Some wide sidewalks are separated into pedestrian and bicycle
traffic sections so that pedestrians and bicycle users can both
pass through safely and smoothly. However, even if sidewalks are
designated as allowing bicycle traic, pedestrians ultimately have the
right of way. The basic rule is that to ensure that pedestrians can move
safely, bicycle users must ride at a speed at which they can stop and
get of their bicycles at any time. Last December, revisions were made
in traic rules for roadside traic. Let’s recheck these rules and create
an orderly traic environment.
Since the amount of bicycle trafic on Symbol Road is heavy, pedestrian and
bicycle trafic sections will be set up when the road undergoes construction
for restoration and liq uefaction countermeasures. H
owever, because many
pedestrians often stand around bus stops and crosswalk s, bicycle trafic is not
allowed in these areas. W
hen riding a bicycle, as you approach a bus stop,
crosswalk , or similar area, please k eep in mind the
importance of trafic safety
and carefully get off your bicycle and walk through
the area.

Children’s Plaza
E ven though it was N ovember, boys were sliding headfirst into a pool of mud again and again, and girls were running around barefoot. C hildren were running around between trees, climbing up trees, and digging holes with big shovels wher-ever they lik ed. O ne three- year- old girl was concentrating on hammering a nail with the k ind of big hammer that adults use. A lthough I was tak en aback for a moment by the amaz ing toughness of the children, it did not tak e long for me to get used to it.
T his scenery of children with muddy faces that look lik e they came from 40 or 5 0 years in the past and twink ling eyes full of curiosity is actually a common sight at H anegi P ark in Setagaya, as well as at play park s in K omaz awa and K awasak i.
D uring the previous election campaign, I proposed that we create an open space for children to play as they lik ed without any restrictions here in U rayasu as well. A t first, I was think ing of the site for the D ai- ni W angan Road as a potential loca-tion for this space; however, after the M arch 11 earthq uak e, the land was used for vehicles and materials for recovery construction. W e had no choice but to postpone coordination with the C hiba P re-fecture E nterprise A gency until after the end of construction. A fter the E nterprise A gency finished its landscaping work in M arch of last year, U rayasu C ity acq uired the unused land, and we are beginning to consider the possibility of creating an open space that children would really lik e.
A t irst, I was think ing simply of cover-ing the entire ground with artificial grass and creating an open space where children can play without getting hurt. H owever, my idea met opposition from M s. J unk o N ak aj ima, president of the N P O i- net,
which sponsors the “C hild- Raising Sup-port M esse” program in which over 2,000 people participate every year, as well as from people who support child- raising and k now about children from ex perience.
T hus, I visited the abovementioned three play park s. T here I saw children who reminded me of my childhood days, when I played my heart out even with a runny nose, and I realiz ed that children are the same in every day and age. A t all the play park s there was a handwritten sign that said, “Y ou are responsible for your own inj uries and your own lunch. ” I nstead of a mountain of rules telling children, “don’t do this” and “don’t do that,” children are encouraged to be responsible and their in-dependence is respected.
T hat doesn’t mean that the children are unsupervised. T rained instructors called “play leaders” watch over the children. I ask ed the play leaders what advice they would give to U rayasu for creating a play park in our city, and all three mentioned the k ey words of “soil, trees, water, and ire. ”
T hese four aspects are indispensable, and they are reminiscent of the five ele-ments in traditional C hinese thought: “wood, fire, earth, metal, and water. ” I hope to create a place to give children in U rayasu access to natural and primitive resources that were commonly available for us everywhere when we were children, such as fertile soil, fruit- bearing trees, lowing water, and even irewood ires that they can use to cook with.
During the Tokyo Bay Urayasu City Marathon, trafic will be regulated near the marathon course. Your cooperation is appreciated.

Applications for FY2014 (from April 2014) municipal bicycle parking lot permits are now being accepted. If you would like a permit for the use of a parking lot, please complete the procedures indicated below. Those who currently have a permit can use the parking lot until March 31. Please note that because permits are not automatically renewed for those who are currently using a permit, you must complete the application procedures again during the application period if you would like a permit to use from April.
Application: Complete an application form (available at any municipal bicycle parking lot with a custodian [Urayasu Sta. No. 1–4, 7, 9, 12–14; Shin-Urayasu Sta. No. 1–5, 8, 10; and Maihama Sta. No. 1–3], the Urayasu City Facilities Use & Promotion Public Corporation,
and for download on Urayasu City’s website) and submit it in person along with the required document (the applicant’s oficial identiication, such as a driver’s license or health insurance card [a student ID is required if you want to get a high school students’ discount], which is to be shown at the time of application or a copy thereof submitted) to a municipal bicycle parking lot with a custodian or Urayasu City Facilities Use & Promotion Public Corporation. (Those applying for Shin-Urayasu Station Bicycle Parking Lot No. 13 should apply there in person.)

Due to revisions in the law, the consumption tax will be raised from 5% to 8% from April 1. Taking into consideration the effects of prices on the daily lives of city residents, Urayasu City will freeze the pretax portions of the usage fees and only add the new consumer tax rate of 8%.
For more information on what the usage fees will be for sports facilities, bicycle parking lots, and other facilities after the tax revision goes into effect, please call the particular facility.
