Abstract㧦Kentucky will form Kentucky Education Reform Act㧔KERA㧕 in 1990. KERA is leading legislation known as a case of the systemic reform. The purpose of this paper is elucidating the development and the background of the educational reform formation in Kentucky. In formation of KERA, two committees played the big role. The first committee is “Commonwealth Task Force on Education Reform”. This committee is the Special Committee is of the legislation, which the state legislature formed. . The second committee is “Council on School Performance Standards”. This committee is a state governor's private advisory body.

In this paper analyzed characteristic of KERA paying attention to activity of two committees.
