ANIMAL HEALTH REQUIREMENTS FOR SWINE TO BE EXPORTED FROM THE NETHERLANDS TO JAPAN
Animal healt h r equir ements for swine to be exported to Japan from the Nether lands are as follows.
(Definitions)
For the purpose of this anima l healt h r equir ement;
“the exported swine”
mea ns swine (including all varieties of Sus scrofa) to be export ed to Japan from t he Net herlands
“outbreak”
mea ns not only an appearance of clinical cases but also det ection of an antigen or antibody specific to the disease
“the premises of origin”
mea ns all the pr emises wher e the exported swine ha ve been born and/or raised
“the third free countries”
mea ns countries or r egions approved by the Ministry of Agriculture, Forestry and Fisheries of Japan which can export the swine and the pig meat
“government authorities of the Netherlands”
mea ns the Ministry of Economic Affairs
"the Japanese anima l healt h authorities"

(General requirements)
1. The Net herlands has been fr ee from rinderpest, foot -and-mouth disease (FMD), vesicular stomatitis, African swine fever (ASF), classical swine fever (CSF), swine vesicular disease, Nipah virus infection and porcine enter ovirus encephalomyelit is.
2. Va c c i na t i o n a ga i ns t r i n d er p es t , F M D , AS F a nd C S F a s w el l a s i mp or t a t i o n o f cloven-hoofed animals that have been vaccinated against any of these diseases ar e complet ely prohibit ed by the la ws of the Netherlands.
(Requirements for the premises of origin)
3. The premises of origin have been free from clinical evidence of enzootic encephalitis (Japanese B encephalit is), rabies, ant hrax, haemorrhagic sept icemia, brucellosis, tuberculosis, melioidosis, blackleg, leptospirosis, salmonellosis, tular emia, toxoplasmosis, Aujeszky's disease, transmissible gastroent eritis, porcine reproductive and respiratory syndrome (PRRS), vesicular exant hema, porcine epidemic diarrhea, atrophic rhinit is, swine erysipelas and swine dysent ery for at least 12 months before the commencement of the embarkation-quarantine.
4. The pr emises of origin ar e located in the Net herlands or third fr ee countries only.
5. The feeding of swill is prohibit ed in the premises of origin.
6. No swine have been introduced to the premises of origin wher e the exported swine wer e kept immediately prior to the embarkation-quarant ine wit hin 40 days prior to the embarkation-quarantine.
(Requirements for the exported swine)
7. The exported swine have not been vaccina ted against brucellosis.
8. The exported swine ha ve been in contact only wit h swine born and raised in the Net herlands or the third free countries.
9. The exported swine are kept isolated and have been no contact with animals other than the exported swine for at least 30 days immediat ely prior to the shipment to Japan in the embarkation-quarantine facilit ies approved by the government authorit ies of the Net herlands as a secur ed and guaranteed place from an anima l healt h point of view.
(Requirements for the examinations)
10. T h e exported swine must be individually subject ed to the serological test using the neutralization t est or an enzyme -linked immunosorbent assay (ELISA) for CSF within 30 days prior to the embarkation-quarantine in item 9

eligible commence the embarkation-quarantine for export to Japan.
11. The export ed swine is subject ed to t he following examinations wit h negative results by the government authorities of the Net herlands during the embarkation -quarantine period.
Bot h for CSF and PRRS, all swine t ested during the embarkation -quarantine period must be negative in order for the entire group to be eligible for export to Japan.
(1) CSF Serum neutralization test or ELISA (2) Aujeszky's disease Serum neutralization test or ELISA
(3) brucellosis Tube agglutination test (less than 50 IU/ ml)
(4) PRRS ELISA (for both of the European and the American antigenic types) (5) leptospirosis Microscopic agglutination test for
L. pomona, L. hardjo, L. canicola, L. grippotyphosa, and L.
icterohaemorrahagie (less than 50% agglutination at serum dilution 1:400),
or
dual medication of dihydrostrept mycin at 25 mg/kg with a n interval of 10 to 14 days.
(6) Porcine epidemic diarrhea PCR test using fresh feces
12. The exported swine has to result in no evidence of any infectious disease through the careful clinical inspect ion conduct ed by the government authorities of the Net herlands during the embarkation-quarantine period.

13. All containers, vehicles and equipments to be used for the transportation of the exported swine wer e cleaned in adva nce of loading and be thor oughly disinfect ed wit h disinfectant approved by the government authorities of the Net herlands under the supervision of the said authorities.
1 4. The gover nment authorities of the Net herlands must inform the consignor that the following requirements must also be respect ed:
( 1 )A l l ot h er c o nt a i n er s , v e h i c l e s a nd e qu i p m e n t s u s e d f or t r a ns p or t a t i o n f or t h e ex p or t e d s w i n e mu s t b e c l ea n e d i n a d va nc e of l oa di n g a n d mu s t b e t hor ou g h l y d i s i nf e c t e d w i t h di s i nf e c t a nt s a p pr o v e d b y t h e g o v er n m e n t a u t h or i t i es of t h e Net herlands under the supervision of the said authorities .
(2) No animals ar e mix loaded with exported swine at the time of shipment to Japan and the shipment is routed direct ly to Japan and no stops will be made in the rout e other than in the Net herlands.
( 3 ) F eed and litt er to be used during the transportation period of the export ed swine t o Japan are provided from the same source used for the embarkation -quarant ine.

(4) No addit ional feed and litt er is allowed to be provided at any port during transportation of the exported swine to Japan.

15. The government authorities of the Net herlands are responsible for issuing the inspection certificat e for the exported swine, stating each of the following it ems in detail in English.
(1) Each r equir ement of it ems 1 to 9, 12 to 14.
(2) Dates, met hods and results of each exa mination in it em 10 and 11.
(3) Dat es of medica t ion wit h dihydr ostr ept omyc in a ga inst lept ospir osis, in case t h e medication was conduct ed in accordance with item 11(5).
(4) Kinds of vaccines, name of the manufacturer, ma nufacturing lot number and dat es of vaccination, if vaccines have been applied to the exported swine.
(5) Name and addr ess of the all pr emises of origin of the exported swine.
(6) The embarkation-quarantine period wit h starting and ending dates in it em 9.
(7) Name and addr ess of the embarkation quarantine facilit ies in it em 9.

1 6. I n t h e c a s e of a n ou t b r ea k of r i n d er p es t , F M D , AS F, C S F, v es i c u l a r s t o ma t i t i s , s w i n e v es i c u l a r d i s ea s e , N i p a h v i r u s i nf e c t i o n or p or c i n e e nt er o v i r u s e n c ep ha l o m y e l i t i s i n the Net herlands, the government authorit ies of the Netherlands must immediat ely suspend the shipment of the export ed swine to Japan.
The gover nment authorities of the Net herlands must infor m the Japanese anima l healt h authorities of the outbreak as soon as possible and the completion of the necessary measures for the last case.
17. Aside from the it ems above-ment ioned of the said animal healt h requir ements, in case that any infectious disease excluded CSF is detect ed in the exported swine during th e quarant ine period in Japan, the exported swine will be r eturned or slaught ered by the animal hea lth authorities in Japan. In case that CSF is det ect ed in the exported swine during the quarantine period in Japan, all of the swine of the herd must be retur ned or destroyed by the animal health authorities in Japan.

オ ラ ン ダ か ら 日 本 向 け に 輸 出 さ れ る 豚 に 適 用 さ れ る 家 畜 衛 生 条 件 は 、 以 下 に よ る こ と と す る 。
（ 定 義 ）
本 条 件 の 適 用 に お い て 、 以 下 の と お り 定 義 す る 。
「 輸 出 豚 」
オ ラ ン ダ か ら 日 本 向 け に 輸 出 さ れ る 豚 （ 全 て の 種 類 の Sus scrofa を 含 む 。）
「 疾 病 の 発 生 」
臨 床 症 状 の 出 現 、 当 該 疾 病 に 対 す る 特 異 抗 原 も し く は 抗 体 が 検 出 さ れ る こ と
「 生 産 農 場 」
輸 出 豚 が 出 生 及 び 飼 養 さ れ た 全 て の 農 場
「 第 ３ 清 浄 国 」
日 本 国 農 林 水 産 省 が 豚 及 び 豚 肉 等 の 日 本 へ の 輸 出 を 認 め て い る 国
「 オ ラ ン ダ 政 府 機 関 」 経 済 省
「 日 本 国 家 畜 衛 生 当 局 」

（ 一 般 条 件 ）
１ オ ラ ン ダ に お い て は 、 牛 疫 、 口 蹄 疫 、 水 胞 性 口 炎 、 ア フ リ カ 豚 コ レ ラ 、 豚 コ レ ラ 、 豚 水 胞 病 、 ニ パ ウ イ ル ス 感 染 症 及 び 豚 エ ン テ ロ ウ イ ル ス 性 脳 脊 髄 炎 が な い こ と 。
２ オ ラ ン ダ に お い て は 、 牛 疫 、 口 蹄 疫 、 ア フ リ カ 豚 コ レ ラ 及 び 豚 コ レ ラ の ワ ク チ ン 接 種 及 び こ れ ら の 疾 病 の ワ ク チ ン 接 種 を 受 け た 偶 蹄 類 動 物 の 輸 入 が 一 切 禁 止 さ れ て い る こ と 。
（ 生 産 農 場 の 条 件 ）
３ 生 産 農 場 に お い て は 出 国 検 疫 開 始 前 少 な く と も １ ２ カ 月 間 に 、流 行 性 脳 炎（ 日 本 脳 炎 ）、 狂 犬 病 、 炭 疽 、 出 血 性 敗 血 症 、 ブ ル セ ラ 病 、 結 核 病 、 類 鼻 疽 、 気 腫 疽 、 レ プ ト ス ピ ラ 病 、 サ ル モ ネ ラ 症 、 野 兎 病 、 ト キ ソ プ ラ ズ マ 病 、 オ ー エ ス キ ー 病 、 豚 伝 染 性 胃 腸 炎 、豚 繁 殖・呼 吸 障 害 症 候 群（ Ｐ Ｒ Ｒ Ｓ ）、豚 水 疱 疹 、豚 流 行 性 下 痢 、萎 縮 性 鼻 炎 、 豚 丹 毒 及 び 豚 赤 痢 の 発 生 が な い こ と 。
４ 生 産 農 場 は オ ラ ン ダ ま た は 第 ３ 清 浄 国 の み に 位 置 す る こ と 。
５ 生 産 農 場 で は 残 飯 の 給 与 が 禁 止 さ れ て い る こ と 。
６ 輸 出 豚 が 出 国 検 疫 直 前 に 飼 養 さ れ て い た 生 産 農 場 で は 出 国 検 疫 開 始 前 ４ ０ 日 以 内 に 豚 の 導 入 が な い こ と 。
（ 輸 出 豚 の 条 件 ）
７ 輸 出 豚 は ブ ル セ ラ 病 に 対 す る ワ ク チ ン を 接 種 さ れ て い な い こ と 。
８ 輸 出 豚 は オ ラ ン ダ 又 は 第 ３ 清 浄 国 で 生 産 又 は 飼 養 さ れ た 豚 の み と 接 触 が あ っ た こ と 。
９ 輸 出 豚 は 日 本 向 け 船 積 み 直 前 に 、 オ ラ ン ダ 政 府 機 関 に よ っ て 家 畜 防 疫 上 安 全 と 認 め ら れ た 出 国 検 疫 施 設 に お い て 、 ３ ０ 日 間 以 上 当 該 輸 出 豚 以 外 の 動 物 と 接 触 の な い 状 態 で 隔 離 さ れ る こ と 。
（ 検 査 条 件 ）
1 0 輸 出 豚 は 全 頭 出 国 検 疫 前 ３ ０ 日 以 内 の 期 間 に 豚 コ レ ラ の 抗 体 検 査 （ 血 清 中 和 試 験 又 は Ｅ Ｌ Ｉ Ｓ Ａ 試 験 ） を 受 け る こ と 。
こ の 間 に 検 査 し た 全 頭 が 陰 性 で あ る 場 合 に の み そ の 群 を 日 本 に 輸 出 で き る 。
11 輸 出 豚 は 出 国 検 疫 の 間 に オ ラ ン ダ 政 府 機 関 に よ る 以 下 の 検 査 を 受 け 、 陰 性 で あ る こ と 。 豚 コ レ ラ 及 び Ｐ Ｒ Ｒ Ｓ に つ い て は 出 国 検 疫 の 間 に 検 査 し た 全 頭 が 陰 性 で あ る 場 合 に の み そ の 群 を 日 本 に 輸 出 で き る 。
(1) 豚 コ レ ラ 血 清 中 和 試 験 又 は Ｅ Ｌ Ｉ Ｓ Ａ 試 験 (2) オ ー エ ス キ ー 病 血 清 中 和 試 験 又 は Ｅ Ｌ Ｉ Ｓ Ａ 試 験 (3) ブ ル セ ラ 病 試 験 管 凝 集 反 応 （ ５ ０ IU/ml 未 満 ）
(4) Ｐ Ｒ Ｒ Ｓ Ｅ Ｌ Ｉ Ｓ Ａ 試 験 （ ヨ ー ロ ッ パ 型 及 び 米 国 型 の 両 方 ）
(5) レ プ ト ス ピ ラ 病 顕 微 鏡 凝 集 反 応 （L. pomona, L. hardjo, L. canicola, L. grippotyphosa及 び L. icterohaemorrahagie に つ い て 血 清 希 釈 1:400 で 50％ 未 満 ）、 又 は 、 ジ ヒ ド ロ ス ト レ プ ト マ イ シ ン 25mg/kg 10～ 14 日 間 隔 で ２ 回 投 与
(6) 豚 流 行 性 下 痢 新 鮮 糞 便 を 用 い た PCR 試 験
12 輸 出 豚 は 出 国 検 疫 中 、 オ ラ ン ダ 政 府 機 関 に よ り 行 わ れ る 臨 床 検 査 に お い て 、 家 畜 の 伝 染 性 疾 病 の い か な る 徴 候 も 認 め ら れ な か っ た こ と 。
（ 輸 送 等 の 条 件 ）
13 輸 出 豚 の 輸 送 に 使 用 さ れ る 輸 送 箱 、 車 輌 及 び 設 備 は 、 事 前 に 清 掃 の 上 、 オ ラ ン ダ 政 府 機 関 が 認 可 し た 消 毒 薬 で 同 機 関 の 監 督 の 下 に 消 毒 が 行 わ れ て い る こ と 。
14 オ ラ ン ダ 政 府 機 関 は 輸 出 者 に 以 下 の 条 件 を 遵 守 す る よ う 連 絡 す る こ と 。
(1) 輸 出 豚 の 輸 送 に 使 用 さ れ る そ の 他 の 輸 送 箱 、 車 輌 及 び 設 備 は 、 事 前 に 清 掃 の 上 、 オ ラ ン ダ 政 府 機 関 が 認 可 し た 消 毒 薬 で 同 機 関 の 監 督 の 下 に 消 毒 が 行 わ れ て い る こ と 。
(2) 輸 出 豚 の 日 本 向 け 搭 載 時 、当 該 輸 出 豚 以 外 の 動 物 が 混 載 さ れ な い こ と 、ま た 日 本 へ の 輸 送 に 当 た っ て は 、オ ラ ン ダ 以 外 の 国 を 経 由 す る こ と な く 日 本 ま で 直 送 さ れ る こ と 。
(3) 輸 出 豚 の 日 本 へ の 輸 送 に 使 用 す る 飼 料 及 び 敷 料 は 、出 国 検 疫 に お い て 使 用 さ れ た も の と 同 一 ロ ッ ト の も の で あ る こ と 。
(4) 輸 出 豚 の 日 本 へ の 輸 送 中 、 寄 港 地 に お い て 飼 料 及 び 敷 料 を 補 給 し な い こ と 。
（ 証 明 書 記 載 事 項 ）
15 オ ラ ン ダ 政 府 機 関 は 、 次 の 各 事 項 を 具 体 的 に 英 語 で 記 載 し た 検 査 証 明 書 を 発 行 す る こ と 。
(1) １ ～ ９ 、 12～ 14 の 各 事 項
(2) 10 及 び 11 に 掲 げ る 検 査 対 象 疾 病 ご と の 検 査 実 施 年 月 日 、検 査 方 法 及 び 検 査 結 果 (3) 11(5)に お い て 、 レ プ ト ス ピ ラ 病 に 対 す る ジ ヒ ド ロ ス ト レ プ ト マ イ シ ン の 投 与 を
実 施 し た 場 合 は 、 そ の 投 与 年 月 日
(4) 輸 出 豚 が ワ ク チ ン 接 種 を 受 け て い る 場 合 は 、そ の 種 類 、製 造 所 名 、製 造 ロ ッ ト 番 号 及 び 接 種 年 月 日
(5) 輸 出 豚 の 全 て の 生 産 農 場 の 名 称 及 び 所 在 地 (6) ９ の 出 国 検 疫 の 開 始 及 び 終 了 年 月 日
(7) ９ の 出 国 検 疫 の 名 称 及 び 所 在 地
（ そ の 他 ）
16 オ ラ ン ダ 家 畜 衛 生 当 局 は 、 オ ラ ン ダ に お い て 口 蹄 疫 、 牛 疫 、 ア フ リ カ 豚 コ レ ラ 、 豚 コ レ ラ 、 水 胞 性 口 炎 、 豚 水 胞 病 、 ニ パ ウ イ ル ス 感 染 症 及 び 豚 エ ン テ ロ ウ イ ル ス 性 脳 脊 髄 炎 が 発 生 し た 場 合 は 、 直 ち に 、 日 本 向 け 豚 の 輸 出 を 中 止 す る こ と 。
な お 、 オ ラ ン ダ 家 畜 衛 生 当 局 は 、 日 本 国 家 畜 衛 生 当 局 に 発 生 状 況 及 び 最 終 発 生 に お け る 必 要 な 措 置 が 完 了 し た こ と を 日 本 あ て 通 報 す る こ と 。
17 当 該 家 畜 衛 生 条 件 の 上 記 各 項 目 に か か わ ら ず 、 日 本 で の 輸 入 検 疫 中 に 豚 コ レ ラ 以 外 の 家 畜 の 伝 染 性 疾 病 が 摘 発 さ れ た 場 合 に は 、 日 本 の 家 畜 衛 生 当 局 に よ っ て 、 当 該 摘 発 豚 の 返 送 又 は 殺 処 分 さ れ る 。 日 本 で の 輸 入 検 疫 中 に 豚 コ レ ラ が 摘 発 さ れ た 場 合 に は 、 日 本 の 家 畜 衛 生 当 局 に よ っ て 、 当 該 群 の 全 て の 豚 の 返 送 又 は 殺 処 分 さ れ る 。
