2.1.1.2 IDROのこれまでの海事政策

IDRO（Industrial Development and Renovation Organization of Iran の略）は、1967年に イラン産業部門の発展、および工業化プロセスを加速するために設立された。近年では国の民 営化方針に従い、関係会社の民営化を進めている。その事業内容は、海事産業だけでなく、車 や鉄道といった重工業から、オイル、ガス、石油産業、ハイテク産業まで多岐にわたっている。

IDRO グループの海事産業を主に担っているのは、ISOICO（Iran Shipbuilding & Offshore Industries Complex Company）およびArvandan Ship Building Companyである。ISOICO の事業範囲は、船舶の建造および修理、埠頭や海洋施設の建設、そして技術提供サービスであ る。一方、Arvandan Ship Building Company は小型船から巡視船まで多様なタイプの船舶の 建造を手掛けている。その他、Sadra Omid-e Chabahar Company が、Arvan Ship Building

Companyとは異なるタイプの小型スチール船を製造している。

近年、IDROが関係した主な海事産業事業を、次に示す。

造船

関連会社である ISOICO が、2009年に進水したイラン初のコンテナ船、Iran-Arak の建造、

およびその他コンテナ船２隻（Iran-Shahre, Iran-Kashan）、オイルタンカー（Iran-Fahim）

の建造を手掛けた。

ドックヤード

2006 年に開始された、大規模船舶の建造および国内外における造船市場への参画を目的とし たドライドック建造事業に、IDRO が出資することが決定している。本事業はおよそ 443 百万 米ドルの予算を必要とするが、IDROはその大部分を賄うこととなっている。本事業はISOICO ではなく、2007年に設立された Azim Gostar Hormoz Companyが担当しており、5,000人を 超える直接・間接の雇用機会を生み出した。

海洋施設

IDROが49%の株式を保有するDarya Danesh Fanavar Companyが、信号灯やディーゼル エンジンの製造を行っている。近年では、最新のグローバルスタンダードに合致した、900馬力 船舶用エンジンを量産することを主要目的とする、およそ 16.7 百万米ドル規模の船舶エンジン 製造事業を進めており、2014年時点での進捗率は61.7％となっている。
