Renewal of National Health Insurance Cards New health insurance cards will be sent by simple registered mail by July 31 (Fri.) to those who are enrolled in National Health Insurance. If you do not receive your card by August, please call the National Health Insurance Section.

Renewal of Certificate of Eligibility for Ceil-ing-Amount Applications

The period of validity for Certiicate of Eligibility for Ceiling-Amount Applications, which are applications for cards that can be used at medical institutions to restrict the amount paid to the personally borne expense ceiling, is until July 31 (Fri.), 2015. Since those who are enrolled in National Health Insurance and currently have a Certificate of Eligibility for Ceiling-Amount Application must also submit a new application form, please come to the National Health Insurance Section with your health insurance card on or after July 23 (Thu.).

National Health Insurance Premium Invoices Will Be Mailed

The invoices for the FY2015 National Health Insurance Premiums are scheduled to be mailed to the head of the household on July 13 (Mon.). Payments are to be made in nine installments from July through March of next year. Please pay by the deadline at a designated inancial institution or convenience store. In addition, as a rule, National Health Insurance premiums are deducted from the pension for households in which all members (including the head of the household) enrolled in National Health Insurance are between 65 and 74 years of age.

Renewal of Latter-Term Elderly Health Insur-ance Cards

New health insurance cards will be sent by simple registered mail by July 31 (Fri.) to those who are enrolled in Latter-Term Elderly Health Insurance. If you already have a Ceiling-Amount Application/Standard Expense Reduction Authorization Card and will be eligible from

August 1 as well, a new card will be mailed by simple registered mail together with the health insurance card.

Latter-Term Elderly Health Insurance Pre-mium Invoices Will Be Mailed

The invoices for the Latter-Term Elderly Health Insurance Premiums are scheduled to be mailed on July 15 (Wed.).

Nursing Insurance Premium Invoices Will Be Mailed

For those who are 65 years of age or older the FY2015 Nursing Insurance Premium Invoices will be mailed to those who pay by regular collection (with an invoice) on July 15 (Wed.); and notifications will be mailed to those who pay by special collection (deduction from the pension) in mid-September.

Days When Hyperthermia Is Common and Causes • Days when the temperature suddenly rises compared

to the previous day

• Days when the temperature is low but the humidity is high

• When a person who has been working indoors suddenly goes outdoors to do work

• Strenuous exercise under the hot sun • Lack of sleep

• Children and the elderly are at higher risk

Note: Most cases occur around 10 a.m. and between 1 to 2 p.m.

Hyperthermia Prevention • Even when not moving actively,

you can perspire without noticing on hot days. Be sure to stay hydrated. • W h e n y o u f e e l t h i r s t y , y o u

may already be suffering from dehydration. Be sure to hydrate before feeling thirsty.

• Also hydrate before exercising.

• To replenish sodium along with luids, carry sports drinks or candy that contains sodium.

• Do not overwork when it is hot, and be sure to take plenty of breaks.

• Wear cool clothes, and protect yourself from the sun by wearing a hat when you go outside.

• If you feel hot or tired, avoid overexerting yourself and quickly ind a cool place to rest.

• It is also effective to cool your body with a shower or a towel.

• Be sure to get plenty of sleep.

• Ventilate your work place by, for example, using a fan, and keep your body temperature low by using an ice pack, or the like.

Hyperthermia Symptoms

• Heat syncope: Low blood pressure, dizziness, fainting, and pale face color

• Heat exhaustion: Dizziness, headache, or nausea from dehydration

• Heat cramp: Pain and cramps in legs, arms, and stomach area due to dehydration and low sodium in the blood

• Heatstroke: Elevated body temperature, unconsciousness, and even death in some cases

First Aid in the Case of Hyperthermia • H a v e t h e p a t i e n t d r i n k a n o r a l

rehydration solution (mixture of salt and glucose dissolved in water) or sports drink (be careful when giving to infants and toddlers).

• Cool body parts where arteries are concentrated, such as armpits and joints.

• Rest the patient in a cool location.

• Urayasu City residents can use the Urayasu City Emergency Medical Telephone Consultation Service (Tel: 0120-24-9250) 24 hours a day, year-round. • If the symptoms do not improve, take the patient to a

hospital immediately.

• If the patient has symptoms such as unconsciousness or slow reactions, call an ambulance.

Hyperthermia occurs most often between July and August. Hyperthermia is caused when the

temperature and humidity are high and can also occur indoors. Keep the following in mind to enjoy

the hot summer in good health.

Hideki Matsuzaki, Mayor of Urayasu

As usual, this spring was full of many special events.

On April 11—a period after most entrance ceremonies were completed—The Color Run: Tokyo Bay, attended mostly by young women in their 20s and 30s who gathered from 33 prefectures, was held in the midst of an excited crowd of about 12,000 persons at Sogo Park in the Akemi district.

On May 16 and 17, the Red Bull Air Race—the fastest race in the world, also known as the “Formula-1 of the Sky”—was held for the irst time in Asia over the ocean near Maku-hari of Chiba City. Urayasu City became the backyard of the event with the revetments in Akemi and Hinode, which are managed by Chiba Prefecture, serving as the temporary run-way, hangar, and fuel base. While the event was publicized in advance on TV as a Makuhari event, Urayasu, where the contestants and airplanes could be seen up close, became the fo-cus for airplane enthusiasts, and many people were drawn to our city for days. On the days of the event, about 3,000 city residents were entranced by the special large high-deinition screen that was set up for public viewing.

On May 6, rice was planted at Shisuimachi of Chiba Prefecture as part of an annual city exchange program, and 17 families enjoyed rice planting together with Mayor Kosaka of Shisuimachi and the people of the Nekoya district—which is a forest area near Shisuimachi.

In addition, on May 12 this year, rice was planted for the irst time at Ogata Village of Akita Prefecture, as introduced in the February 1 issue of City News Urayasu.

Ogata Village is a large farming village that was created when Lake Hachirogata was re-claimed as part of a national government program and made into farmland, with an average cultivating area of about 15 chobu (15 hectares or 45,000 tsubo) per farm.

For our recent rice-planting event, village resident Mr. Sueda offered one chobu of his ield (one hectare or about 3,000 tsubo), and we planted rice seedlings together with Chair-person Ueno of the Urayasu Local Activities Promotion Council.

Actually planting rice made us realize the amazing scale of the task.

While the variety of rice that will be harvested this autumn from this one-chobu ield is “Akita Komachi,” it will be shipped out under the brand name of “Urayasu Komachi.”

Of utmost interest is that “Urayasu Komachi” fulilled the authorization standards of JAS (Japanese Agricultural Standards) designating that a ield must be completely pesticide-free and use only organic fertilizer for three years.

In addition, with our recent visit to Ogata Village, it looks like we will be able to develop yet another new program.

Since I had heard that Urayasu City Work Station (a work facility for the disabled), lo-cated in Chidori district, began a challenging new program of making natto (fermented soy beans) on a trial basis, I casually asked, “Are there any organic soybeans here?” I was amazed to unexpectedly hear that JAS-authorized ields also farm soybeans on a rotational basis as green manure.

I immediately received a 5 kg sample when leaving Ogata Village, and gave it to Work Station. They were very happy because they had been looking for organic soybeans without success until now and were very excited at the thought of being able to sell a new brand of organic natto.

My stomach is already growling in anticipation of enjoying Urayasu Komachi rice and Urayasu organic natto this autumn, when it will be the perfect time of year for satisfying the appetite.

Beware of Photochemical Smog

Photochemical smog easily occurs when the sun is strong, the temperature is high, there is little wind, and visibility is hazy. When there is a photochemical smog alert, please refrain from stepping outside and close the windows to keep the outside air from coming in. If your eyes become itchy or your throat irritated, it is a good idea to wash your face or gargle. Children are particularly vulnerable, so please be careful. To check whether there is photochemical smog, you can use the disaster prevention radio broadcast or the “Impor tant Announcement
