I. Quality Improvement and Peer Review System – No. 38
＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝ 「認証評価」の二面性について
ABEST21 は、2019 年 3 月 7 日開催の Accreditation Committee において、日本の専門職大学院（経 営分野）3 校と海外の経営大学院等の 7 校の計 10 校の認証評価の「適合」評価を行った。3 月 25 日にはその結果を認証評価機関としての認証を受けた文部科学省に報告し、それから文部科学省記 者クラブに発表し、その手続きを経て各受審校に認証評価の結果を正式に通知した。 一般的に、「認証評価」は認証評価機関の評価基準を満たした優れた教育研究活動の証しとして 捉えられているので、それで満足してしまい他校との教育差別化の競争手段として利用してくる傾 向がある。それはステークホルダーをも満足させるものでもあるが、ステークホルダーにはもう一 つの期待がある。それはステークホルダーが「現在」の教育研究活動状況についての評価基準の充 足度だけの評価を期待しているだけでなく、「未来」の環境変化における「教育の質維持向上」に ついての保証をも期待しているからである。 それ故、認証評価には「現在」の教育研究活動状況がどの程度評価基準を満たしているかという 量的な評価と、「未来」の環境変化の下における「教育の質維持向上」を実現する改善システムに ついての質的な評価とを内包していると考えられる。従って、認証評価は充足している評価基準の 量的な評価だけで「適合」評価をするのではなく、当該校の「未来性（Futurity）」をも評価してい かなければステークホルダーの期待に応えられないかもしれない。 この「未来性」を評価していくためには、「自己点検・評価」において分析した改善課題の解決 の実現性が問題となってくる。それは改善課題が PDCA サイクルの稼働によって解決され、「教育 の質維持向上」が図られてくる仕組みが構築されているかどうかの評価に係わってくる。具体的に は、「自己点検・評価」によって改善課題が適切に抽出され、その改善課題を解決する実行計画が 策定され、その履行により戦略に描かれている目的が実現される可能性についての評価である。 この評価は二段階に分かれてくる。第一段階はその仕組みについての評価であり、「教育の質維 持向上」により、当該校の「あるべき姿」が実現できる仕組みが構築されているかどうかの評価と なる。そして、第二段階は「実行計画」が履行されて目的を達成したかどうかの検証の評価となる。 改善課題を解決していく「実行計画 (Action Plans)」が計画通りに履行されたかどうか、そして目 的通りの成果を挙げたどうかを検証するシステムを開発しなければこの検証は不可能となる。従て、 この認証評価は条件付きのものと云わざるを得ず、検証ができなければ「教育の質維持向上」が確 認できないからである。
3 周知のごとく、認証校は自らの「教育研究上の目的（Mission Statement）」の使命を全うしてい くゴーイング・コンサーン(Going Concern)である。それ故に、組織の未来の「あるべき姿」の実現 可能性の評価は不可欠である。しかし、実際にはこの面の評価が表面に現れず、「適合」評価され たということだけが独り歩きし、どういう改善課題があり、それがどう解決され、その結果の「教 育の質維持向上」の実現性についての評価が埋没してしまっている。 ステークホルダーの認証評価の期待に応えていくためには、認証校は「教育の質維持向上」にど ういう課題がるのか、その質的評価の面をも公表していくべきではないであろうか。 （理事長 伊藤文雄）
II. General Information
＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝ 1. 2019 年度年次総会について 2019 年 3 月 6 日-8 日、品川の Shinagawa Season Terrace で、2018 年度の年次総会が開催され、下 記の案件が承認されました。 １） 2018 年度収支決算の件 ２） 2019 年度予算（案）の件 ３） マネジメント人材育成協議会設置の件 ４） 任期満了に伴う新役員選任等の件 2018 年度収支決算では、前年度に引き続き黒 字計上となりました。これに伴い、2019 年度に おいては国際合同調査研究プロジェクト活動を 再開し、Joint Research Project No.8 ”Humanizing the school’s Management Education for
Sustainable Economic Development in
Asia-Pacific” 実施の予算案が承認されました。ま た、2018 年 11 月に開催された学長・学部長会議 の「バンドン声明」に基づき、東京、バンコク、 クアラルンプールそしてバンドンにそれぞれ「マ ネジメント人材育成協議会」を設置することが承 認されました。任期満了に伴う新役員選任につい ては、指名委員会委員長Dean Qinhai Ma より現 伊藤代表理事の推薦が報告され、理事会及び総会において承認され再任されました。伊藤代表理事 より下記の新経営執行役員の推薦がありました。

2. UII に新会員証書の授与
総会におきまして、2018 年度に入会された Faculty of Economics, Universitas Islam Indonesia (UII), Yogyakarta, Indonesia の Vice Dean Dr. Arief Rahman に会員証が授与 されました。UII は 1945 年 7 月にジャワ島中部のジョグ ジャカルタに設立されたイスラム教主義の教育研究が行 われる私立大学で、約2 万 3 千人の学生が在籍していま す。この度会員になられた学部は経済学部で 1948 年 3 月に開設され、約5 千人近くの学生が在籍しています。

III. Global Knowledge Network Information
＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝＝ 1. 特別講演会の開催 2019 年 3 月 7 日、総会に引き続き、昨年 11 月のバ ンドン会議の声明に従い国際学術交流推進プロジェク トの推進の一環として、「特別講演会」を開催しました。 文部科学省高等教育局高等教育企画課国際戦略分析 官の林和彦氏（Director for International Analysis, Higher Education Bureau, Ministry of Education, Culture, Sports, Science and Technology of Japan）よ り、“Internationalization and the System of Japanese Higher Education”について、日本の高等教育のグロー バル化に対応した教育研究環境づくりについての文部 科学省の施策についてご講演いただきました。
次に、その個別事例として京都大学大学院経営管理 大学院院長の原良憲教授（Graduate School of
Management, Kyoto University）より、“International Collaborative Degree Opportunity Program”について京 都大学の実例を講演いただきました。
2．東芝機械株式会社(TOSHIBA MACHINE CO., LTD.)御殿場工場の見学
2019 年 3 月 8 日、朝から快晴の天気に恵まれたなか大型バス 2 台で、東名高速自動車道を利用し て東京から御殿場インターまで行き、そこから一般道を経て東芝機械株式会社御殿場工場を訪問 しました。東芝機械株式会社は、射出成型機（injection machines）、ダイカストマシン（die-cast machines）、押出成形機（extruders）、微細転写装置（microscoppic transcriptional machinery）、 精密機器（precision machinery）、工作機械（machine tools）、電子制御装置（electronic control devices）、産業用ロボット（industrial robotos）などの開発、製造、販売及びレトロフィット・ア フターサービス（retrofit after-sales services）をしている会社です。御殿場工場（Gotemba Plant） では、工作機械（machine tools）の製造をしており、工場ではテーブル形横中ぐり盤（Table-type Horizontal Boring Machine）の工作を見学いたしました。工場見学の後、別室にて御殿場工場長代 理（Deputy General Manager Gotenba Plant）の高津英雄様より説明を受け、質疑応答の機会をい ただきました。

総会の後、同ホールで懇親会がDean Rapeeporn Srijunpa (Burapha University, Thailand)の司会で 開催され、Universitas Hasanuddin の教職員及び青山学院大学学生達による歌の披露と Burapha University 教職員によるタイダンスの指導がなされました。また、司会者より ABEST21 入会希望の タイのMahasarakhom University の Associate Dean Dr. Pornlapas Suwannarat の紹介がなされまし た。

4. Joint Research Project No.8 の実施について
-“Humanizing Management Education for Sustainable Economic Development in Asia-Pacific”-
3 月 7 日開催の理事会において Joint Research ProjectNo. 8 の実施予算が承認されたのを受けて Research Division において下記の実行委員会が組織されました。

1) Background
“Humanizing the School’s Research and Education” is one of the important criteria of ABEST21’s
accreditation system for quality improvement. Following the intensifying globalization process and advancement of technological innovation where robotics, machine learning, artificial intelligence and digitization are changing the ways we do business, human factors are playing more critical role in today’s management process for sustainable development. What does humanizing management mean to businesses? To what extent are the business schools incorporating the humanizing aspect into their management education? These are some of the issues to address in this research project.
2) Objectives of the study
(1) To examine the level of understanding/awareness of the concept of humanizing management education among ABEST21 members
(2) To document and analyze the practices initiated at business schools in humanizing business management education
(3) To identify challenges in the implementation of humanizing efforts
(4) To investigate key stakeholders’ viewpoints on the importance of humanizing management education.
3) Methodology
This project will be carried out in two phases. The first phase of the study aims to analyze the humanizing practices among ABSET21 members, to gauge the level of understanding of humanizing as well as the challenges encountered in the implementation of humanizing activities. For this purpose, surveys will be conducted at ABEST21 member schools located in Japan, Indonesia, Thailand and Malaysia. In addition to collecting inputs from ABEST21 members via survey and

discussion, content analysis will be carried out to analyze ABEST21 member schools’ humanizing initiatives as reported in the Self-Check Report submitted by members for accreditation purpose. The preliminary findings will be shared and discussed at the International Symposium 2020 scheduled in March 2020.
The second phase of the study involves discussions and interviews with key stakeholders, particularly companies, government agencies and other related organizations on the importance and the relevance of humanizing management for sustainable development.
5. 国際シンポジウムの開催について
ABEST21 は、2020 年 3 月 12 日、青山学院大学総研ビル 12 階国際会議場にて ABEST21 創立 15 周 年 を 記 念 し て 国 際 シ ン ポ ジ ウ ム”Humanizing Higher Education for Sustainable Economic Development in Asia-Pacific”を、国際連合大学の Institute for the Advanced Study in Sustainability の協力を得て開催することになりました。詳細は追ってお知らせいたします。
6．2020 年度総会開催について
2020 年度総会は、2020 年 3 月 12 日、会員校である青山学院大学総合研究所ビル 12 階の国際会 議場での開催を予定しています。特に、12 日の午後からは現在 Research Division で進められてい る”Humanizing Management Education for Sustainable Economic Development in Asia-Pacific”につ いての国際シンポジウムの開催を計画しています。

12 3. 2019 年 3 月認証評価審査結果の報告書の提出
2019 年 3 月 25 日、文部科学省高等教育局高等教育企画課 (Higher Education Policy Planning Division, Higher Education Bureau, Ministry of Education, Culture, Sports, Science and Technology of Japan)に、日本の専門職大学院 3 校と中国、インドネシア、マレーシア及びタイの７大学の経営大 学院等の計10 校の認証評価審査結果の内容を説明し、その下記 3 巻（全 1,300 頁）の審査報告書 （英文）「マネジメント教育の質の維持向上に向けてー平成 31(2019)年 3 月認証評価結果要旨 （”Aiming to enhance the Quality of Management Education in a Globalized Society”）」を提出しま した。

Following The Accreditation Seminar I on January 21, 2019; ABEST21 conducted Quality Improvement Seminar II on 26 April 2019 which was held at School of Business and Management, Institut Teknologi Bandung, Indonesia. In this seminar, the participants were Administrative Staff from several school that are preparing to submit the Quality Improvement Plan (QIP) and Self-Check/Self-Evaluation Report (SCR). There were also some schools that are in the process of becoming ABEST21 member. The objective of this seminar was to provide knowledge about ABEST21 Accreditation Processes and guidance on how to prepare the accreditation reports. It is important to provide knowledge to administrative staff as they are part of the school and will be involve in the accreditation process.
There were four sessions that delivered in the seminar such as The ABEST21 Accreditation System, Quality Improvement Strategies (QIS), Self-Check/Self-Evaluation Report (SCR) and KAIZEN Report (KR). These topics were delivered by Prof. Dr. Sudarso Kaderi Wiryono, Dean of School of Business and Management, Institut Teknologi Bandung; Professor Emeritus Dr. Fumio Itoh, President of the ABEST21; Prof. Dr. Utomo Sarjono Putro, Vice Dean of School of Business and Management, Institut Teknologi Bandung; and Dr. Yasmine Nasution from Faculty of Economics and Business, Universitas Indonesia.
In the seminar, participants learned the 26 ABEST21 Standards and 142 criteria that have to be in line with the School’s mission. To achieve the mission, each School has to analyse its environment and develop their uniqueness compare to other schools. In the Seminar, the participants also learned

other things that they need to prepare in advance. For example, collecting and maintaining an accurate data is one of important aspect in accreditation process. Since the beginning of the process, when the School is developing its action plan, the School should also think what supporting document that is necessary to show the performance of the action plan. Other thing that is also important is team work. Because accreditation process will involve not only the School’s management, but also the faculty member, students, alumni and administrative staff; there should be a good team work in order to improve the School quality.

6. 認証校の広報活動
1)School of Business and Management, Institut Teknologi Bandung, Indones
2018 年 3 月、ABEST21 International はインドネシアのバンドンに設置されている School of Business and Management, Institut Teknologi Bandung に最初の ABEST21 Academic Unit-based Accreditation System(AAAS)による認証評価をいたしました。AAAS は、School of Business and Management に設置されている学士課程、修士課程及び博士課程の全学位プログラムを認証評価す るシステムです。学部全体の教育質保証をしていくことによる国際学術交流の推進を ABEST21 は 支援していきたいと思います。
2) Faculty of Economics and Business, Universitas Hasanuddin, Indonesia
2019 年 3 月 7 日、インドネシアのセラウシ島のマカッサルに設置されている Faculty of Economics and Business, Universitas Hasanuddin の学士課程に設置されている経済学士プログラムに対して、 認証評価がなされました。Universitas Hasanuddin は経済学の研究教育活動に伝統があり、経済学 士プログラムの認証評価の受審となりました。経済学士プログラムの認証評価は ABEST21 では初 めての認証評価であり、インドネシアの他大学の経済学研究教育活動に大きな影響をあたえました。 この度、ハサヌディン大学より発行のNewsletter-March 2019 にその報告がなされました。
