1.Introduction

Thestructuralchangesintheinternationaleconomysincethel973oilcrisis havebeenextensivelystudiedanddiscussedOnetopicofparticularinterestisthe continuedrapidindustrializationofthenewly-industrializingcountries(NICS).For example,researchhasbeenconductedanddetaileddatacollectedoninvestment

intoandtechnologicaltransfbrtotheNICsbytheadvancedindustrialized

countries,andontheinternationaldivisionoflaborbybothgroupsofnationS JapaneseresearchersareinterestedinthetopicpartlybecausetheNICsarecom‐

petmginintemationalmarketswithseveralindustriesofJapanandtheotherad‐

vancedmdustrializedcountries・Tlliscompetitionbeganwiththetextilemdustry longago,andtodayithasspreadtoshipbuUding,electricalmachinery,Chemical fertnizerandthesteelindustryinwhichtheadvancedcountriesStiUhaveacom‐

mandingpositionSeveralstudiesofthisnewchallengebytheNICshavealready beenpublished1

Myobjectiveinthisessayistodescribethecompetitiverelationshipbetweenthe steelindustriesofJapanandtheRepublicofKorea,anissuethathasattractedgreat concerninJapanAfterpresentingstatisticaldataonsteelproductionandexports fOrJapanandS・Korea,IshallbrieflydiscussthefacilitiesandproductiomefL

fIciencyofthePohangSteelPlant,thecentelpieceofSKorea,ssteelindustry・The PohangplantwasbuUtwithJapanesefinancialandtechnologicalaidanditclosely resemblesinscale,productionandoperationaltechnologyoftheneweststeelplants inJapan.

ILWorldSteelProduction

Themajortrendsinworldsteelproductionsincel970areshowninTable1.

1.Worldcrudesteelproductioninl970ofabout600milliontonshadrisento only660milliontonsbyl983,averylowincreaseratefbrthel4-yearperiodThe lowratereflects,ofcourse,therecessionsintheadvancedindustrialcountriesafter theoilshockofl973.

2.Mostoftheworld,ssteelwasproducedbyJapan,theUnitedStates,the EufOpeanCommunity(EC)andtheSovietUnion;theiroutputpeakedinl973-74 andhasbeenstagnantthereafter、

sincel975・JapanandtheECwe1℃thelargestexporters、Japan,ssteelexports peakedinl976(about36milliontons)andtheEC,shighestfbreignsales(outside

theEC)wereinl978(about33mUliontons).

fromthebaseyearofl971by32timesbyl983.

Thesituationchangeddrasticallyafterl973,however,whenthestate-operated PohangSteelPlant,thefirstintegratedironandsteelplantinSKorea,beganopera- tioms・Pohang,sinitialcapacitywasl,O3milliontons,andastheplantwassteadily expanded,capacityandoutputbothrapidlyincreased(seeTable7).1,1979,domes‐

Asnotedabove,from1979,s・Kolcahasbeenabletomeetquantitativedomes‐

ticsteeldemandanditsnetexportsareincreasingThecompositionofitsexportsis

thefirstninemonthsofl984was314milliontons,alreadyhigherthanfbrall ofl983、OfJapan,stotalsteelimportsinl983,rolledsteelfmmS・Koreawas 56%;fOrtheJan.-Sepl984,S・Koreahada35%share・

SeeTable51brabreakdownofS.Korea,srolledsteelproducts、Ofthetotalin l982(5.24milliontons),79%wasinplateandpipeand20%wasinbar-shaped steeLThetopfivevarietiesbyamountwerehotcoil(about1.6milliontons),thick plate(890,OOOtons),bar(740,OOOtons),coldcoil(460,OOOtons)andgalvanized plate(200,OOOtons).ThevarietiesexportedtoJapaninlargeamountswerehotcoil andthickplateThisexportbytypologyshowsthatvolumeproductionvarietiesnke hotcoUandthickplateorbars,whicharemadebyopenhearthorelectricfUmaces,

predominate・Judgingfipomfncilitycapacity,hotcoilisaproductofthePohang plant・RolledsteelisnotcalssiHedashigh-qualitysteel;3iftheproductsarebelow

themiddle-gradecategory,theyarecompetitivewiththeJapanesesteelindustry ininternatioalmarkets,aswellasinJapan,sdomesticmarket.sKorea,sPrices aresaidtobesetalittlelowerthanJapan,s,4sowherequalityisnotaconsideration,

itcangreatlyexpandsales、ThisisthereasonwhyS、KoreaismovingintotheSouth‐

eastAsianmarketandthesmall-lotmarketinJapan.

Nevertheless,withtheexceptionofhigh-qualityrolledsteel,SKoreaisreducing itsimportsandJapanislosingahugemarket.

V、PohangSteelP1ant

ThedistinctivefeaturesoftheS・Koreansteelmdustry,ssupplyandproductioll

areasfbllows:

LTheindustryconsistsofonegiganticstate-runenterpriseandnumeroussmall andmedium-scalecompaniesthatuseopenhearth/electricfUmacesandrollingmills.

ZWiththeoperationandexpansionofthestate-runsteelplant,SKoleabe‐

camelargelyselfsufYicient,andfiPomaboutl980itbecameafUll-fledgedsteel exporter、

nology,administrativeorganizationsfbrtheenterpriseandtheworkplace,and methodsofstatisticalcompilationlneffect,high-levelJapanesetechnologywas transplantedinS・KoleaThisisthefirstreasonwhytheefTiciencylevelishigh.

Ontheotherhand,SKorea,soutstandingabilitytoabsorbthelatesttechnology cannotbeoverlooked8ThisisreadilyapparentfromthewayPohangwasskillfully expandedNorcantheroleofnationaleconomicpolicybeignoredinpromotingthe constructionandmanagementofthefncility、However,1shannotdiscusseconomic policyissueshere.

VLConclusion

Finally,IshaUdiScusstheS・Koreansteelindustry,sabilitytoincreaseexports・

TheSKoreansteelindustry,sexpansionandinc1℃asedexportswereaccomplish- edbytheenlargementofthestate-runPohangsteelplant・Sincecurrentcrudesteel productioncapacityisaboutl4million・tons,inviewofanticipatedinclcasesin domesticdemand,exportsarenotexpectedtoriseatthesamespeedasinrecent years、Anincreaseinexportcapacitydependsoninvestmentincapitalequipment・

SKoreareportedlyplanstoconstructasecondintegratedironandsteelplanttobe operativeaboutl988.1fthisiscorrect,additionalexportcapacitywillprobably dependonwhetherconstructionfimdscanberaisedandwhenitgoeson-lme・

TheSKoreansteelindustry,sefficiencyintechnologyandmanagementisquite highAccordingly,withintelmediateandlowerqualityvarietiesofsteel,thewage

gapbetweenJapanandS・Koreaprobablygivesthelatteranadvantageinpricing9
