In this paper, the concept and algorithm which analyze and design management information systems was pro­ posed. The principle theory is based upon the method of Work Design by Gerald NADLER and Data Oriented Analysis or Object Oriented Analysis ideas. The remarkable point of the proposed concept is described by the hybrid approach which looks like a bottom-up approach for the endusers, and on the contrary for managers, looks like a top-down approach. In addition, the Quantitative Theory III is introduced to construct the ideal business process in the management information system.

The proposed approach is (I} design a backbone process in system, (2) draw up a list of necessary business process and data sets with respect to each component, (3) arrange the sets of business process and data to design business process. Furthermore, the proposed concept and the approach which construct management information system were tried to apply and examine to college education system especially for department of lndustrial Man­ agement both on teacher and student sides.
