AlargenumberofjurisdicƟonshavenotyetbeenreviewedbytheFATF.TheFATFconƟnuestoidenƟfyaddiƟonaljurisdicƟons, onanonͲgoingbasis,thatposearisktotheinternaƟonalĮnancialsystem.

TheFATFandtheFATFͲstyleregionalbodies(FSRBs)willconƟnuetoworkwiththejurisdicƟonsnotedbelowandtoreporton theprogressmadeinaddressingtheidenƟĮeddeĮciencies.TheFATFcallsonthesejurisdicƟonstocompletethe implementaƟonofacƟonplansexpediƟouslyandwithintheproposed Ɵmeframes.TheFATFwillcloselymonitorthe implementaƟonoftheseacƟonplansandencouragesitsmemberstoconsidertheinformaƟonpresentedbelow.

SinceJune2010andFebruary2013,whenAngolamadehighͲlevelpoliƟcalcommitmentstoworkwiththeFATFandESAAMLG toaddressitsstrategicAML/CFTdeĮciencies,AngolahasmadesigniĮcantprogresstoimproveitsAML/CFTregime.Angolahas substanƟallyaddresseditsacƟonplanatatechnicallevel,includingby:(1)adequatelycriminalisingmoneylaunderingand terroristĮnancing;(2)establishinganadequatelegalframeworkandproceduresfortheseizureandconĮscaƟonoffunds relatedtomoneylaunderingandtheidenƟĮcaƟonandfreezingofterroristassets;(3)establishingafullyoperaƟonaland eīecƟvelyfuncƟoningĮnancialintelligenceunit;(4)improvingCDDmeasures;(5)ensuringthatanappropriatelegalbasis existstoprovideAML/CFTͲrelatedmutuallegalassistance;and(6)raƟfyingtheUNConvenƟonfortheSuppressionofthe FinancingofTerrorismandtheUNConvenƟononTransnaƟonalOrganisedCrime.TheFATFwillconductanonͲsitevisitto conĮrmthattheprocessofimplemenƟngtherequiredreformsandacƟonsisunderwaytoaddressdeĮcienciespreviously idenƟĮedbytheFATF.

InJune2015,BosniaandHerzegovinamadeahighͲlevelpoliƟcalcommitmenttoworkwiththeFATFandMONEYVALto addressitsstrategicAML/CFTdeĮciencies.However,theFATFhasdeterminedthatcertainstrategicdeĮcienciesremain.Bosnia andHerzegovinashouldconƟnuetoimplementitsacƟonplantoaddressthesedeĮciencies,includingby:(1)compleƟngthe criminalisaƟonofterroristĮnancing;(2)establishingandimplemenƟnganadequatelegalframeworkforfreezingterrorist assetsunderUNSCR1373;(3)implemenƟnganadequatesupervisoryframework;(4)implemenƟngadequateAML/CFT measuresforthenonͲproĮtsector;(5)establishingandimplemenƟngadequatecrossͲbordercurrencycontrols;(6) harmonisingcriminalisaƟonofmoneylaunderinginallcriminalcodes;and(7)ensuringadequateproceduresforthe conĮscaƟonofassets.TheFATFencouragesBosniaandHerzegovinatoaddressitsAML/CFTdeĮcienciesbyimplemenƟngits acƟonplan.

Iraq

InOctober2013,IraqmadeahighͲlevelpoliƟcalcommitmenttoworkwiththeFATFandMENAFATFtoaddressitsstrategic AML/CFTdeĮciencies.SinceJune2015,IraqhastakenstepstowardsimprovingitsAML/CFTregime,includingbyobtaining ParliamentaryapprovalofanewAML/CFTlaw.Duetotheveryrecentnatureofthelaw,theFATFhasnotyetassessedthelaw inordertodeterminetheextenttowhichthenewlawaddressesanyofthefollowingissues:(1)adequatelycriminalising moneylaunderingandterroristĮnancing;(2)establishingandimplemenƟnganadequatelegalframeworkandproceduresfor idenƟfyingandfreezingterroristassets;(3)ensuringthatallĮnancialinsƟtuƟonsaresubjecttoadequatecustomerdue diligencerequirements;(4)ensuringafullyoperaƟonalandeīecƟvelyfuncƟoningĮnancialintelligenceunit;(5)ensuringthat allĮnancialinsƟtuƟonsaresubjecttoadequatesuspicioustransacƟonreporƟngrequirements;and(6)establishingand implemenƟnganadequateAML/CFTsupervisoryandoversightprogrammeforallĮnancialsectors.TheFATFencouragesIraq toaddressitsremainingAML/CFTdeĮcienciesandconƟnuetheprocessofimplemenƟngitsacƟonplan.
