科学技術の状況に係る総合的意識調査(NISTEP定点調査2020)データ集

「科学技術の状況に係る総合的意識調査(以下、NISTEP定点調査)」は、約2,700名の産学官の 一線級の研究者や有識者への継続的な意識調査を通じて、我が国の科学技術やイノベーション 創出の状況変化を把握する調査である。本調査では、科学技術基本計画を踏まえて作成した質 問票を通じて、定量指標では把握が困難な点も含めて、科学技術やイノベーション創出の状況や その変化について包括的な把握を行う。

本報告書は、第5期科学技術基本計画期間中の2016~20年度の5年間にわたって実施する調 査(第3期NISTEP定点調査)の5回目となるNISTEP定点調査2020の集計結果や自由記述をまとめ たデータ集である。NISTEP定点調査2020は、2020年9月から12月に実施し、92.3%(回答者数 2,470名/送付者数2,675名)という高い回答率であった。

NISTEP定点調査2020では、回答者には前回の自身の回答結果を示した上で、今回の回答を

「不十分」から「十分」の6点尺度の選択形式で求めた。また、回答に変更があった場合は、評価の 変更理由の記入を依頼し、第5期科学技術基本計画期間中の状況変化を意識調査の観点から明 らかにした。これに加えて、①新型コロナウイルス感染症による研究活動への影響、②探索型研究 の支援の在り方、③論文のオープンアクセス化、④自然科学系の研究活動における人文・社会科 学系の知識の必要性、⑤望ましい人材が博士後期課程を目指すための環境整備、⑥新型コロナ ウイルス感染症による日本の科学技術・イノベーション創出への影響の6点について深掘調査を実 施した。

Data Book for NISTEP Expert Survey on Japanese S&T and Innovation System 2020 (NISTEP TEITEN survey 2020)

ABSTRACT

The NISTEP expert survey on Japanese S&T and innovation system (NISTEP TEITEN survey) aims to track the status of the system by continuously collecting responses to a fixed questionnaire distributed annually to a fixed group of respondents. The respondents consist of about 2,700 Japanese experts and researchers in universities, public research institutions, and private firms. The survey has several features: it asks the respondents to compare the statuses between the targeted year and the previous one by showing them their answers in the survey previous year; it collects information that are usually difficult to be measured through R&D statistics, including descriptive answers by the respondents; and its questionnaire is linked to the issues mentioned in the Japanese fifth S&T basic plan.

This is a supplemental data book of the NISTEP TEITEN survey 2020, which is the fifth round of the annual surveys that have been conducted in the duration of the fifth S&T basic plan (FY2016 – 2020).

The 2020 survey was conducted from September to December 2020, which marked a high response rate (92.3%).

In addition to the above, an additional survey was conducted on the following topics: (1) the impact of novel coronavirus infections on research activities; (2) the way to support exploratory research; (3) the current status of open access; (4) the necessity of knowledge in the humanities and social sciences in

research activities in the natural sciences; (5) the way to establish an environment that encourages promising individuals enter doctoral programs; and (6) the impact of new coronavirus infections on science, technology, and innovation in Japan as a whole.
