【Abstract】
Initial responses to the Tragedy of the Ottoman Battleship Eγオ嬉7%1 by the various administrative agencies(1890):
The various problems about official documents concerning fOreign
ships accidents in Japan during the Meiji EraMISAWA Nobuo
The tragedy of the Ottoman battleship Ertug ru〜is an important incident as a means of examining Japanese responses to foreign shipwrecks in theルfθ{ガera(186&1912).
As soon as、Amane Oki, the headman of Oshima Village were the incident occurred,
heard about the shipwreck, he contacted various administrative agencies in four ways:
(1)He sent a messenger to the district of丘ce(gun yakusho)of Higashi Muro in Shingu Town, by way of the port of、Kosa, where a police station was located.
(2)He sent a messenger to the post−telegraph station at Tanabe, in the district of」Vishi Muro, to inform the prefectural othce(feencho)of W々α卿by telegram.
(3)He sent the Bocho−maru, a private ship, to Kobe with two survivors of the Eガ嬉抱1,
avillage o伍cer, and a policeman to ask the prefectural othce at Hyogo for support.
(4)He sent a messenger to the post−telegraph station at Tanabe to inform the Maritime Ministry in Toleyo.
In this way, various administrative agencies began their initial response. The prefectural offlce at VVakayama informed the Ministry of Home Affairs and the Maritime Ministry in Toflyo. The prefectural of丘ce of、的ogo informed the Ministry of Home Affairs and the Ministry of the Imperial Household in Tokyo. In this way the news reached the cabinet under Prime Minister.Aritomo Yamagata. Theルf斑i emperor gave orders that an o伍cer, his doctor, and a member of the Red Cross should proceed to the site of the accident. The emperor also ordered the Maritime Ministry to send a battleship to pick up survivors and brings them to Tokyo. The Ministry of Foreign Affairs sent an othcer to Kobe.
We know of these initial responses by various administrative agencies from their own of6cial documents. However, some of these of6cial documents were discarded or lost. For
