職務内容/Duties:

The incumbent instructs subordinate leaders and workers on daily operational requirements. Supervises daily operations. Approves or disapproves leave request. Assigns daily tasks and demonstrates proper work methods.

Plans work to be performed for subordinate foreman and employees. Ensures computers for Automatic Tank Gauging and valve control systems are operational. Obtains necessary information or decisions from supervisor on problems that come up during the work. Checks compliance with instructions regarding work order,

procedures, and methods during and upon completion of the work. Assures that safety rules are followed.

Reports to the supervisor the status of the work, progress made, and causes of delays. Directs and

accomplishes inventories at least twice a month or as directed by the US supervisor. Establishes and controls leave schedules and keeps time and attendance records for his subordinates. Investigates grievances and complains. Resolves the informally. Notifies the supervisor if it is necessary.

Performs work involve in operation of fuel distribution systems and related fuel distribution equipment for receiving, storing and issuing petroleum products. Operates fuel pumps and manipulates valves to transfer fuel throughout a bulk storage system from one tank to another, to the cross-island pipeline. Directs tank trucks or tank cars, checks petroleum products received to determine that products meet required specifications. Checks tank car seal for evidence of tampering prior to unloading, attaches grounding cable, and unloads fuel from tank trucks or tank cars to bulk storage. Takes manual daily stick or gage measurements of storage tanks for

inventory purposes. Issues fuel from fill stands to trucks. Refuels units and installs tamper proof seals. Performs cleaning, minor repair, maintenance check and servicing of fuel pumps, motors, valves, and other fuel

distribution systems and tank farm equipment. Maintains records of receipts, transfers and issues of fuel and records of daily pump operation. Operates computer to control open and closure of tank valves. Operates Automated Fuel Handling Equipment (AFHG) computer to monitor tank fuel levels, temperatures, water content, and manipulates it to perform different functions in performance of different daily operational requirements.

Ensures all documents or forms and radios are prepared. Reports to work site 30 minutes prior to ship arrival.

Boards Ocean tankers and coordinates wilt Chief Mate to board Lab personnel and performs safety checks prior to fuel off-load. Ensures product documents are proper prior to Fuel off-load. Remains on board and conducts

hourly checks until relieved by either shift worker or off-load is complete. Ensures all forms are filled and completed before releasing vessel.

This position has promotion potential to the BWT 1-6 grade level. If selected below the full

performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.

At the BWT 1-5 (Trainee Level), under the closer to than normal supervision of the Chief of JESO Okinawa or delegated specialist, the incumbent of this position will serve as a trainee, completes specifically assigned tasks regarding routing and recurring duties described in the target position’s PD (Personnel Management Specialist, MLC-400, BWT 1-6), and related duties. Assignments are pre- selected for developmental purposes progressing from the more common and typical assignments to the more difficult assignments as the appropriate skills, knowledge and abilities are gained by the incumbent.

At the BWT 1-6 (Full Performance Level), the incumbent performs the full range of actions and procedures for recruitment, selection and placement process for JN civilian personnel. This includes conducting job analysis interviews with managers to determine knowledge, skills, and abilities required to perform the job to rate applicants against criteria; preparing vacancy announcements; reviewing all applications for compliance with minimum qualification requirements; and preparing and issuing lists of applicants determined to be qualified for the position. Coordinates on boarding documents with

internal/external customers for providing assistance in all states of the recruitment process. Analyzes and completes JN civilian workforce recruitment and placement actions, taking into consideration turnover, funding, retirement, mission and technology to ascertain staffing needs. Advises hiring managers and selecting officials on recruitment strategies for attracting the qualified candidates for vacant positions. Evaluates current and future personnel requirements to anticipate, plan and

implement or actively participate in initiatives that will improve personnel practices and processes and reductions and efficiencies. Maintains liaison with agencies of the Government of Japan, personnel offices of USFJ installations, etc., regarding recruitment, transfer, and other local national employment matters. Creates, processes, and monitors civilian personnel actions and reports and maintains full visibility over all personnel actions from cradle to grade. Utilizes automated systems including Defense Civilian Personnel Data System (DCPDS) to process Requests for Personnel Actions (RPAs). Performs work involved in the administration of JN civilian workforce and provides position management and classification support to assigned organizations. Consults with operating officials on classification principles and procedures, ensure classification guidelines are interpreted uniformly throughout a workforce and promotes an understanding and acceptance of the program. Studies organizational and regulatory materials, conducts individual or group audits, and allocates job with the proper title, grade, and language proficiency level (LPL). Works closely with supervisors to keep current on organizational and procedural changes to ascertain their effect on job content and advises managers on the use of position classification options

(e.g., accretion of duties, re-descriptions, position reviews, impact of the person on the job). Performs the full range of classification functions including analyzing classification standards to make final classification decisions on job information and identifying pay table, occupation, title, and grade for the position, ensuring classification standards are interpreted uniformly throughout a workforce. Plans, develops, and writes analytical evaluation statements to support classification decisions. Maintains automated databases in order to track information and extract data used to generate documents, records, and reports. Utilizes databases or other tracking systems to maintain suspense deadlines and ensure follow-up actions are taken as necessary. Compiles reports on a wide variety of personnel data, monthly and annual reports. Maintains personnel information, position description, organization charts, diagrams, technical publications, manuals, and files in accordance with Army Regulation.

Identifies problems with existing administrative procedure, and provides recommendation and changes in procedure. Performs other related or incidental duties as assigned.

BWT 2-6 (Trainee Level): Under the closer than normal supervision by the supervisor or foreman who assigns work in specific terms based on overall goals and objectives in the maintenance program. Assignments are pre- selected in terms of how senior position perform their duties and evolve from more common and typical

assignments to more challenging assignments as an incumbent develops the appropriate skills, knowledge, and abilities.

BWT 2-7 (Full Performance Level): The incumbent performs work involved in the disassembly, overhauls repair, replacement of parts, adjustment, reassembly, and final operational check of tactical/commercial vehicles, construction equipment, power generation equipment, and material handling equipment. Duties include, but are not limited to:

Examines equipment and component units by visual and auditory means and/or by operational tests and diagnoses malfunctions. Disassembles equipment and component parts such as steering and control systems, transmissions, cooling systems, differentials, axles, wheel assemblies, engines, and inspects and replaces as necessary such parts as pistons, piston rings, valves, bearings, wrist pins, gaskets, and cylinder liners. Repairs and adjusts carburetors/ injection systems, magnetos, voltage regulators, switches, batteries and wiring, transmission systems, including such parts as clutches, gears, bearings, etc. Installs, adjusts, and repairs minor accessories such as windshield wipers, heaters, and defrosters. Traces vehicle electrical circuits and ascertains condition of wiring. Rewires complete circuits covering ignition, starters generator, and lighting systems, as required. Services and repairs main power unit and material handling equipment. Services and repair power generation equipment from 5kw to 100kw Generator Sets. Performs general body and fender repair work and welding.

Performs other related or incidental duties as assigned.

必要応募資格基準/MINIMUM QUALIFICATION STANDARDS (MQS) Requirement:

BWT 2-7:

Must have at least one year of specialized experience in the same line of work at the next lower grade level (BWT 2-6).

BWT 2-6:

Must have at least one years of mechanic experience or specialized experience in the same line of work.

*The specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the duties of the position to be filled.

**When substituting education for special experience, a tentative graduation letter and transcript, or a certificate of graduation/diploma and transcript must be submitted together with application. Failure to submit required documentation may result in non-consideration for this position.

There is no LPL (Language Proficiency Level) set for this position, but a daily conversational level of English is desirable.

BWT 2-6:

- Must possess a valid GOJ Heavy Vehicle driver’s license (more than 11 tons) / 大型一種自動車運転免 許 (11トン以上), and be able to obtain a GOV driver’s license.

- Must have a Class-2 Gasoline Automotive Mechanic license (2級ガソリン自動車整備士免許) and/or Class-2 Diesel Automotive Mechanic license (2級ディーゼル自動車整備士免許).

BWT 2-7: In addition to the requirements for BWT 2-6

Must possess a GOJ forklift license (フォークリフト運転技能講習修了証保持者であること).

要求される知識・スキル・能力/Required Knowledge, Skill, and Ability (KSA):

BWT 2-6:

Basic knowledge of and ability to perform maintenance tasks related to engine, removal and reinstallation, lubrication and cooling system repair, hydraulic system repair, tire and suspension repair, etc.

BWT 2-7:

Knowledge of and ability to perform maintenance tasks such as: engine/drive train related service, general engine diagnosis, removal and re-installation (R&R), lubrication and cooling systems repair, hydraulic system repair, tire/suspension repair, etc.

要求される雇用条件/Required Condition of Employment:

- Must be physically fit to perform the duties above.

- Must be physically capable of bending, stooping and/or standing for long periods of time.

- Must be able to lift minimum of twenty-five (25) kilogram in weight.

- Must be able to work overtime when requested.

- Must be able to work outside of normal duty hours when requested.
