TO FORMULATE TSUKUBA CITY BASIC GUIDELINE FOR

GLOBALIZATION

BACKGROUND AND REASON FOR THE GUIDELINE

Tsukuba City Basic Guideline for Internationalization was formulated in May, 2011 as the guideline for

internationalization measures for Tsukuba City to implement. In the past five years, the international

environment of Tsukuba has dramatically changed; improvement of transportation such as the

Metropolitan Intercity Expressway Network and the transit between Tsukuba and Narita Airport, hosting

international conferences such as High Level Forum, G7 Science and Technology Ministers

Meeting,

etc., and the increase of foreign residents and visitors.

Considering the above situations, we decided to newly formulate

Tsukuba City Basic Guideline for

Globalization

. We adopt the new guideline to implement globalization measures, ensuring consistency

with

Tsukuba Future Framework

and

Tsukuba City Strategic Plan,

over next five years.

TSUKUBA CITY BASIC GUIDELINE FOR GLOBALIZATION

Background and Purpose

Roughly 8,000 foreign residents, including researchers and international students, live in the city. And a considerable number of Japanese citizens h a v e e x p e r i e n c e s o f l i v i n g a b r o a d . I t c a n b e s a i d t h a t t h e c i t y c o n n o t e s v a r i o u s c u l t u r e s . The city drew up Tsukuba City Basic Guideline for Internationalization in May, 2011. The city has been supporting foreign citizens to live comfortably regardless of nationalities and languages aiming to establish a multicultural society with relevant organizations. Besides, the international environment of Tsukuba has dramatically changed; hosting major i n t e r n a t i o n a l c o n f e r e n c e s , t h e i n c r e a s e o f f o r e i g n v i si to r s , improvement of availability of I n t e r n a ti o n a l Ba c c al aur e at e Programmes, etc. However, the results of the opinion polls suggest that the city's services are not satisfying.

Considering these situations, we decided to newly formulate Tsukuba City Basic Guideline for Globalization. We adopt the new guideline to implement, measures not just ‘internationalization' but ‘ globalization’, over the next five years until 2020. We aim to realize‘a city where people want to live and want to stay forever', which is the future vision of the city Tsukuba City Future Framework aims to establish.

i) Support Foreign Residents' Livelihood We improve services as follows; deploy CIR an d O S C I R f o r i n t e r p r e t a t i o n se r v i c e s a t t h e c i t y h a l l ; p r o v i d e u s e f u l i n f o r m a t i o n through the website; improve the availability o f c o n s u l t a t i o n s e r v i c e s f o r f o r e i g n e r s ; dispatch volun teer medical interpreters and t r a n s m i t r e a l - t i m e m u l t i l i n g u a l i nf o r matio n via SNS in case of emergency

ii ) I n c r e a s e O p p o r t u n i t i e s f o r L e a r n i n g Japanese

W e t r y t o m o r e o p p o r t u n i t i e s o f p r o v i d e learning Japanese to respond to foreigners' needs.

iii) E l i m i n a t e L a n g u a g e B a r r i e r s a t P u b l i c School

W e p ro vi de Japan ese langu age classes at p u b l i c s c h o o l u s i n g v o l u n t e e r s f o r b e t t e r co m mu n i cati o n s w ith f or e ig n stud en ts and their parents/guardians.

i v ) I m p r o v e t h e U r b a n E n v i r o n m e n t w i t h Multi-lingual Signs

v) Organize International Events

Wepromote eventsthat anybody, regardless o f n a t i o n a l i t i e s , c a n f r e e l y p a r t i c i p a t e , e s p e c i a l l y i n s p o r t s e v e n t s , w h i c h c a n b e enjoyedwithlittleverbal exchange, improving them for foreigners to participate easily.

We develop worldwide networks toincrease exchange opportunities with science cities in and out of Japan, making the most of Tsukuba's advantages.

ii)Develop Human Resources in Multicultural Environment of Education

W e s u p p o r t a c o n s e c u t i v e I n t e r n a t i o n a l Baccalaureate programmes with relevant or g a n i z a t i o n s . W e a l s o a i m t o b e t h e b e s t e d u c a t i o n a l c i t y i n J ap an , a d v an c e c r o s s-culturalunderstandings anddevelop human resourcesfor achieving success in the world.

(2) Activate Economy in the Global Field

i) Invite Global MICE

Tsukuba's record of inviting international conferences is one of the highest in Japan.

(2) Enhance Citizens’ Adaptability to a Global Community

i) Raising citizens' awareness of multiculturalism

We enlighten citizens on multiculturalism through publications and events for international exchanges. Particularly, we promote enlightenment for a better understanding of the needs for halal foods and kosher meal a n d e n c o u r ag e r e st a u r an t s t o o f f e r t h e m , t o r e s p o n d t o d i v e r se religious situations that are consequent by the increase of foreigner population.

ii) Activate Local Communities

We e n c o u r a g e l o c a l c o m m u n i t i e s to have a more f r i e n d l y a t m o s p h e r e f o r f o r e i g n e r s t o i n t e g r at e e as i l y a n d , a t t h e s am e t i m e , h e i g h t e n foreigners' sense of participation in the local communities.

iii) Provide International Education at School

We substantiate international education at school to cultivate children's international perspectives by offering lectures on foreign cultures.

iv) Broaden Citizens' International Perspectives

We o r g an i z e e v e n ts f o r J ap an e se and f o r e i g n ci t iz en s to f r ee l y c o m mu n ic at e t o f o ste r Ja p an e se c i t iz en 's i n te r n at io n al p er s p ec t iv e t o understand different cultures.

v) Promote Citizens' Exchanges with Sister Cities

We promote projects that can foster international perspectives and can impress the people of the next generation by offering opportunities of sports exchanges with sister/friendship cities and youth exchange with sports players from overseas taking the occasion to host the Tokyo Olympics and Paralympics.

vi) Globalize the Administration

We effectively train staff of City Hall to enhance t h e i r i n te r n at i o n al p e r sp e c ti v e s an d i m p r o v e t h e o r g an i z at i o n, by deploying exclusive staff, etc., to globalize the administration.
