東京で一際存在感を発揮する

国際アート・カルチャー都市へ

2015年5月にオープンした新庁舎整備をきっかけに、豊島区の新時代を

拓くまちづくりが連鎖的に広がっています。まちの姿が大きく変わろう

とする今こそ、このまちを舞台に、これまで取り組んできた文化創造都

市、安全・安心創造都市の成果を華ひらかせる最大のチャンスです。

「国際アート・カルチャー都市」という明確なビジョンの実現に向け、世

界中の人々に誇れるまちづくりをみんなで進めていきましょう。

Taking the opportunity of the development of the new City Ofi ce, which was opened in May 2015, urban development efforts aimed at paving the way to a new era for Toshima City are now unfolding progressively. As the landscape of the city undergoes a dramatic transformation, we have been presented with the greatest opportunity to harness our achievements as a culturally creative city and a safe and secure city, which we have constantly been putting effort into.

As we move toward the clear vision of becoming the International City of Arts & Culture, let us all work together to promote world-class urban development that we can take pride in.

マンションと庁舎を一体化するというプランを聞

いたとき、高い塔ではなく高い樹木のような建物に

したいと考えました。人工的に葉っぱを造り出すデ

ザインは、太陽光パネルや水やりのシステムといっ

た、最新のテクノロジーがドッキングして初めて実

現できたことです。

木の形をモデルにしたのではなく、葉っぱが持つ光

合成などの環境調整機能も含めて設計された建築

は、かつてありませんでした。そういう意味では、

21 世紀の公共建築において、世界のさきがけとな

るモデルになるのではないでしょうか。

池袋のパワーの源泉は、年齢も職業も様々ないろい

ろな人が行き交うストリート性にあると感じます。

しかも観光客ではないんですね。21 世紀の都市デ

ザインのテーマはWalkable。つまり歩いて楽しい

要素がいっぱいあることです。池袋はまさに歩くパ

ワーを秘めたまちであり、庁舎はその中心に位置す

ることになります。ほかの行政とはひと味違う文化

施策の成果が見えてくると、世界から注目されるま

ちになるでしょう。

When I heard about the plans to integrate the City Ofi ce with residential apartments, I wanted to create a building that resembled a tall tree rather than a tall tower. The design, which involves the generation of leaves through artii cial means, was transformed into reality for the i rst time through the installation of the latest technology, including solar panels and watering systems for the plants.

Rather than modeling the building in the shape of a tree, I came up with an architectural design that incorporates environment adjustment functions, such as the photosynthesis process of leaves. There are no precedents for such designs. In that sense, this building may be a pioneering model in the world for public infrastructure architecture of the 21st century.

I feel that the source of power for Ikebukuro lies in the character of its streets, where streams of people of a wide range of ages and occupations go back and forth. Moreover, these people are not tourists. The theme for urban design in the 21st century is “walkable.” In short, such design encompasses many enjoyable elements of walking. Ikebukuro is precisely such a district, holding the hidden power of walking; for that reason, the City Office has been situated in the heart of Ikebukuro. Once the results of cultural policies that are distinctively different from that of other local governments become visible, I am certain that Toshima City will begin to attract attention worldwide.

古典の良さを追求し継承し、また何か

ていかなくてはいけないと思っていま

す。大事なのは、変わらずに繋いでい

くのではなく、変わりながら、肯定しながら否定しながら、その

時代時代の人が一生懸命考えて、時代と共に生きて継承してい

くことだと思います。大田楽能が地域の特色や現代の新しいも

のを組み込んで吸収していけるのは、日本の伝統文化が大きく

てしっかりしているから、揺るがないのです。

As we tackle the dual challenges of pursuing and inheriting the virtues of classics, and of breaking down and devising something, I think that we have to make sure that we create something that the contemporary world needs. Rather than focusing on continuity and connection without changing anything, I believe that it is important for the people of each era to think hard while making changes and while giving positive afi rmation or negating it, and to continue inheriting and passing on traditions while living symbiotically with the times. Daidengaku noh is able to incorporate and absorb local characteristics and contemporary elements only because traditional Japanese culture is massive, i rm, and unwavering.

からなんですね。舞踊の振りひとつにして

も、この動きは実はお酒をついでいる意味な

のよとか、そういうことをわからずに見

昔の日本の文化もわかるし、きっと現

代にも役立つことがあるはずです。

Traditional arts have remained well-loved for a long time because they carry many sentiments that are universal and shared across the lives of the Japanese people. Even a single dance move can represent, for example, the act of pouring sake into a cup. I think that it is a waste to watch a performance without understanding these moves. If the audience can watch the performances with an understanding of these movements, they would then also gain an understanding of Japanese culture in the past, and I am sure that such an understanding can play a useful role in the contemporary world.

そうした日本の誇る文化を海外に発信するには、実際に来て感じても

らうのが一番大事だと思います。その意味で国際アート・

カルチャー都市構想には大きな可能性を感じます。文化と

は何か、自分とは誰なのか。何かに参加して「楽しかった」

だけではなく、帰り道に何か新しいことを考える、考えて

みようと思う。そういう知的な刺激が与えられれば、国際

アート・カルチャー都市構想は成功だと言えるでしょう。

The intrinsic nature of culture is that its roots permeate every part of our everyday lives. We experience a sense of solidarity as Japanese people and feel at one with nature, and assure each other of these facts. In order to disseminate this Japanese culture that we take pride in to people around the world, I believe that the key lies in having people come here to experience it for themselves. In that sense, I feel that the International City of Arts & Culture concept holds great potential. What is culture? Who are we? Rather than simply participating in something and enjoying ourselves, I would like us to consider the idea of thinking about something new on the way home. If we could generate such intellectual stimulus in Toshima City, we could probably say that the concept of the International City of Arts & Culture is a success.

国際アート・カルチャー都市構想とは、豊島区全体の都市政

策を考えていくことです。アートやカルチャーは自分たちの

未来のまちづくりの入口であると理解してもらいたいです

ね。トキワ荘はある意味で聖地であり、うまくやれば、豊島

区や池袋は現代の聖地になると思います。それが都市政策の

牽引役になり、まちに人や情報が集まり、もっと

まちを整備しようという動きにつながります。サ

ブカルチャーの聖地である豊島区が、従来から続

く日本文化と融合するまちになれば、こんなにお

もしろいまちはないのではないかと思います。

The concept of the International City of Arts & Culture involves the formulation of urban policies for the whole of Toshima City. We would like everyone to understand that arts and culture can open the door to the future urban development of our city. In a sense, Tokiwaso is a “holy land,” and if we were able to do it well, I think that Toshima City and Ikebukuro can also become the “holy land” of the contemporary world. It will serve as a driving force propelling urban policies forward, attract people and information to the city, and contribute to the growth of a movement to further develop the city. Toshima City is a “holy land” for subculture; if it could become a city that fuses such contemporary culture with traditional Japanese culture, I believe there will be few cities as interesting as Toshima.

まちでいつでもコスプレが見られる場所は、世界でもわ

ずかだと思います。池袋に集まる方は心からコスプレを

愛していて、ルールを決めて、お客さんと一緒に

安全に楽しめる空間を作ってこられたのは大き

いです。特別視されないから、趣味をオープン

にして仲間を作り、自分を表現できる。コス

プレを楽しむイベントは実現しつつあるの

で、これからは見に来る人も一緒に楽しめ

る、ニューヨークの感謝祭パレードのよ

うな、世界中から注目されるイベントを

やってみたいですね。

I think that there are very few places in the world where you can always i nd people dressed in cosplay in the city. It is signii cant that the people who gather in Ikebukuro love cosplay from the bottom of their hearts, and have determined the rules and worked together with the audience to create a safe and fun space. As they are not perceived in a special light, they can be open about their hobby, make friends, and express themselves. There is a growing number of events for enjoying cosplay, so I would really like to organize an event that will also be fun for the spectators, and which will attract worldwide attention like the Thanksgiving Day Parade held in New York.

最近のゲームやアニメでは、歴史に

根ざした事象をキャラクターにして

大変人気になっていますが、これは

実は、能が600年前からやっていた

ことで、両者が現代になって融合し

たというのは、ごく自然なことだと言

えるかもしれません。能だけの世界

観ではなく、マンガやアニメなどい

ろいろなアートとコラボレーション

ができる、歴史と現代の接点がこういう形になっていくとい

うことをぜひアピールしていきたいですね。

Recently, games and anime that feature characters developed based on historical events have become very popular. In fact, this is something that noh has been doing since 600 years ago, and we could perhaps say that it is very natural for the two to become fused together in contemporary times. I hope that we can draw attention to the appeal of developing a common ground between history and modernity by expanding the worldview of noh and collaborating with various art forms such as manga and anime.

フォームをどのように作るのか。どういう部分

にバーチャルが必要なのか。すべての世代

に対してどういうまちであるべきなのか。

そういう視点に立ったまちづくりは、ま

だどこも挑戦していないはずです。

Niconico and Ikebukuro are similar in the sense that a single community is established on top of various categories. If we were able to connect the interesting aspects of the Internet with a physical city in reality, I believe it would be possible to transform the city into a theater. How can we create a platform that transcends the boundary between the virtual and reality? Which are the aspects that require the virtual? What should a city be like for all generations? I do not think that there are any places that have taken up the challenge of approaching urban development from such a perspective.

自由学園明日館

1921(大正10)年に、羽仁もと子・吉一

夫妻により開校された「自由学園」は、生

活と結びついた教育を掲げ、大正デモク

ラシー期の自由教育運動の象徴となりま

した。アメリカの建築家フランク・ロイ

ド・ライトが設計した「明日館」は、中央

棟と左右シンメトリーに配された教室棟

で美しく構成され、草原様式と呼ばれる

ライトの作風をよく表しており、1997(平

成9)年5月、国の重要文化財に指定され

ました。

豊島長崎の富士塚

江戸近郊農村の面影を伝える長崎地

域に残る富士塚は、庶民の富士山信仰

を背景に、1862(文久2)年に築造され

たミニチュアの富士山です。江戸各地

に造られた富士塚の中でも創建当初の

様子をとどめる貴重なものとして、

1979（昭和54）年5月、国の重要有形

民俗文化財に指定されました。

Jiyu Gakuen Myonichikan

Jiyu Gakuen is a school opened in 1921 by husband and wife, Yoshikazu and Motoko Hani. It propounded education that is tied in with everyday life, and became a symbol for the free education movement during the period of Taisho democracy. Myonichikan, designed by American architect Frank Lloyd Wright, has a beautiful composition that comprises a central block and classroom blocks placed symmetrically on both sides of the central block. It is a good representation of Wright’s architectural style, known as the “prairie style.” In May 1997, Jiyu Gakuen Myonichikan was designated as an important cultural asset of Japan.

Fujizuka of Toshima Nagasaki

The fujizuka (small mounds) that remain in the Nagasaki district is a remnant of the area’s past as a suburban farming village of Edo. It is a miniature Mt. Fuji constructed in 1862, built against a background of the people’s worship of the mountain. Among the fujizuka built in various parts of Edo, this is particularly valuable as it has retained its original state since the time of construction. In May 1979, it was designated as an important tangible folk cultural property of japan.

While Toshima City has inherited the local community culture as a suburban farm village of Edo, it has also absorbed new people and cultures in the process of development as a suburban city of Tokyo, and nurtured various cultural and arts activities. This highly receptive cultural climate has become the soil upon which Toshima’s cultural diversity thrives, from traditional culture to subcultures.

雑司ヶ谷子母神堂

安産・子育の神様として広く信仰を集める子母神をまつる子母神堂は、区

内最古の建造物です。江戸時代の1664(寛文4)年、広島藩主の妻自昌院の寄

進により建立された本殿と、後の1700（元禄13）年に増築された拝殿と併せ、

その歴史的な価値が評価され、2016（平成28）年7月、国の重要文化財に指

定されました。毎年10月16日から18日に行われる御会式では、枝垂桜を模し

た幻想的な万灯が雑司が谷のまちを練り歩きます。

Zoshigaya Kishimojin-do

The Kishimojin-do, where the goddess of childbirth and children is enshrined, draws worshippers from a wide range of faiths to pray for safe delivery and the raising of children. It is the oldest building in Toshima City, comprising a main shrine erected in 1664 through contributions from Jishoin, the wife of the feudal lord of Hiroshima, and a worship hall added later in 1700. Its historical value has been highly appraised, and it was designated as an important cultural asset of Japan in July 2016. At the memorial service for Nichiren, held from October 16 – 18 each year, magical Buddhist lamps made to look like weeping cherry trees are paraded around the town of Zoshigaya.

児童文芸雑誌「赤い鳥」

子どもたちに質の高い芸術を与えたい…愛娘へのそうした

想いから、1918(大正7)年、鈴木三重吉により目白の地で

創刊された我が国初の児童文芸雑誌「赤い鳥」は、1936(昭

和11)年まで出版され、新美南吉や坪田譲二など若い児童

文学作家を輩出しました。

Children’s literary magazine, “Akai Tori”

With a desire to provide children, including his beloved daughter, with high-quality art and literature, Miekichi Suzuki founded Japan’s first children literary magazine, “Akai Tori,” in Mejiro in 1918. The magazine remained in circulation till 1936, and helped to produce young authors of children’s literature such as Nankichi Niimi and Johji Tsubota.

池袋モンパルナス

昭和の初めから戦前にかけて、長崎・千早・千川地域に

は、画学生らのための安価なアトリエ付借家が建ち並び、

「アトリエ村」・「パルテノン」などと呼ばれました。彼ら

は貧しさの中で創作に打ち込み、また、夜になれば池袋

の街にくり出して芸術論を戦わせ、若い芸術家たちの自

由な交流が繰り広げられました。詩人小熊秀雄はその様

子を「池袋モンパルナス」と呼び、詩に残しています。

Ikebukuro Montparnasse

From the beginning of the Showa period to the prewar era, a row of cheap rental residences with ateliers were built in the Nagasaki, Chihaya, and Senkawa districts for art students. It came to be known by names such as “Atelier Village” and “Parthenon.” These art students focused on their creative work amidst conditions of poverty, and came out onto the streets of Ikebukuro at night to discuss and argue about art theories, resulting in widespread and free exchanges and interaction among young artists. Hideo Oguma, a poet, named this “Ikebukuro Montparnasse,” and left behind a poem describing the scene.

Ikebukuro, the holy land for anime

Ikebukuro Autumn Culture Festival Tokiwaso, the apartment of miracles

From the 1950s to the early 1960s, the masters who pioneered a new era in the world of manga, including Tezuka Osamu, Terada Hiroo, Fujiko Fujio (Fujiko. F. Fujio, Fujiko FujioⒶ), Ishinomori Shotaro, and Akatsuka Fujio, spent their youths in a two-story wooden apartment building known as “Tokiwaso” located in Shiina-machi (present-day Minami-Nagasaki, Toshima City). Tokiwaso, which became a foundation stone for Japan’s manga culture, was demolished in 1982, but the origins of manga culture that began in Tokiwaso continue to ﬂ ow on in the anime culture that we have today.

を切り拓いた巨匠たちが青春時代を過ごした木造2階建てアパート

「トキワ荘」がありました。日本のマンガ文化の礎となったトキワ荘

は1982年に解体されましたが、トキワ荘から始まったマンガ文化の

源流は、現在のアニメ文化につながっています。

Otome Road

A row of anime shops line the street opposite Sunshine City. As it is constantly crowded with young women, the area was given the nickname of Otome Road (meaning “Maiden Road”). The area is the source of information for anime, and has attracted a succession of anime and game-related contents to Ikebukuro.

Today, the manga and anime culture have attracted attention from people around the world as a representative and symbol of “Cool Japan.” In March 2017, which marks the centennial of Japanese anime, the Tokyo Anime Award Festival, an international anime i lm festival, was held for the i rst time in Ikebukuro. Together with the Ikebukuro Autumn Culture Festival, a hallmark event for anime and subculture held every year in the fall, the aim is to develop Ikebukuro as a “holy land” for anime that attracts anime fans from around the world throughout the year.

マンガ・アニメ文化は、今やクールジャパンの代表格として世界から注

目を集めています。日本のアニメ100周年にあたる2017年3月、国際

的なアニメ映画祭｢東京アニメアワードフェスティバル｣が池袋で初開

催されました。毎年秋に開催されるアニメ・サブカルチャーの定番イベ

ント｢池袋オータムカルチャーフェスティバル｣と併せ、1年を通じて世

界中のアニメファンが集結する「アニメの聖地」をめざします。

Minami-Nagasaki Manga Land Project

Tokiwaso, the home of manga located in Minami-Nagasaki Hanasaki Park, will be restored and opened as a Manga and Anime Museum in the spring of 2020. The aim is to restore, as fully as possible, the exterior and the second ﬂ oor where the manga artists resided. At the same time, the museum’s functions will not be restricted to the premises of the restored facility, but rather, scattered across the local community in various forms. In this way, the area will undergo redevelopment as the Minami-Nagasaki Manga Land, which will allow visitors to roam around the area.

With a view to the 2020 Tokyo Olympic and Paralympic Games, and to the passing on of cultural legacy beyond 2020, strategic initiatives have been put in place. With the fundamental vision of creating a “theater city” with the entire city as the stage, and where anyone can play the leading role, there are plans to implement a colorful cultural program, strengthen the city’s ability to transmit its culture to the world, and create human-oriented urban spaces.

The International City of Arts & Culture Committee Chaired by Seiichi Kondo, former Director General of the Agency

for Cultural Affairs, this Committee received recommendations from 31 committee members including top leaders from the i eld of culture and arts, and formulated a strategy for the realization of the city design concept in June 2016.

国際アート・カルチャー都市懇話会元文化庁長官の近藤誠一氏を会

長に、文化芸術のトップリーダーをはじめとする31名の委員からの答申

を受け、2016年6月、都市構想を具体化するための実現戦略を策定しました。

Female-friendly urban development

Female-friendly facility functions will be enhanced, focusing on a 35-booth female toilet that is the largest in Japan, as well as powder corners and changing spaces. The “Papa Mama Spot” will be equipped with nursing rooms, parent-child toilets, diaper-changing spaces, relaxation spaces, and parent-child café tables, providing ample support for family outings.

The new hall that will open ahead of the other facilities in the fall of 2019 has 1,300 seats, and is fully equipped as a proper stage that can be used for a wide range of performances. A performance by the Takarazuka Revue has also been coni rmed as the event to mark the opening of the theater. The new Citizens Center will be equipped with a small hall and a multipurpose hall equipped with a convenient orchestra pit, and will serve as the citizens’ base for various activities such as presentations and lectures. The ofi ce block, comprising a cinema complex with 10 screens and a conference hall suitable for a wide range of business uses, will also commence operations in the summer of 2020, marking the birth of a group of eight theaters that is unprecedented in the world.

An information corner will be set up on the 1F of the new Citizens Center, offering information on all the various events that are held in Toshima City. Multilingual information is also available to foreign visitors. The information corner will provide a full lineup of services, including ticketing services for performances in the Ikebukuro area, and information about the city.

国際アート・カルチャー都市構想の基本コンセプト「まち全体が舞台の

誰もが主役になれる劇場都市」の実現に向けて、2020年東京オリンピッ

ク・パラリンピックまでに、池袋駅周辺の４つの公園を整備します。合

計面積約30,000㎡となる4公園それぞれの特色を活かし、土日祝日には

誰もが参加できる多彩なイベントを随時開催します。各公園を結ぶ歩行

者空間や案内サイン等も充実させ、エリア全体の回遊性を高め、歩いて

楽しく、訪れるたびに新たな発見に出会えるまちづくりを展開していき

ます。また、民間とのコラボレーションを拡大し、清潔なトイレをはじ

め、誰もが安心して利用できる公園施設の管理・運営を進めていきます。

Toward the realization of “a ‘theater city’ with the entire city as the stage, and where anyone can play the leading role,” which is the basic concept of the vision of Toshima as the International City of Arts & Culture, four parks around Ikebukuro Station will be developed and completed by the 2020 Tokyo Olympic and Paralympic Games. Covering a total surface area of 30,000 m², the four parks will harness their respective characteristics, and colorful events that anyone can partake in will be held from time to time on weekends and national holidays. Efforts will be made to enhance the ease of going around the parks, such as by creating pedestrian spaces that connect each park and improving information signage, and the area will be developed to make walking more enjoyable, offering new discoveries every time people visit. Collaboration with the private sector will be expanded to promote management and operation of park facilities that anyone can use comfortably, beginning with clean toilets.

The largest park in Toshima City, equipped with disaster-preparedness functions, will be opened in the spring of 2020. With a view to collaboration with cultural and exchange facilities that efforts will be made to appeal to at the same time, various outdoor events will be organized by utilizing the flat and open square, which is suitable for outdoor activities including conventions, pet events, and sporting events.

2020年春、防災機能を備えた区内最大面積の公園

が誕生します。同時に誘致する文化・交流施設との

連携も視野に、屋外対応可能なコンベンション、ペッ

トイベント、スポーツイベントなど、フラットな広場

を活用した様々な野外イベントを展開していきます。

青空が広がる芝生広場が大人気の南池袋公園。2016

年11月初開催の「大田楽いけぶくろ絵巻」をはじめ、

仮設の野外ステージ、能舞台を活用した薪能、日本

舞踊など、日本の伝統芸能を発信していきます。

An exciting range of events is held at

Ikebukuro West Gate Park, including the Fukuro Matsuri Festival, Tokyo Hula Festa, and Festival/Tokyo. By harnessing its position near to the station, the entire park will undergo renovation to become an outdoor theater. In cooperation with the neighboring Tokyo Metropolitan Theater, Ikebukuro West Gate Park will be reborn as a bustling cultural hub that is representative of the West Exit area of Ikebukuro Station.

As a hub that aims to transmit “Ikebukuro, the holy land for anime” to the world, efforts will be made to organize events in collaboration with the eight theaters of Hareza Ikebukoro,” which will have its grand opening in the summer of 2020. These events will be centered around anime and cosplay.

Minami-ikebukuro Park, with its open grassy fields and wide blue skies, is very popular among visitors. This park focuses on spreading traditional Japanese performing arts, including the Daidengaku Ikebukuro Emaki held in early November 2016, as well as Takigi-noh and Japanese dance performances that make use of temporary outdoor stages or Noh stages. イメージ

いたとき、高い塔ではなく高い樹木のような建物に

したいと考えました。人工的に葉っぱを造り出すデ

ザインは、太陽光パネルや水やりのシステムといっ

た、最新のテクノロジーがドッキングして初めて実

現できたことです。

木の形をモデルにしたのではなく、葉っぱが持つ光

合成などの環境調整機能も含めて設計された建築

は、かつてありませんでした。そういう意味では、

21 世紀の公共建築において、世界のさきがけとな

るモデルになるのではないでしょうか。

池袋のパワーの源泉は、年齢も職業も様々ないろい

ろな人が行き交うストリート性にあると感じます。
