FATF STATEMENT CONCERNING IRAN, UZBEKISTAN, TURKMENISTAN, PAKISTAN, AND SÃO TOMÉ AND PRÍNCIPE
IRAN
The FATF is concer ned by I r an’s lack of engagem ent w it h t he FATF and it s failur e t o
m eaningfully addr ess t he ongoing and subst ant ial deficiencies in it s ant i- m oney
laundering and com bat ing t he financing of t errorism ( AML/ CFT) regim e. The FATF
rem ains part icularly concerned about I ran’s failur e t o address t he r isk of t er r or ist
financing and t he serious t hreat t his poses t o t he int egrit y of t he int ernat ional financial
syst em . The FATF ur ges I r an t o im m ediat ely and m eaningfully address it s AML/ CFT
deficiencies, in part icular by crim inalising t errorist financing and effect ively
im plem ent ing suspicious t ransact ion report ing ( STR) requirem ent s.
The FATF r eaffir m s it s call on m em ber s and urges all j ur isdict ions t o advise t heir
financial inst it ut ions t o giv e special at t ent ion t o business relat ionships and
t ransact ions w it h I ran, including I ranian com panies and financial inst it ut ions. I n
addit ion t o enhanced scr ut iny, t he FATF r eaffir m s it s 25 Febr uar y 2009 call on it s
m em ber s and ur ges all j ur isdict ions t o apply effect ive count er - m easur es t o pr ot ect
t heir financial sect or s fr om m oney launder ing and financing of t er r or ism ( ML/ FT) risks

cor r espondent r elat ionships being used t o bypass or evade count er - m easur es and
r isk m it igat ion pr act ices, and t o t ake int o account ML/ FT r isk s w hen consider ing
request s by I ranian financial inst it ut ions t o open branches and subsidiaries in t heir
j ur isdict ion. I f I r an fails t o t ake concr et e st eps t o im pr ove it s AML/ CFT r egim e, t he
FATF w ill consider calling on it s m em bers and urging all j urisdict ions t o st rengt hen
count er - m easur es in Febr uar y 2010.
UZBEKISTAN
The FATF welcom es t he significant st eps t hat Uzbekist an has t aken t o est ablish t he
necessar y AML/ CFT fr am ew or k and ur ges Uzbekist an t o cont inue it s progr ess t ow ar ds
im plem ent ing effect ive AML/ CFT m easur es. The FATF w elcom es Uzbekist an’s
upcom ing m ut ual evaluat ion by t he EAG t hat w ill be finalized in spr ing 2010. The
FATF w ill cont inue t o m onit or t he progress being m ade in Uzbek ist an and w ill
r econsider in Febr uary 2010 t he m easur es t hat ar e cur r ent ly in place t o pr ot ect
TURKMENISTAN
The FATF w elcom es Turk m enist an’s progress in adopt ing AML/ CFT legislat ion and
secondar y legislat ion t hat aim s t o im plem ent t he AML/ CFT law . How ever ,
deficiencies r em ain in Tur km enist an’s AML/ CFT regim e, including t he absence of a
Financial I nt elligence Unit ( FI U) . Consequent ly , t he FATF r eit er at es it s 25 Febr uar y
2009 st at em ent inform ing financial inst it ut ions t hat t hese deficiencies const it ut e an
ML/ FT vulnerabilit y in t he int ernat ional financial sy st em and t hat t hey should t ak e
appr opr iat e m easur es t o addr ess t his r isk. Turk m enist an is ur ged t o cont inue t o t ake
st eps t o im plem ent an AML/ CFT r egim e t hat m eet s int ernat ional AML/ CFT st andards.
Tur km enist an is encouraged t o cont inue t o w or k closely w it h t he Eurasian Gr oup and
t he I nt er nat ional Monet ar y Fund t o achieve t his.
PAKISTAN
The FATF w elcom es t he close co- operat ion bet w een Pakist an and t he Asia/ Pacific
Gr oup on Money Launder ing ( APG) , but r em ains concer ned r egar ding t he ML/ FT r isks
posed by Pakist an and reaffir m s it s public st at em ent of 28 Febr uar y 2008 r egar ding
t hese r isks. I n par t icular , t he FATF expresses concer n t hat Pakist an’s Ant i- Money
Laundering Ordinance ( AMLO) w ill expir e on 28 Novem ber 2009. The FATF not es t hat
Pakist an has init iat ed a legislat iv e process t o address t his. The FATF st rongly ur ges
Pakist an t o im plem ent a per m anent AML/ CFT fr am ew or k befor e t he expir at ion of t he
AMLO and st r ongly encour ages Pakist an t o est ablish a com pr ehensiv e AML/ CFT
fr am ew ork. Failing concret e progress, t he FATF w ill consider t aking act ion in
Febr uar y 2010 t o pr ot ect t he financial syst em fr om t he ML/ FT r isks em anat ing from
Pak ist an.
SÃO TOMÉ AND PRÍNCIPE
The FATF w elcom es São Tom é and Pr íncipe’s cont inuing effor t s t o im plem ent it s AML
law , including t he dev elopm ent of an act ion plan w it h t he I nt er Gover nm ent al Act ion
Group against Money Laundering in West Africa ( GI ABA) . How ever , t he FATF r em ains
concer ned about t he deficiencies in São Tom é and Pr íncipe’s AML/ CFT r egim e,
