SUMMARY

This paper explored and analyzed the policies regarding “Global Human Resource Development” in education in Japan. “Global Human Resource” has been one of the key words in higher education since early 2000 and Ministry of Education, Culture, Sports, and Technology (MEXT) encouraged universities to take part in “Global Human Resource Development” by distributing a competitive budget. However, the policies that MEXT states tend to focus on developing a person with proficient language abilities and study abroad experiences. These are the part of “Global Human Resource”, but this paper pointed out that having a global mind which includes respect, openness, curiosity and discovery is the essential aspect to live in a diversified society.
