多方面の政府関係者や非政府関係者が,社会的責任の普及,実践及び開発に寄与することを目指して様々
なプログラムとイニシアチブを開発してきた。この規格では,これらを“社会的責任イニシアチブ”とい
う総称で呼ぶ。通常,これらのイニシアチブは,方法論,実践的ガイドライン,バリューステートメント
又は,ここで“ツール”という総称で呼ぶその他のメカニズムなどのような,ある種の実務的支援を提供
する。イニシアチブやツールはそれ自体として存在するものではなく,これらを創造し,開発し,維持し
てきた一つ又は複数の組織と常に結びついている。あるイニシアチブ又はツールについて有意な評価を下
すためには,どの組織がそのイニシアチブを創造したかを知るだけでなく,そのイニシアチブがどのよう
に管理されて,また,その活動が社会的責任の諸目的に利するためにどのように舵取られているかを知る
ことが不可欠である。
この附属書は,非政府関係者が開発し,維持してきたイニシアチブ及びツールだけを含むものであり,組
織の活動への社会的責任の統合を促進するための実務的支援を提供する。

この附属書に記述するイニシアチブ又はツールは,ISOによる何らかの形での是認を意味するのでない点に
留意することが特に重要である。さらに,この規格の適用範囲内で客観的に測定できないイニシアチブに
関連する重要な特性(例えば,“有効性”,“信頼性”,“正当性”及び“代表性”など)は,ここでは考慮
しない。このような特性は,この規格の使用者が直接評価して定めることが望ましい。
社会的責任イニシアチブの特定及び使用に関するガイダンスは,7.8に示している。この附属書は,7.8と
併読することが望ましい。
この附属書には,組織で使用できる国際的イニシアチブ及びツールのサンプルの特性を明らかにした3種類
の表がある。第1の表は,一般的な適用性をもつ国際的イニシアチブ及びツールの例を含んでいる。第2の
表は,部門固有のイニシアチブ及びツールに関する情報を提供している。そして第3の表は,政府間機関の
イニシアチブについて記述している。これらの表の情報は,ISO 26000の原案作成時の状況を反映したも
のである。この情報は,規格が改正されたとき,ISOが見直しをすることになる。
表には,二つの欄がある。

中核主題:組織は,第6章で検討しているいずれかの中核主題に取り組むための手段として,イニシ
アチブに参画することを考えてもよい。この欄は,イニシアチブ又はツールで,どの中核主題に取り
組むかを示す。

ANNEX A - INITIATIVES AND TOOLS RELATING TO SOCIAL RESPONSIBILITY

Various governmental and non-governmental actors have developed different programs and
16
initiatives with the aim of contributing to the dissemination, practice and development of social
17
responsibility; for the purposes of this standard these are collectively referred to by the generic
18
term “social responsibility initiatives”. Usually these initiatives offer some kind of practical
19
support, such as methodologies, practical guidelines, value statements or other mechanisms
20
that are here referred to by the generic term “tools”. Initiatives and tools don’t exist by
21
themselves, and are always linked to one or more organizations that have created, developed
22
and maintained them. To meaningfully assess an initiative or tool, it is essential to know not only
23
which organization created the initiative, but also to know how the initiative is governed and how
24
its activities are steered in favor to the objectives of social responsibility.
25
This Annex includes only those initiatives and tools developed and maintained by
non-26
governmental actors, and that offer practical support to foster the integration of social
27
responsibility into an organization’s activities.

agreed for listing these initiatives, these will be described here).

It is very important to bear in mind the fact that an initiative or tool being mentioned in this
30
Annex does not imply any form of endorsement by ISO. Furthermore, important characteristics
31
relating to the initiative that cannot be objectively measured within the scope of this standard
32
(such as "effectiveness"; "credibility", "legitimacy" and "representativeness") are not considered
33
here. Such characteristics should be assessed and provided for directly by the user of this
34
standard.

Guidance on the identification and use of social responsibility initiatives is provided in Clause
36
7.8. This Annex should be read in conjunction with that Clause.

This Annex features three tables that identify the characteristics of a sample of international
38
initiatives and tools that may be of use by organizations. The first table comprises examples of
39
international initiatives and tools with general applicability; the second table provides information
40
on sector-specific initiatives and tools; and the third table describes initiatives of
41
intergovernmental bodies. The information in these tables reflects the situation at the time of
42
drafting ISO 26000. The information will be revised by ISO if and when the standard is revised.

The tables have two columns:

Core Subject: an organization may consider participating in an initiative as a means of

addressing any of the core subjects considered in Clause 6. The columns indicate which
46
core issues are addressed by the initiative or tool.

Forest Stewardship Council (FSC)

The Forest Stewardship Council was established in 1992, in the wake of the UN Conference on Sustainable

Development in 1992 (Rio Summit). The purpose of the FSC is to promote the responsible management of the

world’s forests, taking into account both environmental and social impacts.

The FSC is aimed at companies and other organizations, and operates world-wide. At present date (june/2008),

FSC has XX users of its tools (or affiliated to it), in YY countries.

The FSC draws on the following internationally recognized norms: (for environment, would have to ask FSC). For

labour issues, the FSC draws on ILO conventions concerning the fundamental principles and rights at work.
