科学技術の状況に係る総合的意識調査(NISTEP定点調査2017)データ集

「科学技術の状況に係る総合的意識調査(以下、NISTEP定点調査)」は、約2,800名の産学官の 一線級の研究者や有識者への継続的な意識調査を通じて、我が国の科学技術やイノベーション の状況変化を把握する調査である。本調査では、科学技術基本計画を踏まえて作成した質問票 を通じて、定量指標では把握が困難な点も含めて、科学技術やイノベーションの状況やその変化 について包括的な把握を行う。

本報告書では、第5期科学技術基本計画期間中の2016~20年度の5年間にわたって実施する 調査(第 3期NISTEP定点調査)の第2回目となる NISTEP定点調査 2017の結果を 報告する。

NISTEP定点調査2017は、2017年9月から12月に実施し、92.3%(回答者数2,547名/送付者数 2,760名)という高い回答率であった。

NISTEP定点調査2017では、回答者に前年度の回答結果を示した上で、回答の変更理由の記 入を依頼し、第5期科学技術基本計画開始約1年半経過時点での状況を明らかにした。加えて、

①業績評価の反映で期待するもの、②「研究成果を創出し、論文を生み出すような活動」の活発 度とその変動要因、③組織的な産学官連携を行う上での問題点とその背景要因、④企業におい てイノベーションを促進するために、大学、公的研究機関、国に期待することの4点について深掘 調査を実施した。

本報告書はNISTEP定点調査2017の集計結果や自由記述をまとめたデータ集である。

Data Book for NISTEP Expert Survey on Japanese S&T and Innovation System 2017 (NISTEP TEITEN survey 2017)

ABSTRACT

The NISTEP expert survey on Japanese S&T and innovation system (NISTEP TEITEN survey) aims to track the status of S&T and innovation system in Japan through the survey to about 2,800 Japanese experts and researchers in universities, public research institutions, and private firms. It asks for respondents’ views on the status of the S&T and innovation system, including things that are usually difficult to measure through the R&D statistics, using a questionnaire made by referring issues that are mentioned in the fifth S&T basic plan in Japan.

This report discusses the results of the NISTEP TEITEN survey 2017 which is the second round of annual survey which will be conducted in the duration of the fifth S&T basic plan (FY2016 – 2020).

The survey was conducted from September, 2017 to December, 2017, and the response rate is 92.3%.

The same questionnaire was sent to the same respondents who were selected in the first round.

Individual responses to the previous NISTEP TEITEN survey were fed back to respondents and respondents were asked to provide comments about why he/she changed their view from the previous survey. The following in-depth surveies were also conducted: (1) what is expected as incentives of performance evaluation; (2) the degree of activity and fluctuation factors of “activities that create research results and produce scientific publications;” (3) problems in the organization-level collaboration between industry, universities and private firms; (4) expectation for universities, public research

institutes, and the government to promote innovation in private firms.

This report is the data book which shows detailed results of NISTEP TEITEN survey 2017.
