Asdevelopmentingeneralandtheruraldevelopmentinparticulararethetasksof multiple organizations,al1these are required to collaborate with each other,WhereverJ necessary,SOthatalle放)rtSmaymixandmatchtoachievethedesiredcoordinationinsucha Way that the highest possible bene且t goes tothe highest possible number ofpeople.In Bangladesh,therearecoordinationcommitteesatthedistrictlevelcomprislngdistrictlevel executives of various government departments/NGOs andin岬aZZh(sub・district)1evel COmPrising叩aZiLalevelexecutivesofvariousgovernmentdepartments/NGOsincludingthe th2jbn hnkAad-(the peripherallocalgovernment)Chairmen.These committees conduct monthly meetings and coordinateinterests ofvarious government departmentsrNGOs to makecoordinateddecisionsrelatedtodevelopment.But,COOrdinationoftheinterestsof丘eld workers(whoarethefrontiersoldiersforthepracticalbattleatthegrassrootsleveltowin thegoalofruraldevelopment)ofvariousgovernmentdepartments arldNGOs,the th2ibD hhkhadmembers,andvillagers(forwhomthedevelopmentis)Patthelocallevel(unibnand villagelevels)doesnotgetanyattentionofthepolicymakers,administrators,aCademicsand PraCtitionersofruraldevelopment.Ruraldevelopmentisfbrthevillagersbuttheyhav6no StatuSinanyintra・departmentandinter-departmentcoordinationpracticesatanylevel.The Villagers’realvoicefor development services andthe且eldworkers’voice onpractical且eld248
PrOblemsareby・PaSSedinsuchcoordinationpractices.AstheprlnCiplecomponentsofgood governanCe,alackof‘transparency’,‘accountability’and‘participation’indicatealackofgood governanceinruraldevelopmentinBangladesh,Whichisthe丘)CuSOfthisstudy.Intheabove contextthisstudywasconductedinBangladeshwiththeobjectivesasfo1lows.1)Tbexamine thee飽ctsoflocalcoordinationonthetransparencyoftheprovisionofdevelopmentservices tovillagers㌻2)Tbexaminetheeffbctsoflocalcoordinationontheaccountabilityoftheneld workers to villagers;and3)Tb determine whichlocalcoordination activities accountfor di飽rencesin satisfhctionofsample villagers with sa皿Ple development services.Forthis Study,data were collectedinthree phases withthe aidofstructured questionnairesfrom lO29villagers・Anawarenessindexwasestimatedto9XaminetheefEbctoflocalcoordination OntranSParenCy.Thelocalcoordinationactivitiesmostusefu1fortransparencywasidenti且ed byGarretでs’(1981)suggestedmethodofranking.Acrosstablewasusedtoexaminethee飴ct Oflocalcoordination on凸eld worker accountabilitytovillagers・Whichlocalcoordinatiop activitiesaccountfordi飴rencesinsatis蝕ctionofsamplevi11agerswithsampledevelopmen七 SerViceswasdeterminedbyDiscriminantanalysis. This study revealed that a coordination commi七tee brmed as alegalinstitutional pla肋rmoftheruraldevelopmentstakeholdersattheperipherallevelofad血inistration,in mutual collaboration with the Village Com皿ittees brmed by consensus at the general meetings attended by a majority ofvi11agers as the voluntaryinformalforums ofvi11age COmmumities,Can SeCure tranSParenCy Ofdevelopment service provision to villagQrS,凸eld WOrkers’accountability to villagers andlimited direct participation along withindirect Participation ofvillagers’in・the decision making process on rural development service delivery and reception through operating variouslocal coordination activities at the Peripherallevelofadministration,andintherelevantvillages.Decisions払rtheoperationof Variouslocalcoordinationactivities comefrom the coordinationcQmmittee andtheVillage CommitteeregularIneetings. Since the regular practice oflocal coordination of七heinterests ofrural development Stakeholdersattheperiphera11evelofadministrationandintherelevantvillagespromotes the prlnCiple components of good governanCe,‘transparency’,‘accountability’and ‘participation,’regarding rural development service delivery and reception,this study COnCludesthatlocalcoordinationcanpro皿OtegOOdgovernanceinruraldevelopment.Beinga novelpractice,Whilelocalcoordinationworkseffbctivelyforgoodgovernanceofdeliveryand receptionofdevelopmentservicesinthe studyvillages,itmaynotnecessari1yworktopthe SameeXtentforalldevelopmentservicesandinallvillages.
