Notification (Change) of place of residence
Under the new residency management system, foreign residents are to be Entered in Japan’s Basic Resident Registration System. Consequently, foreign residents will be listed on the Basic Resident Registration along with Japanese residents.◇Those who have come to Japan for the first time
Those who have received a resident card at a port of entry/departure (*) are asked to visit the municipal office where they live with their residence card, and notify the Ministry of Justice where they live in within 14 days of finding a place to settle down.
(*)This includes those in possession of a passport stating “A resident card will be issued later.” In such a case, please be sure to bring your passport to your municipality’s office and follow the necessary procedures.
◇Those who have moved into a new residence
A mid-to long-term resident who has changed his/her place of residence is asked to bring his /her resident card to the municipal office of his/her new residence and notify the Ministry of Justice of the new residence within 14 days of moving to the new residence.

Foreigners registered as residents in Japan, including mid-term residents and special permanent residents, will receive an Individual Number, also known as “My Number” in Japanese, from a municipal office. Childbirth (Birth Registration)
Note: In Japan, no matter where a child is born, the child has the same nationality as the parents. If one parent is a Japanese citizen, the child will have double citizenship until their 22nd birthday.
①Notification of birth should be submitted within fourteen days of the birth at the Citizen Affairs Department of the city, ward, or town hall located in the region where the child was born. The registration form is available at the city, ward, or town hall, and is also commonly handed out at the hospital where the child was born along with their birth certificate.
・ Procedures for recording proof of completed birth registration in the Mother and Child Health Handbook, assistance for the child’s medical expenses, and the child allowance can be completed at your city, ward, or town hall. People enrolled in the National Health Insurance progam can also apply for the one-time birth payment and enroll their child in the program.
②Submit your birth registration to your country’s embassy or consulate in Japan to receive your child’s passport.

To get married in Japan, the Japanese spouse needs to bring an official copy of their family register, and the foreign spouse needs to bring the following documents (if submitted documents are written in a foreign language, they also need to be translated into Japanese) to the city, ward, or town hall in their place or residence, and register their marriage there. If you are required to submit notification to your country’s embassy or consulate, submit the Certificate of Acceptance of Marriage Registration you received from the city, ward, or town hall. Death (Death Registration)
In the event of a death, notification must be submitted to the city, ward, or town hall in the deceased’s place of residence within seven days, along with the Death Certificate from a doctor or coroner. The Notification of Death Registration is usually included with the Death Certificate or Post-Mortem Certificate. Notification must also be submitted to the embassy or consulate of the deceased’s country, and the deceased’s Certificate of Alien Registration or a resident card must be returned to the Immigration Bureau.

(Personal Seal Registration)
In Japan, personal seals with a name carved on them (called “inkan” or “hanko”) are used in the same way as a signature. A personal seal that has been applied to be registered at a city, ward, or town hall is known as an “officially registered seal.” After registering your seal, a Personal Seal Registration Certificate will be issued.
An officially registered seal and Personal Seal Registration Certificate are required to enter into contracts concerning rights, such as registering an automobile, buying and selling real estate, or other business transactions. To apply for the Personal Seal Registration Certificate, present your Personal Seal Registration Card at your city, ward, or town hall, and fill out the Personal Seal Registration Card

Residence Procedures
To reside in Japan, you must complete procedures at the Immigration Bureau.
At the Immigration Bureau, a landing permission seal will be affixed to your passport that includes your “status of residence,” which indicates what you can do in Japan, and your “period of stay”, which indicates how long you may remain in the country.
Procedures for activities other than those indicated by your status of residence, and for staying longer than your period of stay, are also completed at the Immigration Bureau. If you do not complete these procedures, you may be subject to punishment or deportation.

◇Aquiring Status of Residence for Newborn Children
When a child is born in Japan and will stay in Japan for 60 days or longer, their parent or near relative shall apply for permission to acquire status of residence for them at the nearest Regional Immigration Bureau from your residential address within 30 days of birth.
Before applying for permission to acquire status of residence, it is necessary to submit Birth Registration to the town, city, or ward hall, as well as to submit Birth Registration to the embassy or consulate in Japan of the child’s country and have a passport issued.

◇Re-Entry Permit
When temporarily leaving and re-entering Japan during your permitted period of stay, if you obtain a re-entry permit ahead of time you will not need to obtain a new visa. If you obtain a re-entry permit, leave Japan, and re-enter Japan during the term of validity, you do not have to complete foreigner registration again. Single and multiple re-entry permits are available.

②Income tax is calculated at the year-end tax adjustment *Income tax is calculated at the end of the year depending on your insurance premium, changes to dependents, etc. A “Statement of Earnings” is issued by your employer by the end of the following January. The Statement of Earnings is a document that verifies that you have paid taxes. It is required for changes to your status of residence, etc., so please keep it in a safe place.
*If you earned income other than your salary
(through independent business, if tax is not withheld from your income at your place of employment, or if you received income from two or more places) :
You must submit a tax return with the tax office yourself. Report your income and expenses from January to December of the previous year to the tax office by March 15, then pay income tax.
◇Income tax refunds
If you file a tax return in any of the following cases, you can receive a refund of your income tax. At that point, documentary evidence such as receipts of medical expenses will be required.
①If the amount of compensation from health and life insurance deducted from the medical expenses you paid in the previous year is more than either ¥100,000 or 5% of your total income, whichever is less
②If you have suffered a natural disaster or theft
③If you have purchased housing with a loan

◇Resident tax (Jumin-zei)
The city, ward, or town hall of the municipality where you are living as of January 1 collects municipal and prefectural taxes together. Based on the tax return you submit to the tax office, a total is collected that is comprised of the amount calculated based on your income of the previous year together with a fixed amount. For salaried employees, this tax is deducted from their monthly salary from June until May of the following year.
People who are self employed will receive a tax notice sent from their city, ward, or town hall in June and shall make four payments in June, August, October, and January (times may differ according to municipality).

also a non-resident, under the treaty, if you meet the various specified terms (such as being a university student or other student, or if your period of stay is short term), you may be able to receive an exemption from income tax or local tax through submitting the “Application Form for Income Tax Convention” to the tax office or your city, ward, or town hall.
◇Consumption tax (Shohi-zei）
A tax of 8% applies to provision of goods or services purchased from people carrying out business.
◇Vehicle tax/Light vehicle tax (Jidosha-zei/Kei-Jidosha-zei)
The vehicle tax applies each year if you own a vehicle on April 1. A tax notice will be sent from the prefecture you live each year in May to the address that you have registered with the Land Transportation Office. Please be aware that if your vehicle is out of service, you must promptly complete the necessary procedures with the Land Transportation Office, or you will be taxed for it. The light vehicle tax applies if you own a motorcycle (motorized bicycle) or a light vehicle (includes large and medium size motorcycles) on April 1. A tax notice will be sent from the city, ward, or town hall in your place of residence, which is to be used to pay the tax.
