General Information
1.
Introduction
Apart from offering the Hong Kong Diploma of Secondary Education Examination as its statutory duties, the Hong Kong Examinations and Assessment Authority (the Authority) also offers a wide range of examinations through its International and Professional Examinations Division for approximately 120 local and overseas examining bodies (including examination boards, awarding bodies, professional bodies, licensing authorities, government departments, public organisations, schools, colleges and universities) with a total candidature of around 300,000 a year. This information booklet intends to bring about an overview of these examination services.

The Authority provides examination services to other organizations very often through its International and Professional Examinations Division. Major service areas include:

The spectrum of services listed here is for indication of the work of the Authority only and is by no means exhaustive. As examining bodies normally have their own specific requirements, examination services are often customized. The amount of service charge varies according to factors such as size of candidature, range of services covered, facilities and equipment involved and the complexity of the examination procedures. Commissioning the Authority to Conduct Examinations
Normally the steps outlined below are to be followed.
On Request of Institutions On Request of Individual Candidates
The institution or the candidate concerned will be responsible for the expenses incurred for holding the examinations, which in general will cover the service fees to invigilators, delivery and postage of examination materials, rental of examination venues, examination stationery and other administrative costs.
The Authority needs to obtain the approval of the Education Bureau for taking up new examinations.
To allow time for processing request for taking up new examination, interested institutions are recommended to send a written request for conduct of examination to the Authority together with the relevant details (such as the examination regulation, delivery procedures, etc.) at least 8 weeks before the examination for evaluation.
The candidate concerned should
i) supply some basic information to the Authority for initial consideration, including the name of the examining body, the nature and purpose of the examination and the examination date and time; and
ii) ask the examining body to send a written request for conduct of examination to the Authority together with the relevant details (such as the examination regulations, delivery procedures, etc.) at least 8 weeks before the examination for evaluation.
If the requested service is considered feasible by the Authority, and the approval of the Education Bureau is obtained, the Authority will provide a service charge quotation together with the

Pearson Edexcel, General Certificate of Secondary Education
(GCSE) Examinations
GCSE (CHINESE)
GCSE is designed basically for U.K. students. Due to an increasing demand for Chinese as a foreign language examinations in Hong Kong, GCSE Chinese was introduced in May 2008. The Authority has no further plan to offer other subjects in GCSE.

Recognition and Equivalence of GCSE/ IGCSE/ GCE
(a) Grade E or above in all HKALE* A-level and AS-level subjects is generally recognized as equivalent to an A-level pass and an AS-level pass respectively in a British International GCE.
(b)Grade C or above in most HKCEE subjects is generally recognized as the equivalence of an O-level pass in a British International GCE.
(c) Given below is a rough comparison table between HKCEE 2007 language subjects (i.e. English Language and Chinese Language) and British IGCSE:

(d)The Universities and Colleges Admissions Service (UCAS) in the UK have included the Hong Kong Diploma of Secondary Education (HKDSE) in the UCAS Tariff system and the qualification is recognized as comparable to the British GCE A-level.
(e) The above information is for reference only. In general, it is for individual users of qualifications to define their own threshold levels of performance for admission/ recruitment purposes.

Higher Ability Student Test (HAST)
HAST is a set of rigorous test at 3 levels developed by the Australian Council for
Educational Research (ACER) for identifying academically gifted students. Only Level 1 is offered in Hong Kong at this stage.
