9 8 秦野市は神奈川県の西部に位置し、東西約13.6Km、南北 約12.8Kmで面積は103.76Km2あり、市の中心部から東京へ は約60Km、横浜へは約37Kmのところに位置し、「丹沢大 山国定公園」をはじめとする豊かな自然に恵まれた神奈川 県央の中核都市です。 市の北部には神奈川県の屋根といわれる丹沢山塊が連なり、 南部には渋沢丘陵と呼ばれる台地が東西に走り、県下で唯一 の盆地です。 気候はいわゆる太平洋気候を示し、冬は温度の低い晴天 の日が続き、夏は高温多湿となりますが、平均的にみて気 候は温暖です。年間平均気温は15.8℃、降雨量は1,663.5 mmで 県下では比較的多い方です。 交通は、小田急線が市街地を東西に縦貫しており、新宿 へ１時間、小田原へは20分で連絡、市内に４駅あります。 道路網は市内中央部を国道246号線が東西に走り、東名高 速道路の秦野中井インターチェンジが設置され、周辺の主 要都市に通じています。 近年、都市化が進み企業の進出や、工業団地の形成、人 口増加に伴う大型店舗の進出が目立っています。また、首 都圏への通勤範囲であることから、ベッドタウン化が強ま り、人口も2017年（平成29年）３月末現在、16万6,093人に 達しました。「みどり豊かな暮らしよい都市」を目指し、 首都圏の中都市として発展しつつあります。 Hadano city lies in the western part of Kanagawa prefecture.The city is about 13.6 km wide from the east to the west and about 12.8 km long from the north to the south. 秦野は、かつて「たばこ」の産地として知られ、秦野葉 の伝統を持つ葉たばこづくりを中心に、冬作は麦、菜種、 夏作は落花生、陸稲など、普通作との輪作体系が長い間行 われてきました。 しかし1960年代後半になり、急速な都市化の進展により、 農業経営も都市型農業へと方向が変わり、1984年（昭和59 年）を最後に伝統的な葉たばこ栽培は姿を消しました。 それに代わって、バラエティーに富んだ作目の導入と経 営が行われるようになりました。秦野の農業粗生産額は30 億円で、野菜、生乳、花きの占める割合は60％と非常に高 い比率となっています。 花き園芸は、カーネーション、バラ、シクラメン、小菊、 アスター等、温室・露地栽培ともに先進的な農業経営が行 われています。経営安定のため、新品種の導入、省力化、 栽培技術の向上等に取り組んでいます。 野菜類はビニールハウス、ガラス温室によるイチゴ、 キュウリ、トマト等の栽培が盛んに行われています。また 露地栽培も盛んで、地場消費を中心に出荷されています。 果実は、ミカン、ブドウ、ナシ、クリ、キウイフルーツ 等、栽培の北限といわれるミカンからリンゴまで、多くの 種類が栽培されています。 畜産経営については、都市化が一段と進む中で後退を余 儀なくされ、飼養農家戸数は減少しています。 秦野の農業を取り巻く環境は、輸入自由化、後継者不足 等、課題は山積し、健全な発展をはかる上で大きな阻害要 因となっています。
Hadano city used to be known as a major source of tobacco, and its tobacco was famous as one of the three major leaf tobaccos in Japan. With the tradition of leaf tobacco farming that goes back more than 300 years as the main crop, a rotation system with other common crops, such as oats and rapeseeds in winter and peanuts, dry field rice and so on in summer, had long been in operation.
However, in the late 1960's, due to rapid urbanization, the farm management switched its focus toward urban agriculture. As a result, the tradition of leaf tobacco farming was brought to an end in 1984.
Instead, farming management changed, introducing a variety of crops. Hadano city's gross production of agriculture was 3 billion yen, and the percentage of vegetables, raw milk and flowers has reached as much as 60%.
In the area of flower horticulture, advanced farm management techniques are used in both greenhouse and open-field culture of carnations, roses, cyclamens, small chrysanthemums and asters, amongst others. In order to
achieve stable management, is working with new crop breeds, labor saving initiatives, improvement of cultivation techniques, etc.
Vegetables, strawberries, cucumbers, tomatoes and other varieties are grown in plastic and glass greenhouses. Open-field culture is also popular, and the products are shipped mainly for local consumption
As for fruits, various kinds are cultivated, from tangerines to apples, for which the northern limit for cultivation is said to be around this region. The variety includes tangerines, grapes, pears, chestnuts, kiwi fruits and others.
Stockbreeding management has been forced into retreat due to the advancement of urbanization, and the number of feeders is decreasing.
The conditions surrounding the agriculture in Hadano city present many problems such as the liberalization of imports, the difficulty of finding successors, and so on. These problems are the major factors that prevent solid development.

これまでの実践活動
■組合員の動向
No. of Members 11秦野市農協は1963年（昭和38年）８月１日、市
内の大根農協、本町農協、東秦野農協、南秦野農
協、北秦野農協の５農協が合併して誕生しました。
この時の組合員は2,560名（正2,208名、准352名）
でした。
1966年（昭和41年）３月１日には市内の秦野市
農協と西秦野農協、上秦野農協が二次合併し、現
在の秦野市農協になり秦野市内の農協は完全に一
本化され、組合員は3,943名（正2,986名、准957名）
となりました。
Five Agricultural Cooperatives merged in 1963 to establish the Hadano City Agricultural Cooperatives (JA Hadano). The number of members at the time was 2,560 (2,208 regular members and 352 associate members).

■組合員の動向
No. of Members 11秦野市農協は1963年（昭和38年）８月１日、市
内の大根農協、本町農協、東秦野農協、南秦野農
協、北秦野農協の５農協が合併して誕生しました。
この時の組合員は2,560名（正2,208名、准352名）
でした。
1966年（昭和41年）３月１日には市内の秦野市
農協と西秦野農協、上秦野農協が二次合併し、現
在の秦野市農協になり秦野市内の農協は完全に一
本化され、組合員は3,943名（正2,986名、准957名）
となりました。
