The d e s i g n o f t h e s e d i s t r i c t s i s g e a r e d t o e ∞ nomy a n d f u n c t i o n a l i t y and a s s u c h r e f 1 e c t s E u r o p e a n p o l i c y o f t h e p a s t d e c a d e s . The f o r b i d d i n g a p p e a r a n c e o f t h e Euro b u i l d i n g s a n d e n s e m b l e s ( o f t e n e v e n h o s t i l e t o w a r d s t h e c i t y ) i s i n a n y c a s e n o t i n k e e p i n g w i t h t h e U n i o n ' s r e a f f i r m e d aim o f e s t a b l i s h i n g a c u l t u r a l a n d humane E u r o p e . Only a w e l l ‑ b a l a n c e d s o c i a l and economic p o l i c y w i l l g e t t h e s u p p o r t o f c i t i z e n s n e c e s s a r y t o c o n t i n u e E u r o p e a n i n t e g r a t i o n . Even w i t h o u t t h e i s s u e o f a d e e p e n i n g o f E u r o p e a n c o o p e r a t i o n ， we c a n no l o n g e r t o l e r a t e i n s t i t u t i o n s o f s u c h m a j o r p o l i t i c a l a n d u r b a n i m p o r t a n c e c o n t r i b u t i n g t o t h e d i s i n t e g r a t i o n o f t h e c i t y ‑and o n l y b e c a u s e t h e r e i s no l o n g ‑ t e r m p l a n a n d no d i s c o u r s e a t a E u r o p e a n l e v e l on t h e q u e s t i o n o f w h e r e E u r o p e ' s c a p i t a l s h o u l d be e s t a b l i s h e d a n d what form i t s h o u l d t a k e .
When t h e u n i t e d E u r o p e came t o l i f e a f t e r World War I T ， i t was b a s e d on v i s i o n a r y i d e a s . To
f u l f i l l t h i s dream ， c o m p l e t e l y new o r g a n i z a t i o n a l s t r u c t u r e s h a d t o be e l a b o r a t e d . N e v e r t h e l e s s
none o f t h e member s t a t e s was e a g e r t o a b a n d o n i t s power t o a n i n s t i t u t i o n ， whose f u t u r e f o r m
a n d d e s t i n y was y e t unknown. The E u r o p e a n c o m m u n i t i e s a r e t h u s composed o f a main
a d m i n i s t r a t i o n ， t h e E u r o p e a n Commission ， which e l a b o r a t e s p r o p o s a l s f r o m a s u p r a n a t i o n a l
v i e w p o i n t a n d h a n d s them f o r d e c i s i o n t o t h e C o u n c i l o f M i n i s t e r s ， composed o f t h e r e s p e c t i v e
n a t i o n a l m i n i s t e r s ; a n d t h e E u r o p e a n P a r l i a m e n t ， w h i c h h a s y e t t o d e v e l o p i n t o a f u l l f 1 e s h e d

t h e F r e n c h c o n c e p t o f a s i n g l e c a p i t a l was d e c l a r e d o f f i c i a l d o c t r i n e . A f t e r t h e e x a m p l e o f new c a p i t a l c i t i e s s u c h a s W a s h i n g t o n ， C a n b e r r a a n d B r a s i 1 i a ， a E u r o q u a r t e r was t o b e c r e a t e d t o h o u s e a 1 1 o f t h e Community's i n s t i t u t i o n s a n d b e a n u r b a n s y m b o l f o r E u r o p e . However ， t h e m i n i s t e r s i n v o l v e d f a H e d t o a g r e e on a n a c t u a l l o c a t i o n . So a s t o b e a b l e t o commence work a s s o o n a s p o s s i b l e ， t e m p o r a r y o n e s w e r e c h o s e n : Luxembourg a n d S t r a s b o u r g i n 1952 ， j o i n e d by B r u s s e l s i n 1 9 5 8 . T h i s h e r a l d e d a d e c e n t r a l i z a t i o n w h i c h i m m e d i a t e l y f r u s t r a t e d t h e r e s o l u t i o n i n f a v o r o f a c e n t r a l s e a t . I n s p i t e o f t h e p r o v i s i o n a l i m p l a n t a t i o n o f t h e i n s t i t u t i o n s i n t h r e e c i t i e s ， E u r o p e a n u n i f i c a t i o n i n s p i r e d a number o f v i s i o n s o f w h a t E u r o p e ' s c a p i t a l c o u l d b e
5).However ， f o r t h e most p a r t t h e s e w e r e i n k e e p i n g w i t h t h e c o n c e p t o f a n a t i o n a l c a p i t a l c i t y a n d t h e t r a d i t i o n o f m o n u m e n t a l i t y demanded b y t h e member s t a t e s . An e x t e r n a l a n a l y s i s o f t h e q u e s t i o n o f E u r o p e ' s c a p i t a l was r e j e c t e d by t h e n a t i o n a l m i n i s t e r s o n a number o f o c c a s i o n s a n d n e i t h e r on t h e o c c a s i o n o f t h e c r e a t i o n o f t h e ECCS i n 1 9 5 2 n o r a t t h e t i m e o f t h e f o u n d i n g o f t h e ECC a n d E u r a t o m i n 1 9 5 8 w e r e t h e E u r o p e a n i n s t i t u t i o n s a 1 1 0 w e d t o make a c h o i c e o r e v e n a s u g g e s t i o n c o n c e r n i n g t h e b e s t p l a c e f o r t h e i r wor k . They h a d t o l i m i t t h e i r s e a r c h f o r a p e r m a n e n t s e a t t o c i t y c o m p e t i t i o n s whose p a r t i c i p a n t s h a d t o b e a p p r o v e d by t h e member s t a t e s w h i c h w e r e a l s o e n t r u s t e d w i t h t h e f i n a l d e c i s i o n .
The p a r t i c i p a t i n g c i t i e s w e r e i n v i t e d t o p r e s e n t p r o p o s a l s ， b o t h f o r a t e m p o r a r y s e a t a n d f o r a E u r o q u a r t e r . T h i s meant ， h o w e v e r ， t h a t t w o i s s u e s t h a t o u g h t t o h a v e b e e n d e a l t w i t h s e p a r a t e l y ， became e n t a n g l e d . A t e m p o r a r y s e a t r e q u i r e d a n e x i s t i n g c i t y ， s i n c 怠 o n l ye x i s t i n g c i t i e s h a d s u i t a b l e i n f r a s t r u c t u r e s . G i v i n g f o r m t o a d i s t r i c t ， on t h e o t h e r h a n d ， c o u l d p r o c e e d f r o m s u p r a n a t i o n a l a n d s y m b o l i c c o n c e p t s . Y e t s u c h i n i t i a t i v e s c o u l d n o t b e e x p e c t e d f r o m i n d i v i d u a l c i t i e s o r n a t i o n s . The f i n a l d e c i s i o n was l e f t t o t h e C o u n c i l o f M i n i s t e r s . Thus t h e g e o p o l i t i c a l t e a c h i n g s o f t h e c a n d i d a t u r e s a n d t h e i r p o s s i b l e c o n t r i b u t i o n t o t h e f o r m a t i o n o f E u r o p e went l a r g e l y u n n o t i c e d . The d i f f e r e n t o p i n i o n s o f t h e member n a t i o n s conceming t h e a p p r o p r i a t e s i t e f o r t h e h e a d q u a r t e r w e r e r e f l e c t e d i n t h e d e b a t e s c o n c e r n i n g t h e f o r m a E u r o p e a n c a p i t a l s h o u l d t a k e . A d e b a t e on t h e q u e s t i o n o f u r b a n d e s i g n f o r E u r o p e was o p e n e d n o t by t h e E u r o p e a n Community b u t by o n e o f t h e c a n d i d a t e s . The S a a r l a n d ， which h a d become p a r t o f t h e F r e n c h t a x a r e a a f t e r World War n hoped t h a t a E u r o p e a n f u n c t i o n would h e l p i t t o a v o i d a n n e x a t i o n by F r a n c e 9 ¥ To p u b l i c i z e i t s c a n d i d a t u r e i t o r g a n i z e d a c o m p e t i t i o n f o r a E u r o q u a r t e r i n 1 9 5 4 5 5 . A r c h i t e c t s g e n e r a l l y c o n c e r n e d t h e m s e l v e s w i t h t h e s u b j e c t i f t h e r e was a c o m m i s s i o n i n i t f o r t h e m ， t o p u b l i c i z e t h e i r name ‑ o r a s a means o f r e i n f o r c i n g t h e i r s t y l i s t i c c l a i m s . Temporary s e a t s w a r r a n t e d n e i t h e r l a r g e i n v e s t m e n t s n o r a r c h i t e c t u r a l i n i t i a t i v e s . Even s o ， b u i l d i n g s a n d i n f r a s t r u c t u r e had t o be a d a p t e d o r c o n s t r u c t e d t o accommodate t h e m . I n i t s name ， m a j o r u r b a n p r 吋 e c t ss u c h a s t h e l a y i n g o u t o f a r o a d n e t w o r k i n t h e c i t y c e n t e r ， h a d b e e n c a r r i e d o u t i n r e c o r d t i m e . The c h o i c e o f s i t e f o r t h e t e m p o r a r y home o f t h e E u r o p e a n i n s t i t u t i o n s was a l s o a p a r t o f p l a n s t o t r a n s f o r r n t h e c i t y i n t o a m e t r o p o l i s . A l t h o u g h t h e r e w e r e numerous empty s i t e s i n B r u s s e l s on which a n e n t i r e d i s t r i c t c o u l d h a v e b e e n c o n s t r u c t e d ， t h e B e l g i a n g o v e r n m e n t c h o s e t h e L e o p o l d d i s t r i c t ， a n a r e a c 1 0 s e t o t h e c i t y c e n t e r a n d w i t h f i r s t ‑ r a t e a c c e s s i b i l i t y . I n s o d o i n g i t r e a l i z e d a p r o j e c t which h a d b e e n c o n c e i v e d b a c k i n t h e 1 9 4 0 s a n d w h i c h e n v i s a g e d t h e t r a n s f o r r n a t i o n o f t h i s p r o m i n e n t r e s i d e n t i a l n e i g h b o r h o o d i n t o a n o f f i c e a r e a .
T h i s t r a n s f o r m a t i o n o f t h e B e l g i a n c a p i t a l t o o k p l a c e i n c l o s e c o l l a b o r a t i o n b e t w e e n p u b l i c
a n d p r i v a t e s e c t o r s . The f i r s t E u r o p e a n h e a d q u a r t e r s ， t h e s t a r ‑ s h a p e d Be r 1 aymont b u i l d i n g ， was
o n e outcome o f t h i s o p e r a t i o n . The s i t e on t h e Schuman r o u n d a b o u t was p r o p o s e d by a
c o n t r a c t o r who was l a t e r c o m m i s s i o n e d t o bu i 1 d i t . The Be r 1 aymont was f i n a n c e d by t h e
B e l g i a n g o v e r n m e n t ， o n c e t h e E u r o p e a n i n s t i t u t i o n s had g i v e n t o u n d e r s t a n d t h a t t h e y t o o w e r e
i n t e r e s t e d i n u s i n g i t . An e x t e n s i v e i n f r a s t r u c t u r e i n i t i a t e d by t h e s t a t e was b u i l t a l o n g w i t h i t .
On i t s c o m p l e t i o n t e n y e a r s l a t e r ， i n 1 9 6 8 ， t h e Be r 1 aymont was n o t o n l y f a r t o o s m a l l f o r t h e
Community's r a p i d l y e x p a n d e d a d m i n i s t r a t i o n ， i t was a l s o q u i t e u n s u i t a b l e t o o . I t s o f f i c e s had
a n o p e n ‑ p l a n l a y o u t ， l i k e t h a t o f t h e B e l g i a n m i n i s t r i e s ， j u s t i n c a s e t h e E u r o p e a n i n s t i t u t i o n s

Under t h e p r e t e x t o f a s b e s t o s p o l l u t i o n ， i t l e f t t h e B e r l a y m o n t i n 1 9 9 1 a n d moved t o new o f f i c e s d e v e l o p e d by p r o j e c t m a n a g e r s i n t h e B r u s s e l s s u b u r b o f Auderghem. No d e c i s i o n h a s y e t b e e n t a k e n a s t o w h e t h e r t h e Commission w i l l l e a v e t h e s e f o r t r e s s ‑ l i k e b u i l d i n g s a n d r e t u r n t o t h e Berlaymon t . The g o v e r n m e n t f o r t h e B r u s s e l s r e g i o n ， f i r s t e l e c t e d i n 1 9 8 9 ， w a n t s t h e B e r l a y m o n t t o be r e b u i l t f o r t h e Commission ， a n d i s a t t h e same t i m e making p l a n s t o u p g r a d e t h e E u r o q u a r t e r . However ， a p a r t f r o m b e t t e r r o a d s u r f a c i n g m a t e r i a l s a n d new s t r e e t f u r n i t u r e ， no r e a l r e s u l t s a r e d i s c e r n i b l e a s y e t σ i g . 2 0 ) .
U n l i k e i n B r u s s e l s ， w h e r e t h e s i t i n g o f t h e E u r o p e a n i n s t i t u t i o n s was i n f l u e n c e d by a c e n t r a l i z e d l o c a t i o n ， i n Luxembourg t h e e x t e n s i v e K i r c h b e r g ‑ P l a t e a u ， w h i c h had b e e n u s e d s o l e l y f o r a g r i c u l t u r e ， was a v a i l a b l e f o r t h e p u r p o s e . The p l a n n i n g o f t h i s a r e a was p l a c e d i n t h e h a n d s o f a p u b l i c body ， t h e U r b a n i z a t i o n Fund f o r K i r c h b e r g " . Th i s move s a t i s f i e d t h e p r e r e q u i s i t e c o n d i t i o n s f o r d e s i g n i n g a m a j o r u r b a n p r o j e c t c a p a b l e o f r i v a l i n g La D e f e n s e ， t h e b u s i n e s s c e n t e r b e i n g d e v e l o p e d c o n c u r r e n t l y i n P a r i s . The e n d r e s u l t ， however ， was a l a c k l u s t e r o f f i 回 d i s t r i c t( F i g . 2 1 ) . I n s t e a d o f r e g a r d i n g t h e s i t e s f o r t h e f i r s t E u r o b u i l d i n g s a s p a r t o f a l o n g ‑ t e r m p r 吋 e c t ， t h e Fund s e g m e n t e d them w i t h o u t p r o f f e r i n g a u n i f i e d s p a t i a l c o n c e p t . T h e s e demands w e r e r e j e c t e d by t h e F r e n c h g o v e r n m e n t ， t h o u g h no r e a l i m p r o v e m e n t s i n t h e s i t u a t i o n r e s u l t e d e i t h e r . I t was o n l y u n d e r t h e n e w l y ( i n 1 9 8 9 ) e l e c t e d m u n i c i p a l g o v e r n m e n t t h a t d e s i g n became a means o f k e e p i n g t h e E u r o p e a n s i n S t r a s b o u r g . The c o n s t r u c t i o n o f a b u i l d i n g f o r t h e E u r o p e a n P a r l i a m e n t ‑ i n d e p e n d e n t o f t h e E u r o p e a n U n i o n ' s E u r o p a l a c e ‑ became a k e y e l e m e n t . I n 1 9 9 1 ， f o r t h e f i r s t t i m e i n t h e h i s t o r y o f E u r o p e a n p a r l i a m e n t b u i l d i n g s ， a c o m p e t i t i o n ‑ a l b e i t a l i m i t e d o n e ‑ was o r g a n i z e d i n w h i c h a r c h i t e c t s o f v a r i o u s n a t i o n a l i t i e s w e r e i n v i t e d t o p a r t i c i p a t e . D i s t i n g u i s h e d by i t s o p e n n e s s t o i t s s U I T o u n d i n g s ， t h i s i s t h e f i r s t bu i 1 d i n g i n t h i s E u r o q u a r t e r t o t a k e w a t e r s i d e s i t i n g i n t o a c c o u n t . R o g e r s ' d e s i g n e m e r g e d f r o m a c o m p e t i t i o n a f t e r p l a n s t o r e a l i z e a n a l r e a d y a p p r o v e d b u t i n c o n s e q u e n t i a l p r o j e c t h a d b e e n a b a n d o n e d by t h e c i t y c o u n c i l i n ∞ n c o r d a n c e w i t h t h e

F o r d e c a d e s t h e f o r m o f t h e E u r o h e a d q u a r t e r s was imbued w i t h n a t i o n a l c o n c 怠 p t s .With t h e r e d i s t r i b u t i o n o f p o l i t i c a l power a t a r e g i o n a l a n d E u r o p e a n l e v e l ， however ， t h i s p h a s e i s now coming t o a n e n d . As p a r t o f t h e o n g o i n g r e g i o n a l i z a t i o n p r o c e s s i n Belgium a n d F r a n c e ， l o c a l i n s t i t u t i o n s h a v e b e e n g i v e n p o l i t i c a l i n s t r u m e n t s f o r i n d e p e n d e n t d e c i s i o n ‑ m a k i n g .
