We have heard the voices of October, and the lingering summer heat that we endured is inally ending.
The City is bustling with different events, but the weather always makes us feel anxious, especially in recent years.
Outdoor events are greatly influenced by the weather. It is said that those events are considered a “success” simply if the weather is nice. Looking back on the fireworks event of last summer makes us painfully aware of how abnormal the weather is these days.
Last month, in autumn weather that was interwoven between heat waves, we held the 13th Shin-Urayasu Festival in front of Shin-Urayasu Station and Urayasu Fes-tival 2014 on Symbol Road and in Sogo Park of the Akemi district at the same time on September 6 and 7.
Liquefaction countermeasure con-struction for recovery and restoration was completed at the end of March this year, and the liveliness of Urayasu was showcased at the two-day Shin-Urayasu Festival, with groups holding exciting performances, mainly on a stage that was about twice the size of the one that was there before the earthquake.
In addition, the parade along the one-kilometer route from the Babies R Us of Symbol Road to Sogo Park was illed with folk arts and costumes of various regions across Japan, making the festival exciting until the sun went down.
I remember before the earthquake, when Urayasu Festival was held in Octo-ber 2010, we invited the Neputa float of Hirosaki City and the Tachineputa float of Goshogawara City, making festivities very exciting.
The recovery and restoration construc-tion conducted since August of last year until March of this year caused serious inconveniences for everyone, but now that it has been completed, we are illed with a deep sense of achievement.
Because of the rain, the parade was delayed for one hour. However, the one-hour delay turned out to be a good thing because the lights of the Neputa float of Hirosaki and the loat of the lantern fes-tival of Nihonmatsu added a special aura beitting the climax of our festival.
In addition, at the stage of Station Plaza and Sogo Park, there were songs and dancing every 30 minutes into the night for two days, and the crowds never seemed to wane.
Furthermore, for the parade, we wel-comed people from eight cities and two towns, including cities and towns with which Urayasu City has signed disaster prevention cooperative agreements, as well as friendship cities. From the furthest distances were people from Ojiya City and Shibata City of Niigata Prefecture, and the mayor of the town of Toyosato-cho of Shiga Prefecture. Having everyone who supported us in various ways during and after the earthquake join in the parade served as an opportunity for them to see irsthand that we are deinitely recovering.
On Saturday, September 20, we wel-comed Mayor Buddy Dyer of Orlando, Florida, USA, and celebrated the 25th an-niversary of our sister city agreement with a signing ceremony on the stage at Shin-Urayasu Station Plaza, and after that from 4 p.m. we held a commemorative tree-planting ceremony with Mayor Dyer at Wakashio Park.
To the relief of the coordinators, the rain stopped just before the signing cer-emony on the stage and before the tree-planting ceremony. We painfully realized the difficulty of having special events outdoors with the climate in Japan be-ing so unpredictable these days. At the same time, since our region has been long blessed with good weather compared to others, we felt renewed appreciation that it was the deciding factor for the estab-lishment of Tokyo Disneyland in our city.
September was a month of renewing our thoughts that as we appreciate once again for the blessing of our city’s good weather, we ought not to be too compla-cent but to be always prepared for the abnormal weather.
