(RISTEK: State Ministry of Research and Technology) ① 全体的印象: Very Positive ② 主なコメント: ○ e-ASIA 構想は良いアイディアである。 ○ インドネシアの7つのプライオリティ・エリア(食料と農業、エネルギー、交通、 ICT、医学と薬学、材料、防衛)に合致すると研究資金を出すことが容易である。 ○ オントップ・ファンディングは一種のモビリティ・プログラム(人と知恵の交流プロ グラム)と考えられる。インドネシアはフランスをはじめ、ドイツ、オランダなどとこ の種の協力を行っている。 (2) マレーシア科学技術革新省
(MOSTI: Ministry of Science, Technology and Innovation) ① 全体的印象: Very Positive
② 主なコメント:
○ E-ASIA への参加については非常に意欲的。 ASEAN COST の優先分野(健 康、機能性食品、災害のための初期警報システム、気候変動、バイオ燃料、オ ープンソースシステム)について連携・協力すべき。 ○ マレーシアの研究費は特定の領域に助成されていることから、当該領域での 協力が望ましい。また分野の管轄省庁が分かれていることから、日本が興味の ある分野を事前に教えて欲しい。 ○ フレームワークや MOU などを先に検討するのではなく、実質的な研究交流を 開始することを重視して、出来るだけ簡素な体制をまず構築して欲しい。政府間 の協力は時間がかかる。
(3) マレーシアイノベーション庁
(AIM: Malaysian Innovation Agency) ① 全体的印象: Positive ② 主なコメント: ○ 本案件への興味は高く、また参加への意欲も高い。ただし AIM は、マレーシア 全体におけるイノベーションの発展を担っている機関であり、AIM が本案件に参 加するのか、それとも他の省庁(特に高等教育省)が適しているのかについては、 後日検討して連画する。 ○ マレーシアとしては、産業よりの応用研究・開発に興味があるが、多国間協 力では基礎よりの研究の方が、効果が高いと考える。基礎・応用のバランスが重 要。 (4) フィリピン科学技術省
(DOST: Department of Science and Technology)
① 全体的印象: Very Positive ② 主なコメント:
○ e-ASIA の提案内容は、ASEAN が 2015 年までに達成しようとしている Mobility in ASEAN (人と物・資本と知恵の流動化)という ASEAN 地域協力政策の方向性 に沿う(coincide)ものであり、賛同する。
○ 協力分野についてだが、ASEAN、またはフィリピン独自で設定している優先分 野があることを知っておいて欲しい。
○ ASEAN COST と e-ASIA は補完関係にあるものと理解する。 (5) シンガポール科学技術研究庁
(A*STAR:Agency For Science, Technology And Research) ① 全体的印象: Cautious
② 主なコメント:
○ e-ASIA による国際協力については興味があるが、既存のフレームワーク (ASIA-HORCs、ASEAN COST)との違いを明確にして、必要ならそれらのプロ グラムと協力することを考えて欲しい。
(6) シンガポール国立研究財団
(National Research Foundation, NRF) ① 全体的印象: Negative ② 主なコメント: ○ 本案件(e-ASIA 構想)については、A-STAR が国際共同研究の経験もプログ ラムもあることから、NRF でなく A-STAR が担当する。NRF も本案件に全く関係ない ことはないが、人的資源が少ないので、NRF には情報の提供のみで良い。 (7) タイ科学技術省MOST
(MOST: Ministry of Science and Technology) ① 全体的印象: Positive ② 主なコメント: ○ 構想参加には関心がある。但し、ASEAN のいくつかの国は、JST からの招待 という形でないと出席できないので配慮してほしい。 ○ タイは、現在2~3の特定分野の研究開発を優先して取り組んでいる。具体的 には、農業技術の強みを活かし、バイオテクノロジーに中心的な課題として取り 組んでいる。また、省エネ、再生可能エネルギーも重点分野である。これらの分 野での協力に関心が高い。 ○ 本事業を実施するにあたり、MOU が必要になるとのことであるが、タイの場合、 国際的な MOU を締結するには、Cabinet の承認が必要であり、予算を伴うものに ついては国会を通さなければならないため、時間がかかる。もし参加する国(例 えば 16 カ国)と MOU を締結する場合は、多大な時間と労力が必要となることか ら避けたい。 (8) タイ国立科学技術開発庁
(NSTDA: National Science and Technology Development Agency) ① 全体的印象: Positive
② 主なコメント:
○ 構想参加には関心がある。
○ ASEAN COST(科学技術委員会)が実施している ASEAN ST FUND や ASEAN ICT FUND などとスキームが同じである。タイ政府も拠出金を支出している。余
○ 10 万ドル/年(3 年間で 30 万ドル)を代表研究者に支援することはタイにとって は重すぎる。また、研究の評価や管理にどのように国(NSTDA)が関与できるの か?(NSTDA としては研究課題採択に関与したい様子)
(9) ベトナム科学技術省
(MOST: Ministry of Science and Technology) ① 全体的印象: Positive ② 主なコメント: ○ E-ASAN の構想について応援したい。協力する方針でベトナム外務省と協議 をしている。e-ASIA に参加するためには、2 つのことを確認しなければならない。 1つは窓口となるベトナム外務省と協議し賛同をうること。2つ目には、他の ASEAN 諸国の同意があること。 ○ 他の ASEAN 諸国の考え方を知るためにも、もっと詳しい構想の内容を知るた めにも、シンガポールでの e-ASIA Forum には参加する。その際、ベトナム外務 省も参加することになる。 (10) ASEAN 事務局(科学技術委員会担当)
(ASEAN COST: ASEAN Committee on Science and Technology) ① 全体的印象: Neutral
② 主なコメント:
○ ASEAN COST の活動と e-ASIA の活動にはコーディネーションが必要であろう。 例えば、ASEAN COST で取り上げている活動は e-ASIA では行わないなどの調 整である。
○ マッチングファンド方式は、基金方式よりも運用しやすいと考える。但し、提案 されている 10 万 USD/PI/Year の負担は CLM(Cambodia, Laos, Myanmar の総称) はもちろん、他のいくつかの国にとっても負担が大きく実現が難しいのではない か。 ○ 国際機関は年度の予算は一旦決まると追加などの変更は殆どできない。要 求そのものはできるが、管理部門に不可とされる可能性が高い。1 か月先の会 合に出席をするには、資金提供が必要である。JST が支援をするならば出席は 可能。
2.ASEAN諸国以外 (1) インド科学技術部
(DST, MST: Department of Science and Technology, Ministry of Science and Technology) ① 全体的印象: Very Positive ② 主なコメント: ○ DST はアジアにおけるイノベーションを重視している。構想はトライすべきもの と考える。構想参加に関心がある。 ○ インドは科学技術政策 5 年計画がある。2012 年から新しい計画が開始するの で、今その内容を検討中である。東アジア共同研究ファンドの提案はよいタイミ ングである。 ○ DST ではアントラプレナーシップの部門を擁し、起業を重点的に支援している。 科学技術の実用化に関しての重点分野は、HEALTH(巨費がかかるので創薬を 除く)、IT アプリケーション、エネルギー効率化である。(そのようなテーマ設定が 望まれる) (2) オーストラリア・イノベーション産業科学研究省
(DIISR: Department of Innovation, Industry, Science and Research) ① 全体的印象: Cautious
② 主なコメント:
○ APEC に Industrial Science and Technology Working Group という、マルチの国 際共同研究の実施に向けた作業部会がある。狙いは産業技術よりであるが、事 務局もシンガポールに置かれている。この活動との関係如何。
○ ASEAN+6 の経済社会の発展段階や科学技術に対するニーズ、ポテンシャル は様々である。基本的に全員が参加できる技術開発指向であるのか、ポテンシ ャルの高い国を中心とした研究指向の構想であるのか。
○ ISL(International Science Linkage)は今年度限りで終了し、その後継プログラ ムも存在していない(構想参加への財政的基礎がない)。
(3) 中国科学技術部
(MOST: Ministry of Science and Technology) ① 全体的印象: Cautious ② 主なコメント: ○ マルチ協力自体の必要性については賛成するが、やり方についてはもっと議 論が必要である。東アジア共同研究構想への参加については内部で検討して回 答したい。 ○ ①マルチファンディング方式というが構想推進には事務局も必要で体制が複 雑である、②ASEAN+3 でも調整は難しいと考えていたが、ASEAN+6 ではなおさ ら参加国が多く意思決定が難しくなる、などの問題があるように思われる。 ○ ASEAN 諸国においてまともに研究開発ができるのはタイとシンガポールぐら いであり、ASEAN 諸国の立場を尊重すると ODA 的支援的な協力にならざるを得 ないのではないか。ASEAN は政治的には意味を持つが、科学技術の分野では 協力相手としてふさわしくないのではないか。 (4) 韓国研究財団
(NRF: National Research Foundation) ① 全体的印象: Cautiously Positive ② 主なコメント:
○ NRF として本件構想について説明を受けるのは今回が初めてである。アジア 版の ERA (European Research Area)構想と考えて良いか。マッチングファンド方 式で東アジア地域のマルチの研究協力を進めること自体は、NRF での検討され ていたことであり、賛同し、参加を考えるが、NRF は教育科学技術省(MEST)の 方針に従って、事業を実施する主体であるので、構想についての政府間の合意 が必要であると考える。 ○ 東アジア共同研究構想への参加については、NRF 内部、具体的には Lee 国 際センター長と相談し、また MEST の考えを踏まえて回答したい。個人的見解と しては、①構想には基本的に賛成であり、②マルチファンディング方式は適切で あり、フィージブルと考える。
(5) ニュージーランド科学イノベーション省 (MSI: Ministry of Science and Innovation)
① 全体的印象: Very Positive ② 主なコメント: ○ 構想の概要については昨年の日・NZ 科学技術協力委員会で伺ったが、より 具体的な内容を提示していただいて感謝。合同委員会後 MSI 内部でも検討を進 めていた。構想は全体として大変に興味深い。上司と相談して参加に向けて進 んでいきたい。MSI のサイエンスボードの意見も聴くこととしたい。 ○ 説明資料の中で掲げられた4つの分野に NZ が関心を持っている食料やナノ テクなどの分野が十分にカバーされている。それ故本構想に賛同できる。 ○ On-Top Funding のスキームに関心がある。ナノテクなどの既存のプロジェクト に追加的にファンディングすることによって、資金効率とレバレッジ効果が期待 できる。 以上

4. Possible forms of cooperation

Matching Fund:
Multilateral joint research on the basis of equal partnership is one of the major
forms of cooperation in the e-ASIA. Matching fund scheme in which each
participating country supports its own researchers/research teams is the most
simple way to support the multilateral joint research.
❑
On-top Funding:
Cooperation among on-going projects is another type of cooperation in the
e-ASIA. ON-top funding scheme in which each participating country could provide
small additional funds to its on-going projects for further collaboration with
researchers of another member country is the cost effective way to support the
multilateral research exchange among participants.
❑
Exchange of Best Practices:
Exchange of information not only on research outcomes but also
on funding
scheme including mechanism of research management is also effective way to
enhance R&D performance in the region.
❑
Consideration for young researchers:
In every form of cooperation, special consideration shall be paid for promoting the
participation of young researchers like post-docs. Trainees or doctoral graduates
are also welcomed from small countries in the region.

Supporting scale varies in accordance with the form of c

case of matching fund, total annual investment would be assumed as several million
USD. Of course the total amount depends
upon the number of researchers to be
supported. On the other hand, in
case of on-top funding, the scale shall be much more
compact.

6. Merits of Multilateral Cooperation
❑
We need to reach common understanding that the merit of multilateral R&D
cooperation is quite large and world trend from bilateral to multilateral in R&D
cooperation seems rather natural.
<merits of multilateral cooperation>
1) Beyond bilateral cooperation limits, best of best research team can be formed in
multilateral cooperation;
2) Various research resources, not only researchers but also research facilities and
environment, natural conditions and bio-resources, can be utilized;
3) Efficiency of funding will be further increased compared to bilateral cooperation,
when equal partnership is established in multilateral cooperation;
4) Common issues in the East Asia can be tackled with interested
countries in the
region;
5) Circulation of researchers and exchange of research opportunities as well as
spirits of equal partnership will be prevailing in the region;
6) Over all R&D potential of the region will be increased. That will lead the region
to be an open innovation area.
