Jean-Claude Juncker, the president of the ✽European Commission, delivering his barb in English before switching to French for a speech on May 5th, 2017, and the audience laughed. However, is this remark true?

①The European Union has 24 official languages, three of them considered “working languages”:

French, German and English, and the officials at the headquarters of the EU are multilingual, often able to speak all three tongues, plus another of their own. Mr. Juncker may be right that in the halls of the EU’s institutions, English will be heard somewhat less after ✽Brexit, simply because a big group of ✽Anglophones will leave. But English is not just British: it is also an official language in Ireland and ✽Malta. More important, expansion of the EU since 2004 has shifted the balance in Brussels from French towards English. There is no majority will for going back, still less for switching to German.

Besides, ②English is putting down deep roots among ordinary people on the continent. Fully 66%

of EU citizens speak another language, a number that is growing steadily. Among students at lower secondary level outside Britain, 97% are learning English. Only 34% are studying French and 23% German. In primary school, 79% of students are already learning English, against just 4% for French. Some countries, such as Denmark, begin English in the very first year.

A language increases in value with the number of people able to speak it, so tongues that are valuable tend to become more so over time. And language knowledge takes a long time to acquire; societies do not quickly change the languages they speak. The trend of English in Europe began well before the vote for Brexit and is unlikely to disappear, even “slowly but surely”. Although Britain, unfortunately, is exiting the EU, its former partners will always remember the ✽linguistic gift it is leaving behind.

Susan: Hi Paul. I saw you walking to school today. That’s unusual for you. Where’s your bicycle? Paul: Oh, it’s a long story, Susan. Well, it all started yesterday when I rushed to school on it. Susan: You used it yesterday? Paul, it was raining heavily all day. Besides, you were absent from

school. I remember that clearly.

Paul: I didn’t have money for the bus, so I decided that I had no choice but to go by bicycle. Then, after only 300 meters, I crashed into a wall.

Susan: ① ?

Paul: No, thanks to my helmet and the low speed at which I was traveling. However, my bicycle wheel was damaged. I had to take it to a bicycle repair shop. After that, I went to hospital for a ✽checkup. Fortunately, the doctor told me that I hadn’t broken anything.

Susan: I’m glad to hear that you were okay. As for your bicycle, the shop will be able to repair it, right?

Paul: The shop staff told me that it didn’t look so bad, but they would need time to look at it carefully and repair it. I’m just on the way there now to speak with them again. Actually, the shop is just over there. Would you like to come in with me now, and hear what they say?

Paul: Thanks. I’m still not thinking straight after the crash. It’ll be good to have you by my side. Staff: Oh, hello! You are the guy who came in with the crashed bicycle yesterday morning, right?

It’s Paul, isn’t it?

Paul: Yes, that’s right. I’ve come with my friend from school, Susan. So, how is the bicycle? Is it possible to repair it?

Staff: The front wheel was damaged, so that will have to be replaced. The bicycle chain is ✽rusty, so we recommend replacing that, too. You were lucky that the rest of the bicycle wasn’t damaged.
