‘Who is who’ is an area of the WSI website that shows photos and profiles of all WorldSkills participants. As a new Expert you should visit Who-is-who (www.worldskills.org/whoiswho) and complete your profile. You should also submit a photo to your Technical Delegate for upload to the WorldSkills website. Skill competitions are the core WorldSkills activity. Thousands of young people participate in national, regional and international competitions that generate enthusiastic interest among many stakeholders, including Competitors, teachers, employers and governments. WorldSkills also offers opportunities for benchmarking skills, exchanging

1.7 WorldSkills Competition

Held every two years, the WorldSkills Competition is a global event. Some 1,200 Competitors from 55 countries and regions and will compete in 50 skill competitions at WorldSkills Sao Paulo 2015. The skill competitions will be run by 1,000 Experts – including you. 1.7 技能五輪国際大会 ２年に一度開催される、技能五輪国際大会は、世界規模のイベントです。2015 年に開催されるサンパウロ大会では、55 の国・地域から集まった約 1,200 名の競技選手が、50 の競技職種で競い合います。そしてあなたを含めた 1,000 名のエキスパートにより競技大会が運営されます。 1.8 Competition programme

To provide consistency across all documentation from year to year, abbreviations are used to indicate days before, during and after the Competition. For example C-7” is seven days before

Competition day one, “C1” is Competition day one, and “C+1” is one day after the last day of the competition.

Competition preparation days are shown green, competition days (C1 to C4) red, and the days following the competition in blue.

1.8 大会日程 大会日程は、WSI の HP 上の技能五輪国際大会サンパウロ 2015 の大会日程からダウンロード出来ます。www.worldskills.org/expertcentre 毎年の文書全てに統一性を持たせるため、大会日程での日を表す際に、大会開催前、開催中ならびに終了後、を表す略語を使用しています。例えば、C-7 は大会開始当日から７日前を表し、そして C1 は競技実施日の 1 日目を表すとともに、C+1 が大会終了後翌日の１日目を表します。大会の準備期間の日は下記の表では緑色で示されていますが、競技実施日（C1 から C4）は赤で、また大会に続く日は青となっています。

2 How a skill is organized

2.1 Skill Competition Workshop

Each skill has a clearly defined workshop where the competition is held. The workshop contains

workplaces for the Competitors as well as meeting rooms and offices for the Experts and Workshop Manager.

A person with experience in a skill, trade or technology who is representing a Member in the skill competition related to their particular expertise. See Competition Rules A8.3.1. All Experts who have completed the Competition Rules Quiz and Industry-Specific Test are appointed to a Jury to carry out assessment of Test Projects.

2.2 エキスパート 自らの専門分野に関連した職種競技において各加盟国・地域を代表し、その分野の技能や職業もしくは技術に関して経験豊かな人のことです。詳細については、競技規則第 8.3.1.項を参照願います。競技規則（のダウンロード）や、競技規則クイズならびに担当職種限定のテストを終了したエキスパートの全員が、競技課題の評価を行う審判に任命されます。 2.3 Jury President

The Jury President is Chair of the Jury for a skill competition. (In some cases, a person may be Jury President for more than one skill competition). See Competition Rules A8.11.

2.3 審判長

審判長は一つの職種競技の審判団の議長（司会）を務めます。（２つ以上の職種競技の審判長を務める人がいる場合もあります。）競技規則 A8.11 を参照願います。

2.4 Jury President Team Leader

The Jury President Team Leader is a person with experience from a number of Competitions who provides

leadership and guidance to a group of Jury Presidents. 2.4 審判長チームリーダー 審判長チームリーダーとは、複数の競技大会経験者で、審判長グループに対して、リーダーシップを発揮し、指示を与える人のことです。 2.5 Chief Expert

2.6 Deputy Chief Expert

The Deputy Chief Expert is an Expert elected by the other Experts to support the Chief Expert in the preparation and execution of a skill competition. See Competition Rules A.8.5.

2.8 Skill Management Team

The Skill Management Team (SMT) is made up of the Jury President, the Chief Expert and the Deputy Chief Expert.

The SMT is responsible for the

management of the skill competition in keeping with the Competition Rules and Technical Description for the skill.

2.8 職種管理チーム 職種管理チーム(SMT)は、審判長とチーフ・エキスパートならびに副チーフ・エキスパートで構成されます。当チームは競技規則ならびに当該職種の職種定義に沿って、職種競技の運営を行う責任があります。 2.9 Assessment Advisors

The Assessment Advisor (AA) oversees the WorldSkills International

assessment system including the development of best practice assessment incorporating clearly defined Stsndards Specifications in the Technical Descriptions and Marking Schemes. The Assessment Advisor is chosen for extensive WorldSkills Competition experience, a broad knowledge of assessment along with WorldSkills-related assessment

preparation experience and be familiar with the WorldSkills Competition Information System (CIS). The Assessment Advisor is nominated by the Chair and Vice Chair of the Technical Committee. See Competition Rules A.8.23. 2.9 採点アドバイザー 採点アドバイザー(AA)は、職種定義及び採点計画における標準仕様に規定されて、明確に組み込まれた最良事例の評価の改善を含め、 WSI の評価システムを監督します。採点アドバイザーは競技大会に関する広範囲に及ぶ経験を有し、当技能五輪国際大会に関した評価の準備作業の経験を伴う幅広い知識がある人で、かつ大会情報システム（CIS）に詳しい人が選ばれます。任命は、技術委員会の委員長及び副委員長が行います。競技規則 A.8.23 を参照願います。

Skill Advisors (SA) are knowledgeable and experienced former Chief and/or Deputy Chief Experts whose role is to support current Skill Management Teams in the design and operation of their marking schemes and assessment practices. Skill Advisors work closely with the Competition Support Team and the Assessment Advisor and may support up to 12 skills. There will be six Skill Advisors for WSC 2015. See Competition Rules A.8.24.

2.10 職種アドバイザー 職種アドバイザー（SA）は知識が豊富で経験豊かな、元チーフ及び／もしくは副チーフ・エキスパートがなり、採点計画や評価実務の計画や運営に関して、現在の職種管理チームを支援する役割を担っています。また、競技サポートチームや評価アドバイザーと密接に連携して作業を行い、１２個の職種まで支援することがあります。2015 年大会では 6 名の職種アドバイザーが予定されています。競技規則 A.8.24 を参照願います。

2.11 Skill Management Plan

The Skill Management Plan (SMP) is the key tool used by the Skill

Management Team to organize running of the skill competition. It is written by Chief and Deputy Chief Expert and finalized with the Jury President. The Jury President Team Leader reviews the SMP on behalf of the

Chair/Vice Chair of the Technical Committee. The SMP must be

completed for review by C-6. It acts as the roadmap for the skill competition and is checked daily. The SMP lists tasks and completion deadlines for each day of the Competition

2.11 職種管理プラン 職種管理プラン(SMP)は、職種競技運営を企画するために職種管理チームが使用する主要ツールです。チーフ・エキスパートと副チーフ・エキスパートがその案を書き上げ、審判長とともに仕上げます。審判長チーム・リーダーが技術委員会の委員長／副委員長を代理して当プランを精査しますが、これは競技開催６日前までに精査を完了させなくてはいけません。また、職種競技の予定表にもなりますので、毎日チェックされます。職種管理プランには、毎日の競技日ごとの課題ならびに終了期限が記載されています。

The Infrastructure List details all

materials and equipment to be provided by the Competition Organizer for a skill competition. It is drawn up by the Experts and reviewed at each Competition. See Competition Rules B.3. 2.12 インフラリスト インフラリストには、職種競技を実施するために大会開催組織が提供する部材や器材類が全て記載されています。エキスパートがリスト案を作成し、大会ごとに見直しされます。詳細は競技規則の B.3.条を参照願います。

2.13 Experts with Special Responsibilities

Experts with Special Responsibilities (ESRs) are Experts who are assigned specific areas of responsibilities by the Skill Management Team to assist in the running of the skill competitions.

Examples include ESR for Health, Safety, and environment, Skill

development, Assessment, Sustainability and Skill competitions promotion. For definitions of their roles, see Competition Rules A.8.6. 2.13 特別な責任を負うエキスパート （ESR） 特別な責任を負うエキスパート（ESR）は、職種管理チームから、ある特定の領域担当を任命されて、競技大会運営の手助けをするエキスパートのことです。担当領域の例としては、安全衛生環境、職種開発、評価、持続可能性ならびに職種競技大会促進などがあります。役割の定義については、競技規則の A.8.6. を参照願います。 2.14 Workshop Manager

Each skill competition has a dedicated Workshop Manager (WM) provided by the Competition host. The WM is responsible for ensuring that all

necessary infrastructure for Competitors and Experts is provided and in working order.

2.14 ワークショップ・マネージャ(WM） 各職種競技では、大会運営組織がその職種専任の WM を手配します。WM の責務は選手及びエキスパートに必要な全てのインフラ（教材や器材類、工具など）を提供出来るようにするとともに、それらを正常に作動・機能させることです。詳細は競技規則の A.8.14.項を参照願います。 2.15 Interpreters

WorldSkills International has adopted the word Interpreter (I) to cover both roles of interpreting (oral) and translating

(written). Interpreters allow the Experts to work together without communication difficulties, help to ensure that all Competitors get the same information, ensuring fairness. See Competition Rules A.8.13. 2.15 通訳者 WSI では、通訳者（I）という言葉の意味に、（口頭で）通訳すること、ならびに（文書で）翻訳する、という双方の役割を採用しています。通訳者は、エキスパート同士の意思伝達が困難にならないようにし、また、選手全員が公平であるよう、選手が同じ内容の情報を入手するための手助けをします。詳細は競技規則の A.8.13.を参照願います。 2.16 Technical Committee

The Technical Committee consists of the

Technical Delegates from each Member. Chaired by the Vice President for

Technical Affairs meeting at his/her invitation, it deals with all higher-level technical and organizational matters relating to the skill competitions. The Technical Committee reports to the Board of Directors and the General Assembly through its Chair. 3 Competition structure

3.1 Competition Rules

The Competition Rules regulate the

organization and execution of the WorldSkills Competition for all skill competitions. They are updated by the Technical Committee and ratified by the General Assembly.

Each skill competition has a Technical

Description defining all skill-specific aspects of the competition including:

• Name of the skill

• Standards specification and scope of work: That is, qualification requirement for

Competitors and which skills they require for the competition

• Development, selection, validation, 30% change and circulation of the Test Project • Assessment specifications and procedures

and requirements for marking • Conduct of the competition

• Any skill-specific safety requirements. • Materials and equipment to be supplied by

Competitors and Experts and defines those that are prohibited in the workshop

• Marketing the skill and media • Sustainability

3.2 職種定義 各職種競技には、競技におけるその職種特有の項目について定義した職種定義が設定されています。それらの項目とは：・職種名称・標準仕様ならびに作業範囲、すなわち、選手に求められる技能、技術の質及び競技に必要な技能について・競技課題の開発、選択、検証、30%変更及び課題の公表について・採点のための評価仕様ならびに手順と要望事項について・競技の実施について・その職種に特有の安全衛生の要望事項・選手及びエキスパートが用意する教材及び器材類ならびに作業場に持ち込み禁止の教材及び器材類の決定について・職種とメディアのマーケティング・持続可能性詳細は競技規則の B.4 項を参照願います。 3.3 Test Project

The Test Project is the work that has to be carried out by the Competitors to demonstrate mastery of their skill. The Technical

work, format and structure, development, validation, selection, circulation and change (if appropriate) of the Test Project. Each Test Project is designed to take between 15 and 22 hours working time, within the four days of competition.

The Test Project is designed to enable Competitors to demonstrate the standards specified in the Technical Description. It must be sufficiently difficult to allow Competitors to be ranked by their ability to complete. At the same time Experts must minimize space, infrastructure and resource requirements.

3.4 Expert participation in preparation of the Test Project

The Technical Description defines to what extent Experts are required to participate in preparation of the Test Project. Failure to comply with requirements can affect an Expert’s rights. For example, Experts who fail to deliver the required work may not be

permitted to vote on the Test Project/modules, or 30% change. For a summary of Expert’s duties and rights, see Competition Rules, B.6.6. 3.4 競技課題作成時のエキスパート参画 職種定義では、競技課題作成時にエキスパートがどこまで参加するかについて定義しています。要望事項に従わなかった場合は、エキスパートの権利に影響を及ぼすことになります。例えば、必要とされる業務を遂行することが出来なかったエキスパートは、競技課題／モジュールもしくは 30%変更に投票することが出来ません。エキスパートの義務ならびに権利に関しては、競技規則の B.6.6.を参照願います。

3.5 Mandatory Change in Work Content

Where the Test Project has been circulated to Competitors in advance, Experts must change at least 30% of the work content within the limitations of the equipment and materials provided by the Competition Organizer. See Competition Rules B.6.5.6. 3.5 作業内容における必須の変更 事前に選手に競技課題を公表した時点で、エキスパートは大会開催組織が提供する器材類と教材の範囲内で、少なくとも 30%の割合で課題内容を変更しなくてはなりません。詳細は競技規則の B.6.5.6.項を参照願います。 3.6 Assessment Criteria

The completed Test Projects are assessed in accordance with the WorldSkills International assessment procedures on the basis of the Standards Specifications defined in the Technical Description and the Competition Rules. See Competition Rules B.7.

3.6 評価基準 完成した競技課題は、職種定義及び競技規則で規定されている標準仕様に基づいた WSI の評価手順に従って評価されます。詳細は競技規則の B.7.項を参照願います。 3.7 Competition Support

Competition Support is the part of the WorldSkills International Secretariat that provides support to skills for the running of their competitions. At the Competition,

Competition Support helps with the printing of Test Projects, and the updating of Technical Descriptions. It also provides the Skill Marking Box (a box of competition-related materials for each skill competition).

3.7 競技サポート 競技サポートとは、WSI の事務局の役割の一つで競技大会運営に関して、各職種への支援を行うことです。競技大会において、競技サポートチームは、競技課題の印刷や職種定義の更新などについてサポートします。また職種採点箱（職種ごとに用意された競技に関連した部材を入れた箱）を支給します。

The CIS is custom-built software (by WorldSkills International) that manages all aspects of the marking and results of each skill competition. It is used to create or import marking schemes, generate marking sheets and record or calculate marks for each Competitor. Where appropriate to the skill, each day a team of Experts examines the contents of each Competitor’s toolbox. Any items that might give an unfair advantage to a Competitor are removed from use in the competition. See Competition Rules A.8.3.6.

3.9 工具箱点検 その職種で適切だと思われる時間帯において、エキスパートグループが、毎日、各選手の工具箱の点検を行うようにして下さい。選手に対して不当な有利性を与えるような物品は競技で使用出来ないよう、取り上げることになっています。詳細は競技規則の A.8.3.6.項を参照願います。

3.10 Jury President’s meeting

The Jury Presidents meet daily from C-6 to C4 to resolve issues and share information.

3.11 Member Support

At a WorldSkills Competition, Member Support is the part of the WorldSkills

International Secretariat that provides support to Members (primarily Official Delegates and Technical Delegates) in all areas not

connected to the Competition itself (accommodation, travel arrangements, events, etc.) and is responsible for organizing WorldSkills International meetings.

The Expert Centre

www.worldskills.org/expertcentre

is an area of the WSI website designed to help you prepare methodically for the competition. It contains information and acts as a checklist for various activities – a tick appears on the right as you complete each item. When you have met all requirements, it will show 100% prepared. Each item on the checklist is described below.

Go to

www.worldskills.org/learningresources to find and use great new environment to enhance your learning prior to the Competition. It brings together all resources available

including Industry Specific Tests, Competition Rules quiz, Competition Scenarios and delegate guides.

As you complete the tasks, each will

automatically be ticked to show your overall “preparedness score”. The required mark for the Competition Rules quiz is 100% and 90% for the Industry Specific Test.

Jury Presidents, Chief Experts and Deputy Chief Experts can see the preparedness of all Experts in their skill competition and Technical Delegates can see the state of preparedness of all the Experts from their country or region. The self-explanatory content of the Learning Resources site is shown below.

５．競技大会の準備－学習資料

競技大会開催に先だって、大会に関する情報の学習向上のために、新しい環境を設定しましたので、こちらの URL（左記英文参照）からアクセス願います。ここには、産業に特化したクイズや、競技規則クイズならびに大会シナリオ、及び各代表向けの手引きなどの教材全てを見ることが出来ます。これらの課題を終了させていくごとに、それぞれ、自動的にチェックマークが付けられて、各自の全体的な「準備の進捗度点数」が表示されます。競技規則クイズの合格ラインは、準備進捗度 100%ですが、産業に特化したクイズの合格ラインは 90%です。審判長と CE ならびに DCE は、それぞれの担当職種のエキスパート全員の準備進捗度を見ることができ、また、技術代表は自分の国・地域のエキスパート全員の進捗度を見ることが出来ます。一目でわかる学習教材の内容は、下記ページをご覧ください。
