"It's true that there areprob-lems with excessive workloads at public health centers and the system to collect specimens," Abe told an internet program or-ganized by Yahoo Japan Corp. and others. "We'll strengthen them quickly."
Abe was answering a ques-tion from a viewer. The program
also featured Kyoto University Prof. Shinya Yamanaka.
The prime minister said anti-gen tests for the coronavirus will be put into practical use in the near future.
"We'll gain the full picture of the situation by using all tools available," he added.
In a video message posted on
the "niconico doga" video-shar-ing site earlier, Abe called for further cooperation to stop the spread of COVID-19.
"We can drastically reduce the number of new infections two weeks later by staying home now," he said. "Let's change our future together."
The government has decided to extend the state of emergency to combat the virus until the end of May because new infection cases have not decreased enough, he explained.
He again asked for further ef-forts to avoid what the government calls three Cs--closed spaces, crowds and close-contact settings.
Japan's health ministry is considering easing guidelines on when to consult authorities over suspected infection with the novel coronavirus, officials said Wednesday.
The new guidelines will rec-ommend immediate consulta-tions to those feeling strong fa-tigue, shortness of breath or high fever without indicating the level of body temperatures that should be exceeded.
The revised guidelines will be released as early as this week.
Under the government-set
A Japanese research group has observed carbon emitting from almost the entire surface of the moon, using Kaguya, a Lunar explorer of the Japan Aerospace Exploration Agency, or JAXA.
An article about the team's finding will be published on U.S. journal Science Advances on Thursday.

Com-merce said Wednesday that it will begin investigating the im-pact of mobile crane imports on national security.
The move is aimed at block-ing a surge of imports of the con-struction machinery from Japan, Europe and China, and boosting production in the United States. If the department concludes that imports of the cranes are a na-tional security threat, it can im-pose additional tariffs on them.
The investigation, to be based on Section 232 of the Trade Expansion Act, which al-lows limits to imports based on security reasons, will be con-ducted at the request of Manito-woc Co., a major industrial ma-chinery maker headquartered in Wisconsin.
Manitowoc argues that the influx of cheap products from Japan, Germany and Austria, as well as intellectual property rights violations by Chinese firms, forced it to shut down some of its production facilities, according to the department.
The administration of US President Donald Trump said earlier this month that it will in-vestigate imports of power sup-ply equipment based on the same law, also in an apparent move to ramp up its "America First" stance ahead of the presi-dential election in November.
Many consumer services, such as restaurants and retailers, will stay suspended in Japan un-der the state of emergency to fight the novel coronavirus that has been extended to May 31.

restau-The Defense Ministry has scrapped its plan to deploy the Aegis Ashore land-based mis-sile defense system in a Self-Defense Force compound in the
Toshiba Corp. said Thursday that it plans to adopt a four-day work week system for manufac-turing staff at group factories in Japan in hopes to reduce novel coronavirus infection risks.
Of some 76,000 Toshiba group employees in the country, around 10,000 will be eligible for the new work system.
By working an extra two hours per day during the four work days, the employees will still work the statutory hours of
some 160 hours for a month, ac-cording to Toshiba.
After shutting down almost all of its offices and plants from April
20 until Wednesday, the major electronics and machinery maker resumed operations on Thursday.
Employees other than manu-guidelines, those suspecting
COVID-19 infection call spe-cial consultation centers set up at local public health offices. They will be allowed to take polymerase chain reaction, or PCR, tests if doctors find such tests necessary.
The current guidelines, re-leased in February, stipulate that those suspecting infection call the centers if they are run-ning a fever of at least 37.5 de-grees Celsius for four straight days or suffering symptoms in-cluding strong fatigue and shortness of breath.
Elderly people and those with preexisting conditions
should seek consultations if fe-vers and other symptoms con-tinue for two days, according to the guidelines.
Critics say that the strict cri-teria have discouraged many from calling the consultation centers while some centers re-fuse to provide consultations to those who have not fully met the criteria.
The current guidelines were worked out during the influenza season. At that time, it was im-portant to tell coronavirus symptoms from flu symptoms, officials said.
"We'll bring the guidelines into line with the current
situa-tion, based mainly on opinions of experts," health minister Kat-sunobu Kato told reporters, re-ferring to cases that fall into se-rious conditions rapidly.
The new guidelines are ex-pected to recommend immedi-ate consultations to those feel-ing strong fatigue, shortness of breath or high fever, or suffering relatively mild symptoms of cold at least for four days.
Elderly people and those with preexisting conditions should consult immediately if they develop relatively mild symptoms of cold, such as fever and coughing, the new guide-lines will say.

There is no doubt about the giant-impact hypothesis, but there is a need to study possibili-ties that have not been taken into account, Yokota said, noting that the high-temperature state at the time of the moon formation might not have lasted long or the temperature might have been slightly lower than the levels that have been considered so far.
The mayor of Manaus, a major city in Brazil's Amazon rainforest region, has sent messages to Japanese Prime Minister Shinzo Abe and 20
other world leaders to seek emergency help in its fight against the novel coronavirus.
