1.Introduction

Inthefirsthalfofthel980s,themassmediabegantogiveincreasingcoverage totheissueoffbreignworkersinJapan,Atthattime,womenfromSoutheastAsian countrieswereworkinginentertainmentbusmessesintheservicesector,withan undergroundcharacter、Inthesecondhalfofthel980s,increasingnumbersofmale fbreignworkerscametoJapantoworkinthemanuftlcturingsector,asJapanwas gomgthroughthe“bubbleeconomy”boom・Mostofthesemaleworkerswerealso Asians,especiaUyfromBangladeshandPakistan,However,theemploymentoffbr‐

eignworkersmunskilledmanufacturingjobswasprohibitedunderlaw・Therefbre theemploymentoffbreignworkersinthel980shadanillegalcharacteristic・The massmediacarriedmanyreportsontheexploitationoffbreignworkersI・

ArevisionofthelmmigrationControlandRefilgeeRecognitionLawcameinto fbrceinJunel990Becauseofthis,secondandthirdgenerationsofJapaneseemi‐

grantsintoSouthAmericancountries(so-calledNikkeyjin),whodonotoftenhold Japanesenationality,areallowedtogetvisaswhichenablethemtoworkfreelyin JapanThesevisasareissuednotonlytothedescendantsofJapaneseemigrantsbut alsototheirspouses,whodonotnecessarilyhaveanyJapanesebloodOntheother hand,therevisionincludestheimpositionofpenaltiesagainstemployerswhoemploy fbreignworkersillegaUy・Thus,thenumberofAsianworkersdecreaseddrastically,

andBraziliansandPeruvianssucceededtheminunskilledworkmthemanufacturing sector・ThenumberoftheseNikkeyjinworkersincreasedtremendouslyatthebegin‐

ningofthel990s・

Istheemploymentoffbreignworkerssincethesecondhalfofthel980sanew phenomenonfbrtheJapanesemanufacturingindustry?Theanswermaybeaffirma-

tiveifweconsideronlythenationalityoftheworkersinthefactories、IsitTeallya newsystemfbrJapanesecorporations,however?Ifweconsidertheso-calledJapa- nesemanagementsystem,wemayalsofIndourselvestemptedtoansweryes、Lifetime employmentisoneofthemostfamouscharacteristicsofthisSystem,anditisclear thatcorporationsemployfbreignworkersonlytemporarily,Iftheemploymentof fbreignworkersisanindispensablefnctorfbrJapanesemanagementsmthemanufac‐

turingsector,wemustalsosaythattemporaryemploymenthasalsobecomeanindis- pensablefactor.

Butwhatisthereality?Iwouldliketoexaminethecharacteristicsoftheem‐

ploymentoffbreignworkersinJapanesemanufacturinginthecontextofso-called

"Japanesemanagement”ortheJapanesesystemofproductio、2.Forthispurpose,I collectedbasicdatathroughinterviewswithmanagementstafTofmanufacturing compames・Thesecompaniescanbeclassifiedintotwotypesinthecontextofthe employmentoffbreignworkers・Oneisfirst-orsecond-tiersubcontractorsfbrlarge flnalassemblingmanufacturingcompanies,andtheotherin-plantcontractorfbr manufacturingcompanies・Thecompaniesofthesecondtypeoftencallthemselves manufacturingcorporations,butinfacttheytypicallydonotpossesstheirownfac‐

tory,andinrealitydispatchtheiremployeestotherealmanufacturingCompanies.

lLOutlineofEInployⅡnentFormofForeignWorkers

Itisimportanttounderstandtwotermsinthecontextofthesystemofemploy‐

mentoffbrei部ersasunskilledworkersinJapan:directandindirectemployment・

TheMinistryofLaborhasconductedsurveysonthesituationofemploymentof fbreignerssinceJunel993、PublicJobSecurityOfficesconductsurveysofestablish‐

mentsintheirareasofjurisdictio、,askingifthecompaniesemployfbreigners,and howmanyofthesefbreignerstheyemploydirectlyandhowmanyindirectly・AC‐

cordingtothesurveyofJunel,1995,inthemanufacmringindustry,6,944establish‐

mentsthroughoutJapanwereemploymg60,649fbreignersdirectly,and1,998 establishmentswereemploying37,Z45fbreignersmdirectly(MinistryofLabor,

1996).Thissurveyisnotalwayscomplete,however,inthejurisdictionofevery PublicEmploymentSecurityOfflce・Thequalityofthedatadependsontheknowl‐

edgethepersoninchargeofthesurveypossessesontheinternalconditionsofhisor herareaandontheCompanies,Onefbreignworkermaybecountedtwiceifheorshe isregisteredasbothdirectlyemployedatanin-plantcontractorandindirCctlyem‐

ployedatarealmanufacturingcompany3.

A1thoughpeopleoftenusetheterm‘`workerdispatch,,torCfbrtotheindirect employmentoffbreignersinamanufacturingcompany,theLaborDispatchLaw distinguishes``workerdispatch,,fromindirectemploymem・Accordingtothislaw,

``workerdispatch',meansthataworkerisemployedbyadispatchingcompanyand worksatanothercompanyunderthesupervisionandcommandofthissecondcom-

pany・Thistypeofemploymentandworkisonlylegallypermittedfbrlimitedoccu- pations,suchassomeprofbssionalserviceactivitiea

AccordingtotheCivilCodeandtheopmionoftheMinistryofLabor,one shouldusethephrase``in-plantcontracting,,torefertotheindirectemploymentof unskilledworkersbyarealmanufacturingcompany、Thismanufacturingcompany shouldnotsuperviseandcommandtheworkersithasemployedindirectly・The supervisionandcommandarethedutiesofthecompanywhichemploysthemdirectly anddispatchesthemtotherealmanufacturingcompany・Thatcompany,which conductssomebusmessinthefactoryoftherealmanufacturingcompanyonacon- tract,mustsuperviseandcommanditsemployees・Therefbre,theworkersemployed bythein-plantcontractorshouldbedistinguishedfiomtheworkerswhoareem‐

ployedbytherealmanufacturingcompany,ebgbymeansofunifbrmcolorsorsome othercleardistinction,ThecontractingcompanymusthaveitsownofTicesome‐

wherewithinthefactoryoftherealmanufacturingcompany・Theauthoritiescon- siderthatsuchanofTiceisindispensablefbrsupervisingandcommandingwork4・

Infact,however,manyfbreignersareemployedbyselfLstyledin-plantcontrac‐

tors,andreceivecommandsnotfromthein-plantcontractorbutfromtherealmanu- facturingcompany・Inmanycasesonecannotdeterminefromacasualglancewho isemployingthefbreignersmthefactory,therealmanufncturingcompanyorthe in-plantcontractor、Allthepeopleinvolvedoftenhavetheconsciousnessthatthe dispatchingcompanyrecruitsfbreignersandmerelysendsthemtotherealmanufac- turingcompany,thusprovidingasolutionfbrthelackofunskilledlaborfbrce・

Thissystemispartlyanewphenomenon,butpartlyatraditionalone、Itisa commonviewthatfbreignersareemployedparticularlybymanufhcturingcompanles whoseemployeesareengagedmso-called“3-K"jobs:kik2〃(dangerous),kjrα"αi

(dirty),andAj函zJj(hard).Asaresultofeconomicdevelopment,fewerandfewer youngJapanesepeoplearewillingtoworkatfactorieswithSuchcharacteristics・And theyreallydonotneedtodoso,becausetheycaneasilyfIndjobsintheserviceindus‐

tries,Thus,startinginthemidl980sandthebeginningofthel990s,manufacturing companybegantoemploymoreandmorefbreignersintheplaceofyoungJapanese、

Fromthispointofview,theemploymentoffbreignersmayweUbeconsideredtobe anewphenomenoninJapanCertainly,manypeoplesharedthisopinionduringthat period.

111.ConnectionsbetweenOkinawaandTemporaryWorkers

fromLatinAmcricanCountries

ltisweUknown,however,thatingeneralbothlargemanufncturingcompanies andsmall-andmedium-sizedoneshaveadaptedthemselvestobusinessfluctuations throughtheemploymentoftemporaryworkers・Theyhavebeenusednotjustto makeadjustmentstoso-calledshort-termbusinessHuctuations,ofoneortwoyears,

buttoevenshorter-termones,namelyseasonalfluctuations・Thecharacteristicsof someproductscreateseasonalfluctuationsindemand・Oneexampleisautomobile batteries,whosesalesrisedramaticaUyinthewinter,whentheytendtobecomedead・

Thedemandfbrhouseholdelectricappliancesoftenfluctuatesaccordingtotheseason

aswelL

First-andsecond-tiersubcontractmgmanufncturingcompaniestendtobemore exposedtosuchseasonalbusinessHuctuations、Theyoftenengageinthefillingof ordersfromalimitednumberoflargermanufncturingcompanies,whichassemble partsintofinalproductsfbrthemarket、Thus,theydonothavethecompetenceto setindependentproductionplans,Theymerdyadaptthemselvestotheproduction plansoflargercompames,andtheorde応fromlargercompaniesoftenincreaseor decreaseaccordingtotheseasonTherefbremanyfirst-andsecond-tiersubcontrac‐

torshavelongemployedseasonaltemporaryworkers,atleastsincethel960sand l970s・ThisisparticularlythecasefbrtheautomobileindustIy・

IconductedintensiveinterviewswithmanagementstafTateightfirst-and second-tiermanufacturingcompaniesbetweenl995andl9g75,Insixofthesecases themanagerssaidthattheyhademployedseasonaltemporaryworkersfromperiph- eralareasmJapan・Thetwoparticularareasmentionedwerethenorthernpartof

Japan(TohokuandHokkaido),andtheotherOkinawainthesouthlnordertofmd seasonalworkers,personnelhomthecompaniestraveledtotheseperipheralareas everyyear、Theytoldme,however,thatinthebeginningofthel980sitbecamevery difTiculttofindsuchseasonalworkers・Onereasonisthatmanyfnctorieswereestab‐

lishedmtheperipheryinthel970sandthel980s,andbyworkinginthoseestablish‐

mentsfarmerscouldeamalivingintheirhomeregionsthroughouttheyear・

ManufacturingcompaniesinJapan,sgiantcorearea,whichstretchesfromtheTokyo‐

YokohamametropolitanareatotheOsaka-Kyoto-Kobemetropolitanarea,graduaUy cametodependonin-plantcontractorstorecruittemporaryWorkers、Itmaybe naturaltoassumethatin-plantcontractorshavebetterknow-howregardingthere‐

cruitmentoftemporaryworkerstha、dotherealmanufacmringcompanies、The Japanesewhomthein-plantcontractorsrecruitedincludednotonlyfnrmersbutalso peoplewhooftenhadnofixedresidencebecauseoftheirpersonalhistory・We should,however,notethatOkinawahasplayedacrucialroleinsendingyoungtem‐

poraryworkerstothecoreareasofJapan・

LocalnewspapersinOkinawacarryhelp-wantedadvertisementsfbrcompanies mthecoreandsemi-core(orsemi-peripheral)areaseveryweek・StaffSfiPomthe personneldepartmentsofthecompaniescometoOkinawaandinterviewcandidates inthePublicJobSecurityOfY1cesinOkinawa,SomecompanieshavebranchoffIces inOkinawawhichenablethemtoconstantlyrecruittemporaryworkers、ThePublic JobSecurityOfYYcesactivelysupportthejob-seekingactivityofpeopleinOkinawa andtheiremploymentoutsidetheprefecture、Theyalsosupporttherecruitment activitiesofcompaniesfromthecoreandsemi-coreareas、Thereasonfbrthisisthat Okinawa,sunemploymentrateismuchhigherthanthatintheotherprefecturesof Japan・Forexample,theunemploymemrateinOkinawawas4.4%in1989,inthe midstofthebubbleeconomy,whileitwasonly2、3%fbrinJapanasawhole(Divi- sionofEmploymentSecurity,OkinawaPrefecturalGovernment,1998).According toanestimatebytheStatisticsDivisionoftheOkinawaPrefecturalGovernment,the unemploymentrateofpeoplebetweentheagesofl5and29wasevenhigherthanthe averagefbrOkinawa・Itwas10.3%in1993,whiletheaverageunemploymentrate was4.4%fbrOkinawa,and2.5%fbrJapanasawhole・

Thus,youngpeoplehavecomefiomOkinawatoworktemporarilyinthecore areas,whilemiddle-agedfarmershavecomefromthenorthernpartofJapanItis worthnotingthatthefnrmerscanonlycometoworkduringthewinter・Ontheother hand,peoplefromOkinawacanworktemporarilyinallseasons・Itisthusrational thatin-plantcontractorsgivemoreattentiontothesituationinOkinawa,goingthere toseektemporaryworkersfbrlargemanufhcturingcompaniesinthecoreareas、

AccordingtomyinterviewswithmanagingstafTinsomecompanies,oneofJapan,s largestin-plantcompanies,whichislocatedinKawasakiCity,recruitedmanymale

workersfromOkinawainthel980s・

OkinawaisoneofJapan,speripheralareas,Theproportionofemigrantsabroad tothetotalpopulationwasalreadythehighestamongJapan,s47prefbcturesmthe prewarperiod・ItwasaIsorankedsecond,afterHiroshima,intermsoftotalnumber ofemigrantsbetweenl899andl937(Ishikawa,1980).Emigrationfi「omOkinawato

LatinAmericancountriesinfnctcontinuedafterWorldWarlIaswelLOkinawawas

damagedmthewar,andmanypeopleemigratedtoLatinAmericancountries,partly becausetheUSarmyhadoccupiedtheirfnrmlandfbruseasmilitarybase6・Itis

naturaltothinkthattheseemigrantssometimesretumedtoOkinawatovisittheir relatives・Itisquiteconceivablethatthesepeoplelearnedthatitwaseasyfbr OkinawanstoflndtemporaryjobsinthecoreareasofJapan

Infact,therewasaconnectionbetweentheemigramsfromOkinawaandthe systemofin-plantcontractingbusinessinJapan・Accordingtoonereturneefrom Brazil,withwhomlconductedanintensiveinterviewinl997,thebusinessofsending humanlaborpowertoJapanfromBrazilbeganinl9840neJapaneseBrazilian,who wasamanageratasecuritiesfirm,establishedacompanycalled“SbノMzsce"r,,

(Towardthesun),withthehelpofotherJapaneseBrazilians,whichsentworkersto Japan・ThisJapaneseBrazilian,oritmighthavebeenhisfather,hademigratedfrom Okinawa・Inthemiddleofthel980s,mostofthetemporaryworkersfromBrazil werepeoplewhostillhadJapanesenationality、Thismeansthattheywerepeople whoemigratedtoBrazilaloneintheperiodbetweenthel940sandl960s・

Accordingtoonedocumentア,acriminalcaseinvolvingatravelagencyalso demonstratedastrongconnectionbetweenOkinawaandthemigrationoftemporary workersfromBraziLInJunel989,apresidentofacompanyinKanagawaprefecture wasalTestedfbrviolatingtheLaborDispatchLaw,Hehaddispatchedl38employ- eestoeightmanufacturingcompanies,Hehadalsoconspiredwithanothermanin thesametradetodispatchsomelOOJapaneseBrazilianstoanumberofmanufnctur‐

ingcompanies,ThetravelagencyhelpedthosecompaniesfindBrazilians,and chargedthemfbrtheservice・Theheadquartersofthetravelagencywaslocatedin

SaoPauloandithadabranchofTiceinYokohama・Theownerandtheheadofthe branchwerebrothers,bothofwhomhademigratedfromOkinawatoBraziL

SomeoftheBrazilianswhowereemployedbythedispatchingcompanyhad fbrmerlybeenemployedbyalargecompanyinthesametrade・Thislargecompany employed2,273workersasofthesummerofl989,dispatchingthemtomorethan

lOOmanufacturingcompanies、IthadbranchofHcesinl2placesthroughoutJapan IthadalsoviolatedtheLaborDispatchLaw・IthadbeguntoemployNikkeyLatin AmericansinSeptemberl985,whenthetravelagencymentionedabovecameto negotiatefbrtheemploymentoF30LatinAmericans・Thecompanypaidtenthou- sandsyenperworkerpermonthtothetravelagency、Thelargein-plantcontractor laterestablishedasubsidiaryinSaoPauloinordertoenableittorecruitBrazilians independently・Inanycase,thisshowsthattherearemanyemigrantsorsecond generationemigrantsfromOkinawaamongtheNikkeyBrazilianswhohavebeen employedbylabordispatchcompaniesinJapanThispointstoastrongconnection betweenemigrationfromOkinawaandthetemporaryemploymentofNikkeyBrazil- iansinJapan

Moreconcretely,Ireceivedinfbrmationregardingtheconnectionbetween Okinawaandthesystemofin-plantcontractingbusinessfromamanagerialstafTat anin-plantcontractorinHamamatsu,alargeindustrialcityhalfWaybetweenTokyo andOsaka・HiscompanyhadbeguntorecruitNikkeyjinlivinginOkinawa,dispatch‐

ingthemtoHrst-tiersubcontractorsfbralargeautomobileassembler・Thisin-plant contractorhadbeenestablishedinAugustl989・Befbreestablishingthisfilm,the presidenthadbeenworkingatalargecorporationinthesamebusiness,withhead- quartersinKawasakiCity・Bythemid-1980s,thislargecompanyhadmorethanten yearsofhistory,Atthebeginningofthel990,itemployedmorethan4,OOOJapanese,

andwasundertakingin-plantcontractingfbrlargemanufncturingCompanies、Bythe

beginnmgofthebubbleeconomy,however,itwasbecomingmoreandmoredifTicult torecruitJapanesetemporaryWorkers,andthequalityoftheseworkerswasdeterio‐

rating

Thelargein-plantcontractor,whichwasheadquarteredinKawasaki,hada branchofTiceinOkinawawhereitrecruitedtemporalyworkers、Themanwholater

establishedtheHamamatsufirmhadbeenworkingattheKawasakiheadquarte応of thislargefirm,wherehewasinchargeoftherecruitmentfromOkinawa,Seeingthat

NikkeyBrazilianswerealreadyworkinginJapan,andthataconstantstreamof

NikkeyBrazilianswasalwaysvisitingtheiroldhome,Okmawa,hegottheideaof dispatchingNikkeyBrazilians,especiallybecauseitwasbecomingmoreandmore

difTiculttofindgoodtemporaryworkersamongnativeJapanese・However,hisidea

wasrejectedbytheKawasakifinn,whosepolicywastoemployonlynativeJapanese、

recruitingtemporaryworkersfi・omOkinawaplayedanimportantrolefbrthem,The

presidentofthenewcontractorrecruitedsomeNikkeyLatinAmericansinOkinawa,

andbroughtthemtoHamamatsu・HeHrstdispatchedabout50LatmAmericansto

afewmanufacturingCompanies、BefbreWorldWarlLmanypeoplefromOkinawa hademigratedtoPeru・Thus,fiPomthebeginningthein-plantcontractoremployed notonlyBraziliansbutalsoPeruvians、Itwaslaterableto正cruitmanyLatinAmeri‐

cansthroughwordofmouthItalsoutilizedatravelagencyinBrazil,whichhad somerelationshipwithaJapaneselanguageschoolinOkinawa.

1V・JapaneseManagementandTemporaryWorkers inManuhcturingCompanies

BefbrethearrivalofmanyLati、Americans,itwasBengalis,Pakistanisand Chinesewhoplayedama]orroleastemporaryworkersdispatchedby(selfLstyled)

in-plantcontractortorealmanufacturingcompanies・Furthermore,befbrethebegin‐

ningoftheillegalemploymentofAsiansattheendofthel980s,in-plantcontractor hadrecruitedtemporaryworkersfiPomamongnativeJapaneseanddispatchedthem

tomanufacturingcompanies・Aslshowedabove,themanufacturingcompaniessent

theirownrecruitingstafTStotheperipherytorecruittemporaryworkersinthedays befbretheybegantorelyonin-plantcontractors,Itisapparentthattheemployment

anddispatchingsystemoftemporaryworkersbyin-plantcontractorscontmuedto fimctionthroughoutthel980sand1990s・

Itisnotamereshortageoflaborfbrcesthathasledtothereproductionofthe temporaryemploymentsystemsincethebeginningofthel990s,Thelastdecade

witnessedthediffnsionofsmaUbatchproductionmawidevarietyofgoods,evenat largemanufacturingcompaniesthathadtraditionaUybeenengagedmFordistmass

production.ThisisoneaspectoftheflexiblespecializationthatfbUowedFordism.

Inthedailyusageofthephrase,amanufacturingcompanycanbeconsideredto haveHexibility,ifitcanadjustitselftoaUthetypesofdemandsmadebyitscustomers onthebasisofitsspecialcompetence、Inthecaseofmanufacturingcompanieswhich subcontractfromlargerCompanies,theirspecialcompetenceconsistsnotonlyofR&

Dcapabilityfbrproducingparts,butalsotheabilitytoprovidepartstoitscustomers orlargerassemblingcompaniesonajust-in-timebasis・Thejust-in-timesystemmeans thedeliveryofnecessarypartsfbrassemblyonlyatthenecessarytimeandinthe necessaryquantity、Underthecircumstancesofmega-competition,largecompanies mustconstantlytrytoprovidevariousgoodstothemarketatthelowestcostpossible、

Onehrst-tiersubcontractingcompanyfbralargeautomobileassembler,atwhich lconductedanintensiveinterviewwithamanagerialstafEshowsatypicalpatternof HexiblespecializationAtthissubcontractor,whichhasitsheadquarteIBandmain plantintheHamamatsuarea,JapaneseBrazilianshaveapparentlyfimctionedasa bufYertobusinessfluctuations(Table1,CompanyC).AsofNovemberl997,there weresomel,300employeesOfthem,620wereengagedinproduction,and210in serviceactivitiesinthefactory,suchinspection,transportation,etQInl991,there hadbeenmorethanl,400Workers,butthisnumberwasgraduaUydecreaSing・Inthe earlyl990s,thecompanyhadlinkswithsixin-plantcontractorsThemanagerial stafTtoldmethatitwouldhavebeenbetter,fromtheviewpointofmanagement efTiciency,tocalTyouttransactionswithjustonein-plantcontractor,butthiswould havemadeitimpossibletorecruitsomanyBraziliansinashorttime・AsofNovem‐

ber1997,however,thesubcontractorwasonlydealingwithonein-plantcontractor・

ThemanagerialstafTIinterviewedtoldmethatitwasnecessarytodependon in-plantcontractorsbecauseproductionplanscouldchangerapidly,Thecustomer,a largeautomobileassembler,providedhisfllmwithproductionplansfbroneyearor sixmonths,butthisproductionplancouldnotbereliedon,asitoftenchangedac- cordingtobusinessprospects、Amorereliableproductionplanwouldcomefromthe customereverythreemonths・ButthisdidnotgivethecontractorsufTicientinfbrma- tiontoprogramthedeploymentofworkersontheproductio、line・Itwouldhaveto makefinaldecisionsonthenumberofworkersneededjustoneweekaheadoftime.
