Paris,France,24February2017ͲTheFinancialAcƟonTaskForce(FATF)istheglobalstandardseƫngbodyforanƟͲmoney launderingandcombaƟngtheĮnancingofterrorism(AML/CFT).InordertoprotecttheinternaƟonalĮnancialsystemfrom moneylaunderingandĮnancingofterrorism(ML/FT)risksandtoencouragegreatercompliancewiththeAML/CFT standards,theFATFidenƟĮedjurisdicƟonsthathavestrategicdeĮcienciesandworkswiththemtoaddressthose deĮcienciesthatposearisktotheinternaƟonalĮnancialsystem.
JurisdicƟonssubjecttoaFATFcallonitsmembersandotherjurisdicƟonstoapplycounterͲmeasurestoprotectthe internaƟonalĮnancialsystemfromtheonͲgoingandsubstanƟalmoneylaunderingandterroristĮnancing(ML/FT)risks emanaƟngfromtheDPRK.

TheFATFremainsconcernedbytheDPRK’sfailuretoaddressthesigniĮcantdeĮcienciesinitsanƟ䇳moneylaunderingand combaƟngtheĮnancingofterrorism(AML/CFT)regimeandtheseriousthreatthisposestotheintegrityofthe
internaƟonalĮnancialsystem.TheFATFurgestheDPRKtoimmediatelyandmeaningfullyaddressitsAML/CFTdeĮciencies. Further,FATFhasseriousconcernswiththethreatposedbyDPRK’sillicitacƟviƟesrelatedtotheproliferaƟonofweaponsof massdestrucƟon(WMDs)anditsĮnancing.
TheFATFreaĸrmsits25February2011callonitsmembersandurgesalljurisdicƟonstoadvisetheirĮnancialinsƟtuƟonsto givespecialaƩenƟontobusinessrelaƟonshipsandtransacƟonswiththeDPRK,includingDPRKcompanies,Įnancial
insƟtuƟonsandthoseacƟngontheirbehalf.InaddiƟontoenhancedscruƟny,theFATFfurthercallsonitsmembersand urgesalljurisdicƟonstoapplyeīecƟvecounter䇳measures,andtargetedĮnancialsancƟonsinaccordancewithapplicable UnitedNaƟonsSecurityCouncilResoluƟons,toprotecttheirĮnancialsectorsfrommoneylaundering,Įnancingofterrorism andWMDproliferaƟonĮnancing(ML/FT/PF)risksemanaƟngfromtheDPRK.JurisdicƟonsshouldtakenecessarymeasures tocloseexisƟngbranches,subsidiariesandrepresentaƟveoĸcesofDPRKbankswithintheirterritoriesandterminate correspondentrelaƟonshipswithDPRKbanks,whererequiredbyrelevantUNSCResoluƟons.
JurisdicƟonssubjecttoaFATFcallonitsmembersandotherjurisdicƟonstoapplyenhancedduediligencemeasures proporƟonatetotherisksarisingfromthejurisdicƟon

InJune2016,theFATFwelcomedIran’sadopƟonof,andhighͲlevelpoliƟcalcommitmentto,anAcƟonPlantoaddressits strategicAML/CFTdeĮciencies,anditsdecisiontoseektechnicalassistanceintheimplementaƟonoftheAcƟonPlan. Accordingly,inJune2016,theFATFsuspendedcounterͲmeasuresfortwelvemonthsinordertomonitorIran’sprogressin implemenƟngtheAcƟonPlan.IftheFATFdeterminesthatIranhasnotdemonstratedsuĸcientprogressinimplemenƟng theAcƟonPlanattheendofthatperiod,FATF’scallforcounterͲmeasureswillbereͲimposed.IfIranmeetsitscommitments undertheAcƟonPlaninthatƟmeperiod,theFATFwillconsidernextstepsinthisregard.
IranwillremainontheFATFPublicStatementunƟlthefullAcƟonPlanhasbeencompleted.UnƟlIranimplementsthe measuresrequiredtoaddressthedeĮcienciesidenƟĮedintheAcƟonPlan,theFATFwillremainconcernedwiththeterrorist ĮnancingriskemanaƟngfromIranandthethreatthisposestotheinternaƟonalĮnancialsystem.TheFATF,therefore,calls onitsmembersandurgesalljurisdicƟonstoconƟnuetoadvisetheirĮnancialinsƟtuƟonstoapplyenhancedduediligence tobusinessrelaƟonshipsandtransacƟonswithnaturalandlegalpersonsfromIran,consistentwithFATFRecommendaƟon 19.TheFATFurgesIrantofullyaddressitsAML/CFTdeĮciencies,inparƟcularthoserelatedtoterroristĮnancing.
