ernment・Increasinglyinrecentyears,initsdesireforself‑sufficiencyandautonomy,Okinawa hasreliedontourismasapathtowardstheachievementofitsgoals・Thequestionremains whetherindeedthisisanappropriateandviableapproach,orwhethertourismitselfis actuallyadifferentformofdependency.WiththerecentDietapprovalofthe"ResortDevelop‑
mentAct"inl987,andtheconsequentheavyfederalsubsidyandsupportofresortdevelop‑
ment,andhencetourism,thisquestionrapidlyhasbecomemorethananacademicissue.
Duringthepastcoupleofyears,Ihaveconsideredthisareafromanacademicpointof view,asthatofascholarofeconomics,andhavepublishedandpresentedanumberofpapers
onaspectsofresortdevelopmentinJapanandinOkinawa.'Myconclusioninthosepapers
wasthatthelong‑rangeeconomicbenefitsforlocalitiessuchasOkinawaarequestionable.
However,economicmattersarenottheonlyonesofimportance,astherearealsoissuesofa personal,humannaturewhichoughttobegivenconsideration.
Inthatregard,Ishouldexplainthatrecently,inMayl991,Ihadtheopportunitytovisit Hawaiiundercircumstanceswhichallowedmetoexperiencethetripinamannernotunlike thatofatourist.ImentionthatbecauselhadlivedinHawaiiabouttwentyyearsagoasa student,passedthroughbrieflythreeyearsago,andthenreturnedagaininJanuaryofthis year,butunderpressureofmakingapresentationbeforeaninternationalaudience.Thisre‑
centtripinlateMayandearlyJune,madefourmonthsago,entailednosuchobligationofper‑
