セーフコミュニティ国際認証の再認証に向けて
2012年11月、豊島区は世界保健機関（WHO）が推
奨する安全・安心まちづくりの国際認証「セーフコ
ミュニティ」を都内で初めて取得しました。住民・地
域団体・行政の幅広い「連携・協働」と、具体的な事
故やけがのデータ収集、原因分析などによる「科学的
手法の活用」で、生活の安全・安心と健康の質を高め
ていくまちづくり活動を展開しています。セーフコミュニティ認証制度
は継続的な活動が求められ、5年に一度の再認証手続きが設けられて
います。2017年の再認証に向け、取り組みをさらに推進します。
Toward obtaining International Safe Community certiication again
In November 2012, Toshima City became the first ward in Tokyo to receive the International Safe Community certiication, an accreditation recommended by the World Health Organization for safe and secure urban development. Through extensive collaboration and cooperation with residents, community organizations, and administrative organs, and through the utilization of scientiic methods such as collection of data on specific accidents and injuries and cause analysis, urban development activities are implemented with the aim of improving safety and security in everyday life and enhancing the quality of health. The International Safe Community certiication system calls for sustained activities, and requires recipients to undergo certiication procedures once every five years. Toshima City will further promote initiatives toward obtaining certiication once again in 2017.
客引き行為等迷惑防止対策
繁華街での悪質な客引き行為を防止するため、2015年3月「客引き行
為等の防止に関する条例」を制定し、客引き防止指導員（豊島区繁華街
警備隊）によるパトロールを強化するなど、区民、関係機関と連携し、
安全・安心な繁華街に向けた取り組みを推進します。
Measures to prevent touting and other forms of inconvenient behavior
To prevent dishonest touting behavior at busy downtown districts, the Ordinance Concerning the Prevention of Touting Behavior was enacted in March 2015. In addition to strengthening patrols by Touting Prevention Advisors (Toshima Downtown District Guards), residents and the relevant organizations are working together to promote initiatives aimed at creating a safe and secure downtown district.
不燃化特区と特定整備路線の整備
首都直下地震による延焼被害を防ぐため、東京都の木密地
域不燃化10年プロジェクトに合わせ、災害に強く、魅力あ
る住宅市街地を築きます。
Development of ire-proof zones and designated routes for improvement
To prevent the spread of ires in the event of an earthquake hitting Tokyo directly, residential areas that are attractive yet disaster-resilient will be built alongside with 10-year ire-prooing projects in areas with close-set wooden houses in Tokyo.
地域区民ひろばとインターナショナルセーフスクール
区内22の小学校区に設置された「地域区民ひろば」は、対策委員会と連
携し、けがや事故の予防につながる情報やプログラムを提供している
地域の拠点です。一方、インターナショナルセーフスクールは心・体の
けがおよびその原因となる事故、いじめ、暴力を予防することにより、
安全で健やかな学校づくりを進める活動で、学校単位に認証されます。
豊島区では、2012年11月に朋有小学校が区内で初めて認証を取得し
ました。その後、他の小中学校にも認証取得の動きが広がっています。
身近なエリアで、セーフコミュニティ活動とセーフスクール活動を連携
させることで、大きな効果を生み出していきます。
Community plazas and International Safe Schools
The community plazas established in 22 elementary school districts in Toshima City are community hubs that work together with the Taskforce Committee to provide information and programs that contribute to the prevention of injuries and accidents. On the other hand, International Safe School is a certiicate awarded to schools that carry out activities to create a safe and healthy school environment by preventing accidents, bullying, and violence that can cause physical and mental damage. In Toshima City, Hoyu Elementary School was the first school to receive the certification in November 2012. After that, moves to obtain the certiication spread among other elementary and junior high schools. By facilitating tie-ups between safe community activities and safe school activities in the areas close to residents, Toshima City aims to generate signiicant results.
帰宅困難者対策
首都直下地震などが発生した場合、池袋駅周辺では多数の帰宅困難者
の発生が見込まれます。駅周辺の事業所、商店街、町会、警察・消防
などと連携して、毎年、実践的な訓練を実施するなど、帰宅困難者対
策を推進します。
Measures to assist stranded commuters
In the event of an earthquake that hits the Tokyo area directly, many commuters are expected to be stranded near Ikebukuro Station. In cooperation with businesses, shopping districts, neighborhood associations, police/fire-fighters near the station, practical drills are held every year to promote measures to assist stranded commuters.
無電柱化の推進
都市災害の防止、景観の向上、安全で快適な通行空間の確保の観点か
ら無電柱化に取り組みます。「巣鴨地蔵通り」
「学習院椿の坂」等で先行
的に進め、将来的には区内全域に拡大し、「電柱ゼロ都市」をめざしま
す。
Promoting the removal of utility poles
To prevent urban disasters, improve the landscape, and secure safe and comfortable pedestrian spaces, initiatives are in place to remove utility poles. Beginning with Sugamojizo-dori and Gakushuin Tsubaki no Saka, the initiative will spread across the entire City moving forward in order to create a “utility pole-free city.”
