Animal Health Requirements for the poultry meat etc. to be exported to Japan from the U.S.

Animal health requirements for poultry meat etc. (herein after referred to as "the exported poultry meat etc.") to be exported to Japan from the United States (U.S.) are applied as follows.

Definitions

"Poultry"

chicken, quail, ostrich, pheasant, guinea fowl, turkey and anseriformes (such as duck and goose).

"Poultry meat etc."

meat, bone, fat, blood, skin, tendon and viscera (only gizzard, heart and liver) derived from poultry.

“Notifiable avian influenza (NAI)”

an infection of poultry caused by any influenza A virus of the H5 or H7 subtypes or by any AI virus with an intravenous pathogenicity index (IVPI) greater than 1.2 (or as an alternative at least 75%

mortality).

“Low pathogenicity avian influenza (LPAI)”

an infection of NAI virus that are not high pathogenicity avian influenza (HPAI) defined in the OIE Terrestrial Animal Health Code (OIE Code)

(General requirements)

1. The U.S. has a surveillance program for early detection of NAI which Japanese animal health authorities recognizes as appropriate in light of the OIE code.

2. In addition, the U.S. conducts surveillance and reports the results consistent with the OIE code.

(Conditions for the zone of origin (NAI))

3. The U.S. has been free from NAI for at least 90 days before the day of shipment of the exported poultry meat etc..

4. However, when the U.S. has an outbreak of LPAI and the animal health authority of Japan has confirmed the facts in (1), (2) and (3) below based on the information provided by the animal health authorities of the U.S., poultry meat etc. are eligible to be exported to Japan from areas other than any zone within 10 km of any LPAI-affected premises in the state where an infection of LPAI has been confirmed (hereinafter referred to as "free zones"):

(1) Containment measures including movement restrictions of the poultry etc., stamping out with disinfection, or controlled marketing are being implemented or have been completed at the LPAI-affected premises.

(2) Containment measures including movement restrictions of the poultry etc. and an appropriate surveillance for NAI are being implemented in any control zone established after the outbreak of LPAI. If the established control zone includes part of a neighboring state of the state where an infection of LPAI has been confirmed, appropriate measures to prevent the spread of LPAI to the neighboring state are being implemented.

(3) Immediate epidemiological investigation is being implemented, or is complete to identify epidemiologically-linked premises of LPAI-affected premises to determine the presence or absence of NAI outbreak; if new cases of NAI outbreak are detected through the testing, measures described in 4-(1) and 4-(2) are implemented.

(4) The live poultry used for the production of the exported poultry meat etc. originates from free zones and has only passed through free zones before being carried into poultry processing plants.

(5) The exported poultry meat etc. are stored in clean and sanitary wrapping and containers and handled in a way to prevent being exposed to any pathogens or animal infectious diseases prior to shipment.

(Conditions for the zone of origin (Newcastle disease, Fowl cholera and other poultry disease)) 5. The zone in which the poultry for production of the exported poultry meat etc. originates (at

least in the radius of 50 km from the premises of origin) has been free from Newcastle disease, Fowl cholera and other poultry diseases other than LPAI which the animal health authorities of the U.S. recognize as serious, for at least 90 days before shipment of the exported poultry meat.

(Conditions for processing) 6.

(1) The processing plant for production of the exported poultry meat etc. shall be authorized by the government authorities of the U.S. as the one in which sanitary inspections are performed routinely by the government inspector or the animal health inspector appointed by the government authorities of an exporting country in order to assure that sanitary measures are taken.

(2) The exported poultry meat etc. has to be found free from any poultry infectious diseases as a consequence of the ante- and post-mortem inspections conducted by the inspector mentioned in item 6-(1) above.

(3) The container of the exported poultry meat shall be made from sanitary or new materials and shall have an "Inspection Passed" mark authorized by the inspector for export and both the name and the number of the authorized processing plant, on its outside.

(Conditions for storage)

7. The exported poultry meat etc. shall be stored in a safe and sanitary condition from an animal health point of view, until shipment to Japan.

(Certification by the animal health authorities)

8. The animal health authorities of the U.S. shall be responsible for issuing an inspection certificate for the exported poultry meat etc. The inspection certificate certifies the conditions stated in 3, 5, 6-(1) and 6-(2) above.

In cases in which the United States is not free of HPAI, conditions stated in item 3 may be replaced by those stated in “Additional animal health requirements for the poultry meat etc. to be exported to Japan from the US regarding Highly Pathogenic Avian Influenza.”

In cases in which the United States is not free of LPAI, the certificate shall also certify the conditions in 4-(4) and 4-(5) above.

In relation to 6-(2) above the inspection procedures shall be described in the certificate. In case an exporting country is not the country of origin of the exported poultry meat etc., an original or a copy inspection certificate issued by the government authorities of the country of origin satisfying all the conditions stated above shall be attached to the inspection certificate issued by the animal health authorities of an exporting country.

米国から日本向けに輸出される家きん肉等の家畜衛生条件

(仮訳)

米国から日本向けに輸出される家きん肉等(以下「輸出用家きん肉等」という。)は、以下の衛生条件を 満たしていなければならない。

(定義)

「家きん」

鶏、うずら、七面鳥、だちょう、ほろほろ鳥、きじ、及びその他のかも目の鳥類(あひる及びがちょう 等)

「家きん肉等」

家きん由来の肉、骨、脂肪、血液、皮、腱、及び臓器(筋胃、心臓及び肝臓に限る)をいう。

「通報対象鳥インフルエンザ(以下「NAI」という。)」

H5及びH7血清亜型のA型インフルエンザウイルス又はA型インフルエンザウイルスのうち、静脈内 接種試験で病原性指標(IVPI)が1.2以上(又は同試験で75%以上の致死率を示す)による感染

「低病原性鳥インフルエンザ(以下「LPAI」という。)」

OIEコードに定義される高病原性鳥インフルエンザ(HPAI)ではないNAIウイルスによる感染

(一般要件)

1.米国は、NAIの早期発見について、我が国家畜衛生当局がOIEコードに照らして適切と認められ る、サーベイランスプログラムを有している。

2.加えて、米国はOIEコードに一致するサーベイランスを行い、結果を報告している。

(声明)

3.米国は過去90日間以上NAIの発生がないこと。

4.ただし、LPAI が発生した場合であって、米国家畜衛生当局により提示される情報に基づいて、以 下の(1)、(2)及び(3)が我が国家畜衛生当局により確認された場合には、発生農場から半径10km 以内であって当該州内の地域以外の地域(以下「清浄地域」という。)からの輸出用家きん肉等の日 本への輸出を行うことができる。

(1) LPAI発生場所において、家きん等の移動制限又はとう汰・消毒、管理食鳥等のまん延防止措置が

実施されている、もしくは、完了していること。

(2) LPAIの発生に伴い設定された制限区域において、家きん等の移動制限及びNAIに対する適切なサ

ーベイランス等のまん延防止措置が実施されていること。また、LPAIの発生に伴い設定された制限 区域が、発生農場が所在する州以外の州に及んでいる場合、州境において、まん延防止措置が実施さ れていること。

(3) 速やかな疫学調査が実施されている、または、LPAI発生場所の疫学関連場所が特定され、NAI

発生の有無が確認されていること。検査によりNAIの新たな発生が確認された場合、41)及び(2) に記載された措置が実施されていること。

(4) 輸出用家きん肉等の原料となる家きんが、清浄地域で生産され、かつ、清浄地域のみを経由して食

鳥処理場に搬入されたものであること。

(5) 輸出用家きん肉等は清潔で衛生的な包装及び梱包容器で保管され、かつ、病原体及び家畜伝染病と の接触を防ぐ手段を用いること。

(生産地域の条件)

5.輸出用家きん肉等の生産された地域(少なくとも生産農場を中心とした半径50kmの地域をいう。) には、過去90日間以上ニューカッスル病、家きんコレラ及びLPAIを除くその他米国家畜衛生当局が 重要疾病とする家きん疾病の発生がないこと。

(加工処理の条件)

(1) 処理場は、米国政府機関により公認されており、政府検査官又は同政府機関 により委嘱された家 畜衛生検査官が常時処理される家きんの検査を行い、衛生的 な措置を講じている場所であること。

(2) 輸出用家きん肉等は、前記6の(1)検査による生体検査及び解体後の検査の結果、健康と認めら

れたものであること。

(3) 梱包容器は衛生的資材を使用し、外側に食肉検査官による輸出のための検査 合格印及び当該公認

処理場を表示すること。

(保管の条件)

7.輸出家きん肉等は、輸出するまで防疫上安全かつ衛生的に保管されること。

(家畜伝染病予防法第 37 条に基づく輸出国政府機関の証明書)

8.前記35及び6の(1)、(2)について、米国政府機関の証明がなされていること。

米国がHPAI清浄でない場合、前記3に代えて「高病原性鳥インフルエンザに関する米国から日本 向けに輸出される家きん肉等の追加家畜衛生条件」を使用すること。米国がLPAI清浄でない場合、

前記4の(4)及び(5)についても証明すること。

なお、6の(2)については、検査方法をあわせて記載証明すること。また、米国が家きん肉の原産 国でない場合は、米国の検査証明書に原産国政府機関の発行する前記内容を満たした検査証明書又は その写しを添付すること。

1. Requirements for country of origin

(1) “Country of origin” means country or region where the poultry from which the raw materials of the poultry meat etc. to be exported to Japan were slaughtered and any other countries or region where the raw materials were processed before being imported to the U.S.A.

(2) Country of origin must be on the list of the countries and regions which are recognized as free from Highly Pathogenic Avian Influenza (HPAI) and Low Pathogenic Avian Influenza (LPAI) by the competent authority of Japan (hereinafter referred to as “the third free countries”). 1. 原産国にかかる条件

(1) 「原産国」とは、日本向けに輸出される家きん肉等の原料が生産された国又は地 域をいう。

(2) 原産国は、日本家畜衛生当局が高病原性及び低病原性鳥インフルエンザについて 清浄と認めた国又は地域(以下、 「第3清浄国」という。 )であること。第3清浄国 の最新のリストについては、以下を参照すること。
