではない。 山岳賞の 1km 手前を示す標識については、以下の図のようなポイントの標識をもって示すこととする。
A Mountains Classification will be contested over the designated climb in the course of 70km at Rankoshi Niimi and 140 km at Panorama Line Shinsen Marsh. The King of the Mountains (KOM) prize will be awarded to the first rider over the KOM counting point.
To notify 1.0 km from the KOM counting point, a signboard as following picture will be posted. １１. スプリント賞／Sprint Classification スプリント賞順位は、140km コース共和町内の対象区間で競われる。 スプリント賞地点を１位で通過した競技者には、スプリント賞として賞を授与する。 但し、この賞は UCI 規則に則したものではない。 スプリント賞の 1km 手前を示す標識については、以下の図のようなポイントの標識をもって示すこととする。 A Sprint Classification will be contested over the designated section, located in Kyowa-cho Town. A competitor that recorded the fastest time on the designated section is awarded the Classification. This is not an official Classification under the term of UCI.
１２. 随行車両の迂回路／Detour for Caravan
COM1, COM2, COM3, COM4、サグワゴン、MOTCOM、警察車両、ドクターカー、レースディレクターカー以外 はひらふ十字路より左折し、迂回路に入ること。
All vehicles of the caravan except for COM1, COM2, COM3, COM4, sag wagon, MOTCOM, police car, doctor car, or race director’s car should turn left at Hirafu Intersection driving into the detour route.
１３. ヘルメットの着用／Helmets
競技者は、その所属する国の公認ヘルメットを着用しなければならない。
Riders must wear approved helmets that meet safety standards of their countries. １４．ボディナンバー・フレームプレート・計測チップの装着／
Body Number, Frame plates & Timing Transponders Placement
ボディナンバー・フレームナンバーは所定の位置へ正しく装着する事。競技者は主催者により提供される識別番号 を、いかなる種類の変更をも加えることなく使用しなければならない。計測はトランスポンダを使用するので、競技者 は自転車の所定箇所に計測チップを装着すること。
レース終了後、会場内の計測チップ返却所（図参照）にてチップを返却する事。
Body numbers and frame plates are to be affixed as required. The identification numbers provided by the organiser shall be used by riders without any kind of alteration. A transponder will be used to time the race. Therefore, make sure that the transponder is attached to your bike correctly.
After finishing the race, return your transponder to the “Timing Device Return” located within the venue (view the map).
１５．コミュニケ配布／Distribution of Communiqués
コミュニケは、競技本部前（図参照）にて設置するコミュニケボードにて貼り付ける。
Distribution place will be the communiqué board installed in the front of the Race Headquarter (view the figure). １６. 走行上の注意／Notes
競技者及び、車両は原則として道路の左側を走ること。緊急車両の走行はレースよりも優先される。
In principle, riders and vehicles should keep left side of the road. Emergency vehicles have the right of way.
１７．負傷時について／Injury during the race
競技中の事故による負傷は、救護班による応急処置までとし、その後の処置は参加者本人の責任とする。
In a case of injury during the race, the organizer’s medical team only provides an emergency treatment. A participant is responsible for the full checkup and treatment after the race.
１８．保険について／Insurance
参加者は傷害保険と第三者賠償保険加入を基本とし、主催者側が加入した保険の範囲及び応急処置以外の責を 求めないとする。また、海外参加者は日本国内で有効な保険に加入のこととする。
Participant is obliged to have both personal accident insurance and third party liability insurance. Overseas participant is obliged to have an insurance policy that is valid in Japan. Beyond the coverage of organizer’s insurance policy and emergency treatment given during the race, a participant is not to assume obligation in accordance with her or his responsibility.

１． グリーンゾーンについて／Green Zone
◆UCI サイクリング・フォア・オール規則 15.1.012 に基づき、コース上 2 か所に「グリーンゾーン」を設置する。競技 者はグリーンゾーン以外でのゴミ投棄を禁止とする。
◆As noted on UCI Cycling for All 15.1.012, two separate Green Zones (= waste zone) are allocated. Aside from the zone, participants are prohibited to litter.
２． 設置場所／Location
◆140km クラスのグリーンゾーンを約 72km 地点・よしくに自然公園補給所の前後に設置し、140km・70km クラス のグリーンゾーンを、約 123km 地点・黄金温泉補給所の前後にて設置する。

３． 投棄方法／Littering
◆グリーンゾーン投棄エリア内設置の 30m ネットへ投棄。ネット以外への投棄は禁止とする。
◆Throw any trash to 30m-long net, allocated within Green Zone. Littering is not allowed beyond the zone.

A briefing session is held by the administrative offices and the federations. Details on the race and other important matters will be covered on this session and all the participants are encouraged to attend the meeting.

５． 140km 参加者開会式／Opening ceremony ◆期日 7 月 9 日（日）6:20～6:35 ◆場所 ニセコグラン・ヒラフスタートグリッド レーススタート 30 分前より、開会式を行います。出走サインを済ませた参加者は、スタートグリッド内にてお待ちく ださい。式典終了後、スタートへ移ります。 ◆July 9 (Sunday) 6:20～6:35

６． 70km 参加者自転車預かり／Handover of bicycle ◆期日 7 月 8 日（土）9:00～15:00 ◆場所 ニセコグラン・ヒラフスタート内自転車預り所 参加受付時、スタート地点への自転車の輸送を希望される方の自転車をお預かりします。（任意）自転車預り所 へ組み立てた自転車を持参し計測チップを装着後、お預けください。（GPS・コンピューター等は出走直前の装着 をお願いします）輸送上の自転車へのキズ等、保証はございませんのであらかじめご了承ください。 お預けの自転車は【7 月 9 日（日）6:00～7:30】蘭越ランラン公園内自転車引き渡し所にてお受け取りください。 ◆July 8 (Saturday) 9:00～15:00
◆Location: Niseko Grand Hirafu Bicycle Handover Point
To those participants who wish to hand over a bicycle for the transfer to the start point, a bicycle should be surrendered at the handover point.
Upon the assembly of bicycle, place a timing transponder and hand over. (GPS and computer chips are to be installed right before the race begins.)
In a case of damage of you bicycle while in transportation – the administrative offices will not be responsible for the damages.
The bicycle is handed over to each participant at Rankoshi Ranran Park on July 9 (Sunday) 0600-0730. ７． シャトルバス／Shuttle bus

A cloakroom will be allocated at the start point. The belongings are to be returned upon the finish of race.

10．年齢別カテゴリーおよびスタート方法／Age category and starting ◆140km レース・70km レースともに年齢カテゴリー別で区分され、UGFWS 参加区分の若い年齢から順次スター ト。UGFWS 参加区分外の選手は後方よりスタートする形となります。 ◆年齢カテゴリーはボディナンバー（ゼッケン）とフレームプレートで識別されます。UGFWS については、男女共に ８つの年齢別カテゴリーを設けておりますが、距離により区分が異なるので、詳しくは参加要項の参加区分を参 照下さい。
◆Both 140km and 70km races are categorized by the age group. The race beings in the order of younger group to elder (UGFWS group), then non-UGFWS group.
◆Age group is classified by a bib and frame plate. UGFWS is divided into 8 age categories for both male and female participants. Please refer to the manual for the detail of categorization.
11．計測について／Recording
◆７月 8 日参加者受付時、全てのライダーに計測チップが手渡されます。装着方法は仕様書をご確認の上正しく取 り付けて下さい。
◆At the registration on the 8th of July, all the participants receive a timing chip transponder. Please refer to the manual for its proper installation.
12．スタートについて／Start
◆140km ロードレースでは最初の 2km 程度、パレード走行区間となります。COM カーがリアルスタート地点まで安 全速度で先導しますので、この車両を追い越さないようにして下さい。
◆70km ロードレースでは最初の 3km 程度、パレード走行区間となります。COM カーがリアルスタート地点まで安 全速度で先導しますので、この車両を追い越さないようにして下さい。
◆140km road race: The first 2km is a neutralized section. COM vehicle leads to the “real” start point (= zero kilometer point) and do not take over the vehicle.
◆70km road race: The first 3km is a neutralized section. COM vehicle leads to the “real” start point (= zero kilometer point) and do not take over the vehicle.
13．制限時間について／Time limits ◆レース中は足切関門（チェックポイント）を制限時間内に通過する必要があります。制限時間内に通過できない選 手は「足切り」となり、その後回収のバスおよび自転車回収トラックにてゴール地点まで輸送されるため自走はで きません。 第一関門 神仙沼レストハウス 9:10 am 第二関門 よしくに自然公園 9:50 am 第三関門 日の出交点（復路） 11:15 am 第四関門 ニセコパークゴルフ場 11:50 am
◆Participants must arrive at regular checkpoints within specified time limits. If a participant is unable to reach a checkpoint in time, she/he will forfeit the event, and be required to place a bicycle on either a truck or bus which will transport to the finish line. A participant is not allowed to continue on the bicycle.

15．減速箇所について／Slow down point
◆競技者はコース上の減速注意看板に注意し、減速地点では特に安全走行を心掛けてください。
◆Participants must be well-aware of a slowdown banner and when the banner is witnessed, slow down and ride carefully.
16．区間賞について／Award
◆31km 地点の HOTPOINT を 1 位で通過した競技者へ共和町・スプリント賞を授与いたします。 ◆A participant that passed 31km HOT POINT first is awarded to Kyowa Town Spring Award.
◆47km 地点の神仙沼 KOM を 1 位で通過した競技者へ共和町・山岳賞を授与いたします。 ◆109km 地点の新見 KOM を 1 位で通過した競技者へ蘭越町・山岳賞を授与いたします。 ◆A participant that finishes 1st on the checkpoints
A participant that passed 47km KOM first is awarded to Kyowa Town Hill Climb Award. A participant that passed 109km KOM first is awarded to Rankoshi Town Hill Climb Award.
17. 共通機材支援／Neutral Support
◆ニュートラルサービス（共通機材サービス）競技上の支援は、アメアスポーツジャパン（マビック）およびシマノにて 行い、ニュートラルモトとニュートラルカーを用意致します。フリーホイール・ギアカセットはカンパニョーロおよびシ マノ、10 速、11 速と致します。
◆There will be neutral support by Amer Sports Japan, Inc., (MAVIC) and SHIMANO. Also, neutral support motorbikes and vehicles will be provided. The prepared freewheel shall be Campagnolo and Shimano gear cassette. (10-speed, 11-speed)
18．リタイア時について／Retiring from the race
◆いかなる状況下においても、レースの続行が不可能になった場合には最寄りの役員、審判員、警備員に申し出て ください。レースの後方より選手収容バスが同行しておりますので、指示に従い選手回収バスに乗車して下さい。 また、自転車につきましては自転車回収用のトラックにより確保致します。
◆If a participant decides that she/he can no longer continue the race, contact the nearest officials or security. Retired participants are shuttled by a bus and bicycle is to be transferred to the goal by the administrative offices.
19．事故時等の緊急体制／Emergency
◆レース中に事故が発生した場合、直ちに大会事務局 0136-55-6081 へとお電話ください。ドクターカーまたは救 護車が駆けつけます。
◆In a case of accident during the race, call the administrative offices immediately. (0136-55-6081). Doctor’s vehicle and ambulance are arranged immediately.
20．表彰式について／Award ceremony
◆UCI 対象各年齢カテゴリーについては上位 3 位まで表彰いたします。また、距離別での上位 3 位についてもこれ を表彰いたします。入賞者は必ず表彰式に出席してください。
◆The top 3 finishers from each UCI age category are awarded. Aside from this award, top 3 finishers from each distance will also be awarded. The award winners must attend the ceremony.
21．リザルト・完走証・メダルについて／Result / Certificate of race / Medal ◆期日 7 月 9 日（日）12:00～15:00
◆場所 リザルトボードおよび完走証受け渡し所
◆レース終了後、リザルトボードおよび大会ウェブページにてリザルトの掲示を行います。また、完走証受け渡し所 にて、【完走証・上位入賞メダル】をお渡しいたしますので規定のお時間までにお越しください。

◆Location: Result board and other designated spot
◆Upon completing the race, result will be issued on the website and result board. Certificate of race and medal are also distributed at the designated spot.
